3. Actively open up the second classroom of youth legal publicity and education, relying on courts, procuratorates, prisons, labor camps and other institutions to carry out lively and youthful learning practices.根據市縣和有關部門的工作實際，在全州開展“青少年法制教育示範基地”建設和評比活動。
4、加強家庭、學校、社會“三位一體”的青少年法制教育網路建設，依託家庭、社區、村落開展青少年法制教育，營造有利於青少年健康成長的社會環境。
5、加強對學校法制教育師資培育和培訓，進一步規範法制副校長、法制輔導員工作，力爭在“五五”普法期間，實現100%的城鎮中國小校、95%以上的農村國中和完小以上配備兼職法制副校長。
6、在中國小校普遍開展“律師進校園”活動，組織律師深入教育行政主管部門和學校開展法制宣傳教育、法律諮詢活動，協助做好依法治教工作，維護青少年合法權益。在邊遠山區、民族地區中國小校開展“小手拉大手”活動，在加強在校青少年學生法制宣傳教育的同時，通過中小學生向家庭成員宣傳法律知識。在州職業技術學院及州、市屬各中學建立法律志願者隊伍，開展面向校園、面向社會、面向城鄉民眾的法制宣傳教育。
7、發揮學校團組織的生力軍作用，開展“法與我同行”活動，落實普法維權“七個一活動”，即培訓一批團員青年作為普法宣傳員，把禁毒防艾人民戰爭的宣傳教育作為一項重要內容，提供一本青少年普法教材，開展一堂青少年法律知識講座，確定一家律師事務所與州屬學校掛鈎開展維權工作，確定一名青少年維權聯絡員，製作一張青少年維權卡。
深入開展“法律進企業”活動，大力促進企業依法經營、誠信經營
1、各類企業特別是國有企業要制定年度法制宣傳教育工作計畫，建立健全企業經營管理人員的法律學習制度，不斷提高企業經營人員依法經營、依法管理的能力，正確處理企業發展與維護職工權益關係。國有企業中層以上管理人員和民營企業主每年應定期或不定期參加法律知識學習。
2、加強維護職工合法權益的法制宣傳教育，積極為企業職工提供法律諮詢和法律救助，並通過各種宣傳日、宣傳周、宣傳月等形式，大力宣傳社會保障、安全生產等與職工切身利益相關的法律法規知識，不斷提高企業職工的法律素質和依法維權能力。
3、大力開展對農民工法制宣傳教育活動，切實維護農民工的合法權益。
4、依據憲法和法律規定，建立現代企業制度，完善公司法人治理結構，逐步完善契約管理、企業經營管理等規章制度，實現依法經營管理，為增強企業市場競爭力提供保證。
5、進一步加強企業法律顧問隊伍建設。“六五”法制宣傳教育期間，國有企業要建立和完善法律顧問制度，建立健全法律事務機構，配備或聘請具有企業法律顧問執業資格或相應資質的法律工作人員，參與企業經營管理和重大決策，加強糾紛的預防和處理，有效防範經營風險，提高企業法治化管理水平。
6、加強企業職工學法陣地建設，充分利用宣傳櫥窗、內部刊物、有線電視、區域網路等各種宣傳載體，加強對職工法制宣傳教育。有條件的企業應建立企業職工法制學校。
深入開展“法律進單位”活動，逐步提高法治化管理水平
1、各級各類事業單位要認真組織開展“六五”法制宣傳教育工作，做到法制宣傳教育工作有組織、有計畫、有教材、有陣地、有考核。發揮行業協會的作用，加強行業管理，建立健全規章制度，加強行業自律。
2、建立健全領導幹部學法制度，把單位領導幹部學法用法與業績考核相結合，進一步提高單位領導幹部的依法決策、依法管理水平。
