學校是傳播文化的特定場所，是學生獲得知識和技能，培養情感和形成價值觀，塑造品德和養成良好行為的重要場所。全面提高學生的素質是學校育人的根本目標，環境素質是現代社會對每個公民基本素質的基本要求。“綠色學校”的本質特徵，就是在學校的建設與發展中體現可持續發展的教育理念。“綠色學校”不僅能使教師和學生的環境素質得到提升，還可以通過學生帶動家長，通過家長帶動社區，又通過社區帶動社會公民更廣泛地參與環境保護行動。
