1、規劃設計階段。以村為單位，結合各村實際，按照“中國美麗鄉村”建設標準，做好各村村莊規劃、環境提升專項方案及亮點、節點的設計。
2、方案審定階段。通過實地調研，結合鎮整體規劃，審定各村建設方案。
3、全面啟動階段。發動各村，調動農戶的積極性，全面投入美麗鄉村創建。
4、檢查驗收階段。鎮美麗鄉村建設領導小組根據各村建設進度，分別對各村創建情況進行檢查驗收並通報。
5、鞏固提高階段。鞏固前期建設成果，查找建設中的不足，對驗收中發現的問題及時糾正，迎接上級檢查驗收。
Fourth, measures to protect
1. Establish an organization.為紮實、有序、高效地推進“中國美麗鄉村”建設，鎮成立中國美麗鄉村建設領導小組。
2. Clear responsibilities.領導小組在鎮黨委的領導下，具體實施良朋鎮“中國美麗鄉村”建設工作，負責協調、溝通、建設規劃編制、技術指導和督促項目實施工作。同時各村相應成立工作班子，由各村黨組織書記負總責，工作開展以村為主體，各聯繫村領導、組長負責指導聯繫村的工作落實，鎮各職能辦、站負責創建工作的業務指導，做到責任層層明確，工作層層落實。
3、政策扶持。對經上級考核驗收達到“美麗鄉村”建設標準的村，在享受縣級以獎代補資金外，鎮財政將對精品村、重點村、特色村分別給予補助，補助標準為：按人口規模2000人為標準分別獎40、20、10萬元，按人口數折算最高分別獎60、30、15萬元，最低分別獎30、15、7.5萬元。在全面小康示範村、新農村實驗示範村中已以獎代補的，扣除已補資金的60%後獎勵。
V. Job requirements
1、注重個性。“美麗鄉村”創建是一項高度綜合的系統工程，即要注重新農村建設的綜合水平，又要注重挖掘各個村莊的歷史遺蹟、風土人情、風俗習慣等人文元素，結合各自自然地理條件，體現村莊個性魅力，彰顯良朋鎮整體和各個村莊的風格和特色。
2、突出主體。要尊重農民的主體地位，通過教育、宣傳、培訓強化農民的主體意識，充分激發農民民眾主動性、創造性，實行民主決策，民主管理，促使他們自覺地投身到“中國美麗鄉村”行動中來。
3、項目推動。“美麗鄉村”建設要把項目落實、項目建設放到突出位置，以項目推動“中國美麗鄉村”建設，要整合支農政策和項目，主動做好項目銜接，積極爭取上級立項支持。
4、加強領導。實施“中國美麗鄉村”建設要堅持主要領導親自抓，形成黨委領導、政府主導、農民主體、部門協作、社會參與的工作機制，並將此項工作納入全體機關幹部、村級年終綜合考核內容，根據工作成效進行獎懲。各村、各聯村幹部要樹立大局意識，把創建工作放到重中之重的位置，要切實負起責任，各司其責、各負其責，加強協作，形成合力，確保目標完成。