3、積極引導單位職工開展學法用法活動，定期組織職工參加法律知識培訓、輪訓，增強廣大職工依法維權、依法履行義務、依法承擔責任的意識。
4、加強單位內部管理，建立健全管理制度，實現依法建制、依法管理。各單位應通過公示牌、宣傳冊、觸控螢幕等形式，積極向社會宣傳與本行業、本單位業務相關的專業法律法規知識。“五五”法制宣傳教育期間，在全州開展“依法辦事示範單位”創建活動，公園、車站、機場、港口等公共活動場所管理單位，應在人員流動密集的地點設立固定法制宣傳欄。
深入開展“法律進佛寺”活動，增強法制宣傳教育工作的實效性
2、進一步發揮全州佛教協會及宗教人士的作用，引導信教民眾參與法制宣傳教育活動，各市、縣要在佛教教職人員和信教民眾中試行建立法制宣傳志願者隊伍，有計畫地對志願者進行培訓，通過加強隊伍建設，推動基層法制宣傳教育工作。開展志願者與信教民眾結隊活動，定期或不定期的組織志願者入戶開展法制宣傳教育工作。
3、市、縣司法行政部門、民族宗教事務部門要結合實際，確定重點的法制宣傳內容，指導法制宣傳志願者以民眾易於接受的形式，使用民族語言文字，廣泛宣傳與宗教人士和信教民眾生產生活密切相關的法律法規，增強法制宣傳教育工作的實效性。
4、加強“法律進佛寺”活動的宣傳工作。各級司法行政部門、民族宗教事務部門及基層組織要積極開展“法律進佛寺”重要意義的宣傳工作，增強民眾參與法制宣傳教育工作的積極性和主動性。
Fourth, method steps
“法律七進”活動分兩個階段進行。20xx年6月30日前為準備階段，各市縣、州直機關工委、州農墾分局要根據“法律七進”活動方案，結合本地、本部門實際制定活動計畫，把各項主題活動的主要工作任務具體化，並明確組織主題活動的責任單位和責任人。20xx年7月至20xx年12月為實施階段，各市縣、州直機關工委、州農墾分局要按照方案和計畫要求認真組織開展活動。

2、加強督促指導，確保活動取得實效。各市縣、州直機關工委、州農墾分局要對所屬鄉鎮、分管部門和單位、所屬農場開展主題活動進行督促指導，幫助協調解決遇到的問題和困難，確保各項主題活動取得實效。
3、加大投入，確保主題活動落到實處。各市縣、州直機關工委及州屬各部門、州農墾分局要加大人力、物力、財力的投入，安排必要的經費，確保“法律七進”活動得到推進。
4、加大宣傳力度，為主題活動的開展營造濃厚氛圍。各市縣、州直機關工委、州農墾分局要不斷總結工作經驗，加大組織開展主題活動的宣傳力度，各級黨委宣傳部門、各新聞媒體要發揮職能作用，廣泛宣傳“法律七進”活動的意義及做法，努力擴大社會影響面。各市縣、州直機關工委、州農墾分局要抓典型、樹先進，對積極組織開展主題活動，取得明顯成效的鄉鎮、部門和單位、農場要適時給予表彰獎勵；要及時將好的經驗和做法上報州委依法治州和法制宣傳教育工作領導小組辦公室，通過情況互通和經驗交流，促進“法律七進”主題活動的開展。
篇五： 法律七進實施方案
為貫徹落實中央宣傳部、法務部、全國普法辦以及省委宣傳部、司法廳和省治省辦《關於廣泛開展“法律七進”活動的實施方案》的要求，認真做好在全省食品藥品監管系統廣泛開展法律進機關、進鄉村、進社區、進學校、進企業、進單位、進宗教活動場所的活動，推動我局法制宣傳教育和依法治理工作的深入開展，特制訂本方案：

以鄧小平理論和“三個代表”重要思想為指導，全面落實科學發展觀，緊緊圍繞經濟社會發展的目標任務，按照依法治國基本方略的要求，以“弘揚法治精神，普及法律知識、共建和諧社會”為主題，大力開展“法律七進”活動，進一步增強法治化管理水平，深入推進依法治省進程，為構建社會主義和諧青海和全面建設小康社會營造良好的法治環境。
