Second, the cause of the problem
1. Pay insufficient attention to the study of the institution. It does not pay attention to cultivating the interest of cadres and workers and improving the learning effectiveness of cadres and workers, so that the form of learning is monotonous. 4. Lack of competition in the work. 5. There is a lack of supervision in the implementation of the system. Due to the lack of effective supervision of the implementation of the system, some of the established rules and regulations have not been seriously implemented, and irregularities have occasionally occurred.
6. The idea of official position still exists. As a management department, it is always considered to be the main body of management, strengthening management and diluting services. Third, rectification measures

4. Strengthen service awareness and broaden service areas.
