I. Enterprise water permit issuance and annual review
In 2007, 11 new water permits were obtained, with a total water intake of 297.438 million m3 and 2 groundwaters of 15,000 m3. among them:
1. The company has 6 licenses and the applied water volume is 2.523 million m3.
2, 3 recertification certificates, the application for water is 215,000 m3, and the groundwater is 15,000 m3.
3. One provincial water permit is issued, and the applied water quantity is 106 million m3.
4. One power station, the applied water volume is 188.7 million m3.


By the end of February 2007, there were 224 enterprises that had been reviewed annually, and 136 enterprises that had participated in the annual review, of which 108 were qualified at the annual examination, and 28 enterprises were approved to obtain water permit at the annual inspection. The sales volume was 124.86. Million m3, sales reduction meter 19 only.

After the annual review, in 2007, there were 418 sets of valid water abstraction permits, and the total number of applied for permits was 157,750,600 m3. The actual total water withdrawal at the end of the year was 157,913,000 m3; the total amount of applied for underground water was 3,214,400 m3; the actual total water withdrawal was 823,000. 1. There are 145 sets of agricultural irrigation and irrigation licenses, and the amount of water permit is 203.06 million m3.

2. The hydropower station issued 55 sets of permits, and the water permitting amount was 133.146 million m3.

3. The enterprises directly obtained water and issued certificates for 202 sets. The applied water quantity was 113.392 million m3, the actual water intake was 5.8 million m3; the applied groundwater intake was 3,214,400 m3, and the actual water intake was 823,000 m3.

4. The water-supply enterprises obtained 13 sets of water supply certificates, and the applied water quantity was 28.43 million m3, and the actual water intake was 37.96 million m3.

In 2007, one company for water supply permit pre-application and water resources demonstration and approval, the application for water intake was 640,000 m3, and the maximum daily water intake was 0.22 million m3, and it was reported to the public according to the requirements of the administrative license.

Second, the water metering and charging situation

In 2007, there were 189 water fee collection enterprises and 54 hydropower stations. Among them, there are 157 metering and charging enterprises, and 3 of them have obtained the water at the end of the year, and 11 of them have obtained certificates in the same year. This year is the first year of implementing the new price adjustment of water resources fees. While implementing the new standards, in order to facilitate enterprises to understand and accept new prices, we have to go to the water companies to carry out price adjustment files, to publicize, explain, persuade, and patience. Accept the opinions of water users and win the understanding and support of water companies.

From January to December 2007, the company's water resource fee should be collected 2.345 million yuan, and it has reached the financial limit of 1.724 million yuan.

The total power generation of the hydropower station from November 2006 to October 2007 was 25.15 million kilowatts, and the water resource fee was 251,500 yuan. All entered the special account for extrabudgetary funds.

In 2007, the provincial government reported a water resource fee of 1.158 million yuan; the provincial and municipal water resources fee was 463,200 yuan.

By the end of 2007, 157 of the 202 water users who had a valid water withdrawal permit had installed different types of meters. Among the water users who take more than 10,000 m3 of water per year, the loading rate is 100%.

At the same time, since April, we have focused on promoting the installation of new smart water meters, which have accurate, intuitive, stable performance and upgraded remote monitoring. Up to now, 14 smart water meters with 11 water companies have been implemented, of which 9 have been installed, and the other 5 will be installed at the appropriate time by the end of the year.

From July to August 2007, in accordance with the requirements of the provincial government, the DPS positioning work of the city's water intake was completed, and 203 locations were located in the field, and the water intake location maps were registered, summarized, and produced one by one, and the water intake location marks were marked one by one on the map.

Third, the establishment of "top ten" service enterprises work highlights

The Water Resources and Water Resources Department is the internal organization of the Municipal Water Conservancy and Hydropower Bureau. The four-one management model of one card, one card and one watch further regulates the water use behavior of enterprises and institutions and establishes a good social image of water conservancy.

At the same time, 10 units were selected as the 2006 “Water Permit Standard Units”, which enhanced the awareness of water resources management among enterprises and the public. .

In July, he participated in the city's administrative licensing case evaluation activities and won the second prize.

In August, an administrative license unified acceptance window was set up, and 8 administrative licensing items were accepted.

In October, it was reviewed through the “Implementation Measures for Water Resources Management in Our City”.

In November, we formulated and exchanged the "Critical System for the Discretion of Administrative Punishment in River Sand Mining".

In November, the “Three Innovations” work was completed, and the GDP water consumption of the city from 2002 to 2006 was counted. The statistical report on the water supply of centralized water plants in the city in 2007 was completed.
