20XX年3月、6月、9月和12月底開展季度考評,6月底開展半年考評,12月底開展年終考評,被考評的科室對照任務分解表進度計畫對工作任務完成情況進行總結和自查自評,自評報告報局績效管理領導小組辦公室。績效領導小組對被考核的科室績效目標完成情況進行考評評分,將考核結果進行公示。考評結果作為各科室、幹部職工年終考核的重要依據。
3、結果運用
考核分為“優秀”、“合格”、“不合格”三個等次。“優秀”是指較好完成年初確定的目標任務,考核評分在95分以上;“合格”是指基本完成年初確定的任務,考核評分在75分—95分;“不合格”是指未能很好地完成年初確定的目標任務,考核評分在75分以下的。
考核評定為“優秀”的科室、個人,予以通報表彰。給予獎勵。考核評定為“合格”的科室、個人,不獎不罰。考核評定為“不合格”的科室、個人,視情況予以通報批評。年底綜合考核科室領導不得評優。
重點深入,機制創新階段
1、根據地區出台的關於開展政府績效管理與考評工作的指導意見將績效管理工作深入推進,進一步提高公信力和執行力。
2、根據地區統一要求,建立和完善績效管理綜合信息化平台。

Unify thinking and raise awareness.推行績效管理工作,是深入貫徹落實科學發展觀、加快轉變經濟發展方式的必然要求,是推進政府職能轉變和管理創新、提高政府執行力和公信力的重要舉措,是轉變機關作風、加強政府勤政廉政建設的重要抓手,對改善環境、促進發展、推動行政管理體制創新意義重大。
Strengthen leadership and meticulous organization.地區交通運輸局以推動工作落實、提升工作績效為目的,分解和細化所承擔的績效目標,落實目標責任制,層層分解,落實到人,明確責任、質量、時限,形成目標分解體系和責任落實體系,制定具體的措施和方法,確保各項績效目標的實現。
認真總結,不斷提高。推行績效管理工作是一項開拓工作,具有一定的挑戰性。要積極吸納其他部門考評經驗、做法,做到與時俱進、不斷創新,加強與地區績效辦的聯繫,爭取指導和幫助。提高履職能力、服務質量和績效水平,推動績效工作科學有序發展。
篇五: 績效管理實施方案
根據《屏邊縣20XX年度行政績效管理實施方案》要求,結合我局實際情況,制定本實施方案。
First, the guiding ideology
以鄧小平理論和“三個代表”重要思想和科學發展觀為指導,以全面落實黨的十八大會議精神。按照“鞏固完善、拓展創新、務實高效”的工作思路,緊密結合“服務基層年、項目落地年、作風轉變年”系列活動的開展,繼續在全局全面推行政績效管理制度,將本部門負責組織實施的重大建設項目、重大公共政策實施、重要工作或單位年度重要工作作為行政純淨管理的重點事項,促進本單位不斷提高績效管理水平,為建設人民滿意服務型政府服務,實現我縣經濟社會又好又快發展服務。
二、主要目的
通過對本單位負責的重大建設項目、年度重要工作的組織實施以及效果情況進行績效管理,發現項目和工作組織實施過程中存在的違法違規、成本過高、效率低下、損失浪費等影響財政資金使用效益和行政效果的突出問題,深入分析原因,提出完善制度和改進管理的建議,保障政府重大建設項目、重大公共決策實施、年度重要工作及部門年度重要工作的落實,進一步提高政府重大建設項目的效率、財政資金使用的效益,緊扣提高行政效能這個主題,注重將績效管理與政府年度重要工作相結合,以行政績效審計、稽查、評價為重要監管手段,紮實推進行政績效管理工作,建立健全績效管理制度,服務政府自身建設,確保績效管理制度取得實效。
三、行政績效管理的重點內容
20XX年我局推行行政績效管理,分為以下三個步驟。
第一步:制定實施方案、確定重點。認真領會縣政府及相關部門關於實施效能政府四項制度的精神和要求,結合我局實際制定實施方案,結合部門實際和縣情實際,確定我局20XX年度行政績效管理的重大事項為新華鄉戈幾街村土地整治項目和新現鄉底咪村土地整治項目,明確工作目標和內容,落實責任,將細化任務分解到相關股室,明晰工作步驟。
第二步:組織實施、跟蹤落實。按照績效管理實施方案分解的任務和確定的重點工作,由承擔各項具體任務的責任股室牽頭,相關股室配合,對我局負責的20項重大項目和20項重要工作中的相關工作,按照績效管理目標逐項加以推進和落實。
第三步:分析總結。各責任股室對全年的績效管理制度執行情況進行全面、深入的總結,統計完成的工作量,評價財政資金的效率情況,總結對縣政府重大建設項目和重點工作的促進和保障作用。分析工作中的突出部分和薄弱環節,對好的做法進一步規範、提煉,形成長效的工作機制,指導今後的工作,對薄弱環節進行改進和完善。
Fourth, work requirements
Strengthen organizational leadership
推行行政績效管理制度,是建設效能政府的一項重要內容。我局已將推行行政績效管理制度列為重要工作,局機關成立了效能政府四項制度領導小組,同時明確了牽頭股室和主要職責。
行政績效管理涉及國土資源管理的方方面面,內容多,時間緊、任務重,為有效推進,本實施方案對我局績效管理工作進行了任務分解,各責任股室要對承擔的分解任務負總責,相關股室密切配合,按時按質完成任務。
按時報送情況
行政績效管理制度推行情況實行季報告制度,每季度底,請責任股室將行政績效管理制度推行情況,以及牽頭工作落實情況報局效能政府四項制度領導小組辦公室。同時認真做好半年和年度總結,6月和11月底,要將貫徹落實行政績效管理制度的情況進行全面總結,形成文字材料報局效能政府四項制度領導小組辦公室。局效能政府四項制度領導小組要及時將全局推行行政效能管理情況報縣相關部門,並分別按時上報半年和全年總結。
加強總結和提高
各股室在推行行政績效管理制度過程中,通過加強溝通和協調,不斷完善工作方式。針對行政績效管理的重點,以及當前我局績效管理中的薄弱環節,要下功夫改進和完善,對於一些成功經驗,可進一步提煉,形成指導性的意見在今後加以繼續執行,提升績效管理能力和水平。
