強化檔案基礎業務建設。要全面宣傳貫徹國家檔案局令第九號，及時修改調整接收範圍，加大檔案接收、徵集力度。要積極拓展徵集渠道，擴大徵集範圍，不斷提高室藏檔案質量。繼續開展機關、企事業單位檔案規範化管理認證工作，促進檔案工作的標準化、科學化管理。同時，圍繞新型城鎮化、新型工業化、農業現代化等經濟領域，紮實有效地開展檔案工作，加大指導服務力度，積極開展“三化”領域內建檔工作。
深化創建活動。要把創建文明單位活動與全面加強機關建設、創建文明科室、“強兩基、重民生、轉方式、促發展”主題教育等活動有機結合起來，與我局開展的“工作質量提升年”活動結合起來，要求持久開展“做文明有禮的河南人”、學習先進典型和道德模範活動、和“文明中原系列行動”、志願服務活動，配合市委市政府做好全國文明城市的創建工作；積極開展健康向上、幹部職工易於參與、樂於參與的黨建知識競賽、檔案宣傳、體育比賽等文藝、體育活動；認真抓好計畫生育工作和環境衛生治理。

強化宣傳學習，提升認識。召開全局創建省級文明單位動員大會，安排部署20XX年創建工作。全局上下要步調一致，齊心協力，共同參與精神文明創建活動。一是各科室開展重創省級文明單位大討論；二是制定重申省級文明單位工作任務分解表。充分調動幹部職工的積極性，進一步激發乾部職工創建熱情；三是組織全體人員認真學習中共中央《中共中央關於深化文化體制改革、推動社會主義文化大發展大繁榮若干重大問題的決定》、《河南省文明單位建設管理條例》、《社會主義核心價值體系建設實施綱要》、《市檔案局創建省級文明單位實施方案》等有關檔案。進一步提高對精神文明建設重要性的認識，增強爭創意識，把全體幹部職工的思想和認識統一到活動要求上來，在全局迅速掀起創建省級文明單位的高潮，為創建活動順利開展奠定良好基礎。
嚴格考核標準，認真搞好自查。在市文明委、局創建領導小組的指導下，堅持硬體、軟體一起抓，兩手都要硬。局創建活動領導小組辦公室對照考核標準、對照創建的各項指標進行全面檢查。重點檢查內容為：對照任務分解表逐項落實，組織領導有力、創建工作紮實，思想教育深入、道德風尚良好，學習風氣濃厚、文體衛生先進，加強民主管理、嚴格遵紀守法，內外環境優美、環保工作達標，業務水平領先、工作實績顯著等。對存在的問題，研究制定具體整改方案，明確責任人，集中時間、集中力量、高效率、高標準地進行整改並對整改情況進行複查，直到達到驗收標準為止。
全力準備，做好驗收工作。起草列印創建活動匯報材料，準備提交的各種驗收資料，向市文明委匯報創建省級文明單位工作情況，並上報驗收請示報告，做好驗收的一切準備工作。

完善決策機制，加強指導協調。要建立完善創建工作的長效機制，堅持目標管理，從實際出發，把“軟指標”變成“硬任務”。創建工作要一級抓一級，層層抓落實，令行禁止，不講條件，不打折扣。
統籌推進，強化責任追究。要堅持圍繞中心服務大局，突出重點，統籌兼顧，打造亮點，延伸輻射，以抓好重點工作帶動整體工作，以精神文明創建促進檔案事業發展。各科室要把精神文明建設工作當作政治任務來抓，完不成目標任務的要追究相關人員的責任。我局全體幹部職工要上下一心，全力以赴，共同努力，以最優異的成果、最佳的精神面貌迎接考核驗收，為迎接黨的十八大勝利召開營造良好和諧的社會氛圍。
篇五： 創建省級文明單位實施方案
為切實加強精神文明建設，引導全委廣大幹部職工積極投身到省級文明單位創建中去，全面提升幹部隊伍整體素質，推進全委精神文明建設與業務工作同步協調發展，從而更好地發揮發展改革部門職能作用，開創發展改革工作新局面，根據《山東省文明單位建設管理條例》，結合我委實際，制定本實施方案。

組織領導有力，創建活動紮實。領導班子高度重視文明單位創建工作，定期研究安排工作，創建工作有領導、有部署、有目標、有措施。單位內部層層落實創建工作目標，全體幹部積極參與，創建熱情高。
規章制度健全，管理規範高效。認真貫徹民主集中制原則，領導班子作風民主，求真務實，開拓創新，廉潔勤政，創造力、凝聚力、戰鬥力強。完善機關管理制度，提高辦事效率，管理規範有序，環境整潔優美。政務公開、服務承諾等制度落實到位，幹部大局意識、責任意識、服務意識強，依法行政水平高。堅持開展民眾性文體活動，員工精神文化生活豐富多彩。模範執行計畫生育政策，實現人口與計畫生育管理責任目標。
思想教育深入，道德風尚良好。積極開展黨的基本理論、基本路線、基本綱領和基本經驗的宣傳教育，弘揚社會主義核心價值體系，引導幹部牢固樹立正確的世界觀、人生觀、價值觀，自覺踐行公民道德規範，在單位做好職工，在社會做好公民，在家庭做好成員。以“深入基層、服務民眾”主題活動為載體，開展“以人為本、執政為民”教育，開展民情專題調研和結對幫扶活動，增強民眾意識，提升服務水平。
業務工作領先，民眾普遍滿意。全面貫徹“圍繞一個中心、突出兩項重點、落實三項舉措、實現四個突破”的工作思路，落實好《20XX年度工作要點》，強化目標考核，定期督促檢查，確保各項工作任務全面完成。
學習風氣濃厚，幹部素質較高。重視提高幹部隊伍的整體素質，健全完善學習制度，開展紀念建黨XX周年學習教育活動，抓好國家政治經濟和“十二五”規劃的學習，學習氛圍濃厚，學習型組織創建取得實效，幹部隊伍綜合素質高，駕馭工作能力強。
