2、加強和改進黨員幹部、教職員工的學習。要以提高自身崗位工作能力為目標,中層幹部要積極參加學校黨委中心組的學習。黨員幹部要堅持“三會一課”和教職工例會學習,保證學習時間和內容。每周一例會安排2 小時集中學習,全年學習時間不少於100小時,學習筆記字數不少於2萬字,撰寫學習心得體會2篇以上。做到理論聯繫實際,努力在真學、真懂、真信、真用上下功夫、見成效。
豐富學習載體
在開展創建學習型黨組織活動的基礎上,重點組織開展“五個一”活動,即:開設一個專欄。在學校網路中心開設“學習型黨組織專欄”,對推進學習型黨組織建設工作進行全方位報導;開闢一個講壇。定期利用校園廣播解讀黨的方針政策;舉辦一場演講比賽。舉辦全校“建設學習型黨組織演講比賽”;舉辦一次知識競賽。在全校舉辦“建設學習型黨組織知識競賽”;召開一場建設學習型黨組織經驗交流會。不斷開展豐富多樣的學習活動,深化學習效果。以建設學習型黨組織為抓手,促進“學習型”、“創新型”、“和諧型”、 “服務型”、“強基型”學校黨組織的建設。
1、積極探索創新載體。一是搭建中國特色社會主義理論創新平台,助推黨員幹部的理論創新,力爭多出創新的理論成果。二是搭建創先爭優平台。努力創出特色,取得實效。三是搭建崗位創新平台,開展“新起點、新思路、新形象、新業績”主題實踐活動。
2、完善創新制度和機制。一是建立完善創先爭優考核和激勵機制。要建立創先爭優激勵與崗位激勵相結合的機制。二是建立完善適應新形勢的教學質量評價體系和科研成果激勵機制,激發教職工在教學活動中的創新熱情。
3、加強黨的作風建設。一是理順師生員工建言獻策的渠道。二是完善學校領導與教職員工定期交流談心和中層幹部與教職員工交流談心的渠道。三是完善黨內民主生活會制度,每年進行一次黨員思想分析會。四是完善支委與黨員、黨員與黨員、黨員與民眾的談心制度。
4、加強校風建設和校園文化建設。深入開展校風建設和校園文化建設。以黨建帶團建,以培養團隊凝聚力為目的,充分發揮群團組織的作用,開展豐富多彩的校園文化活動,努力形成科學管理、依法治校、嚴謹治學、精心施教、勤奮學習、積極向上的良好校風,積極營造講團結、樹正氣、顧大局、重效能的工作氛圍,推動學校又好又快發展。
5、推進規範化服務。進一步完善和強化學校目標管理責任制,明確黨員幹部的工作職責和任務,大力推行服務承諾制、首問負責制、限時辦結制和責任追究制,深入推進學校效能建設。加強考核,強化管理,規範服務,提升學校黨組織和黨員幹部的服務能力。
6、深化創建“黨員先鋒崗”“活動,發揮黨員的先鋒模範作用。通過“黨員先鋒崗”活動實現熱情服務好、模範帶頭好、工作作風好、崗位業績好、對外形象好的“五好”目的,切實轉變教職工的工作作風,提高工作績效,樹立學校形象。塑造黨員“工作乾在前,困難沖在前,榮譽讓在前”的先鋒形象。
7、實施強基固本工程,加強黨的組織建設。要抓好黨員發展工作,做到成熟一個發展一個。要加強對黨員的教育和管理,探索新的管理模式和機制。做到黨建目標定量化、工作任務具體化,從而提高黨建工作的質量和效果。
8、建立約束監督機制,加強黨風廉政建設。按照《學校黨建工作目標管理考核評分表》規定的各項內容嚴格考核支部工作。進一步規範黨委議事決策機制,全面落實廉政建設的各項規章制度,做到責任落實到位、監督落實到位、制度落實到位。
篇五: 創建學習型黨組織實施方案
20XX年是全面落實學院三年發展規劃,紮實推進黨建工作的重要一年。為全面貫徹、落實黨的XX屆X中全會關於建設學習型黨組織的精神,切實按照黨的執政能力的要求,建立和完善黨員學習的長效機制。根據教育局黨委《關於開展創建學習型黨組織活動實施方案》的要求,結合社區學院的實際,特制定我院創建學習型黨組織活動實施方案。

以科學發展觀為統領,充分運用學習實踐科學發展觀活動取得的成果,大力開展創建學習型黨組織活動。按照高素質黨員隊伍目標要求,以學習政治和最前沿的經濟、管理等新知為主要內容,努力營造勤於學習、善於學習、樂於學習的良好氛圍;以創新思想觀念、思維方式為動力,推動工作水平的全面提升;以提高黨員意識和道德、文化素養為重點,全面提高黨員、幹部的綜合素質;以健全學習機制、完善學習制度為基礎,不斷提高學習質量和學習效率。從而全面推進學院黨建工作和辦學競爭力的提高。
two. The basic principle
1.共同目標原則
創建學習型黨組織是建設學習型社會的重要組成部分,按照建設學習型社會的目標創建學習型黨組織。即通過不斷學習,學會系統思維,轉變領導方式,最終達到提高黨建工作水平,達到與新形勢、新任務相適應的目的。特別是在當前構建終身教育體系中,在全面貫徹落實《國家中長期教育改革和發展規劃綱要》的進程中,知難而進,開拓創新,形成學以致用、用以促學、學用相長的學習氛圍。
2.全員參與原則
創建學習型黨組織是全體黨員的共同任務,只有每一個黨員都以學習為己任,學習型黨組織、學習型團隊才能形成。而建設學習型領導班子在創建活動中至關重要,領導班子要帶頭學習,形成良好學習風氣,提高領導班子的整體能力,以此帶動整個組織的學習。只有當學習成為組織成員主動追求的願望,學習型黨組織的學習效果才能最大化。

1.形成先進理念和濃厚學習氛圍。
重視學習、善於學習,不斷提高工作水平。不斷推動學院的改革與創新,這是時代的發展、教育的發展和黨的建設的迫切需要。近幾年來有些黨員、幹部疏於學習,在思想觀念、思維方式、胸懷、站位以及學院在體制機制的創新上,還不能適應新時期的要求。黨員、幹部創造性地開展工作的能力還存在較大差距。學院的辦學活力還不足,一些黨員、幹部的理論水平、文化知識素養和專業水平跟不上教育形勢的發展等等。提高政治理論水平和綜合素質、增強工作能力和創新精神將成為建設學習型黨組織的重要內容。
要明確學習是發展的基礎、是終身學習的主要任務;明確學習與實踐是缺一不可,注重學習與實踐的有機結合;明確學習重在創新,創新才能進步。不斷改進思維方式和行為習慣的意識,創設濃厚的學習氛圍。
2.提高黨員和幹部隊伍綜合素質和業務技能。
實現對黨員和幹部學習的全覆蓋,廣大黨員和幹部要積極參加學院組織的各種學習活動,做到“日讀千字、月看一書、季寫一文、年學一技”。
中層以上幹部要按照黨總支關於對幹部創新課題的要求,結合個人工作實際,完成創新課題的撰寫。黨員學科帶頭人和黨員教師要在教學、教研、科研和專業建設上不斷創新教學形式,努力成為拔尖人才。要通過黨員的表率作用調動全體教職工的工作熱情,從而在全院上下形成良好的學習風氣。
