3、深入學習宣傳國際經貿規則。深入了解和運用國際經貿規則，是實施互利共贏對外開放戰略、提高對外開放水平的重要保障。要繼續深入學習宣傳世界貿易組織規則，進一步增強履行入世承諾、應對貿易摩擦和解決貿易爭端的能力。要繼續學習宣傳國際貿易、國際投資、國際商事爭端解決等方面的條約、規則、慣例等，進一步增強對國際經貿規則的了解、把握和運用。

市商務局成立“六五”普法領導組，負責制定並領導實施全市商務系統“六五”普法的工作方案，決定“六五”普法工作中的重大事項。
領導組辦公室負責具體組織實施全市商務系統“六五”普法實施方案，安排法制宣傳教育，指導協調各縣商務局和直屬單位開展法制宣傳教育、依法治理和普法督導檢查等工作。
各縣商務局要指定一名領導負責“六五”普法工作，成立“六五”普法領導機構和工作機構，制定本縣商務局“六五”普法具體實施方案，建立和實行法制宣傳教育工作責任制，部署安排法制宣傳教育計畫和活動。
Fourth, work steps
全市商務系統第六個五年法制宣傳教育工作從20XX年始實施，到2019年結束。共分三個階段：
宣傳發動階段：20XX年3月前，市商務局制定全市商務系統“六五”普法工作方案，各縣商務局制定本縣“六五”普法工作方案，做好宣傳發動工作。各縣商務局要將“六五”普法工作方案和“六五”普法領導機構、工作機構組成情況報市商務局“六五”普法領導組辦公室備案，並提供一名以上普法工作人員聯繫方式。
組織實施階段：20XX年下半年至2019年。依據本方案和各縣商務局“
六五”普法工作方案確定的目標、任務和要求，結合實際深入開展法制宣傳教育，大力推進依法行政，確保本方案和各縣商務局“六五”普法方案的貫徹落實。市商務局將不定期對全市商務系統“六五”普法工作開展督導檢查，推動法制宣傳教育工作深入開展。
檢查驗收階段：2019年下半年，市商務局組織全市商務系統“六五”普法實施情況的總結驗收，通過自查、抽查等方式，總結經驗，查找問題，同時組織迎接市“六五”普法全面考核，推動“六五”普法法制宣傳教育工作的全面完成。
V. Job requirements
在實施“六五”普法過程中，各單位要切實履行法制宣傳教育責任，認真組織形式多樣的法制宣傳教育活動，大力提高依法行政、依法管理能力和服務社會水平。
1、加強依法行政法制制度建設。要大力推進國內外貿易和國際經濟合作立法，為國內外貿易和國際經濟合作提供法制保障。要切實加強自身制度建設，完善行政立法、行政許可、行政處罰和行政複議程式，規範行政審批行為，全面推進依法行政。
2、加強領導幹部法制宣傳教育。領導幹部要帶頭學法用法，樹立社會主義法治理念，提高依法管理經濟和社會事務的能力，規範決策、管理和服務行為。大力推進領導法制教育制度化、規範化，繼續支持和完善黨組理論學習中心組集體學習制度、領導幹部法制講座制度。
3、加強公務員法制宣傳教育。要繼續推進公務員年度法制學習培訓工作，大力開展法制教育培訓活動，培養公務員樹立有權必有責、用權受監督、違法要追究的觀念，將法律知識考核結果作為公務員考核、任職、定級和晉升的重要依據。要加強廉政教育，將法制宣傳教育與道德教育相結合，提高依法行政、依法辦事能力和服務社會水平。
4、加強法制宣傳教育網路和隊伍建設。建立和完善各單位法制宣傳教育機構的橫向工作聯絡網，建立和完善縣、市二級商務法制宣傳教育機構的縱向工作聯絡網，形成健全的法制宣傳教育網路體系。加強專職法制宣傳教育隊伍建設，配齊配強人員，加大培訓力度，不斷提高他們的政治、法律素質和業務工作能力。加強法制宣傳隊伍的組織協調、培訓指導和規範管理，切實發揮各類法制宣傳隊伍在商務法律宣傳教育中的積極作用，最大程度地實現全省普法資源共享、優勢互補，提升全市商務法制宣傳教育的整體水平。
5、進一步創新豐富法制宣傳教育載體和形式。充分利用電視、廣播、報刊等媒體開闢商務法制宣傳欄、專題、專版，固定時段、版面、欄目，增強法制宣傳教育的針對性，積極開展商務法制宣傳教育活動，充分發揮大眾傳媒法制宣傳教育主渠道作用。建立和完善普法網站或網頁，加強商務法制宣傳，發揮現代網路傳媒優勢，擴大商務法制宣傳教育覆蓋面。
6、積極開展面向社會的法制宣傳教育。要充分利用12.4全國法制宣傳日、宣傳月、紀念日和法律生效日等時機，通過網站、期刊等媒體，開展形式多樣、豐富多彩、生動活潑的法制宣傳活動，積極宣傳商務法律知識。要在日常工作積極宣傳商務法律知識，把法制宣傳教育融入管理和服務全過程，促進企業和社會公眾樹立誠信守法、依法經營、依法辦事的觀念。
7、加強溝通交流。市商務局要進一步加強對全市商務系統普法工作的指導、協調和監督，加強對各縣商務局依法行政、法律培訓、法律調研等方面的支持。各縣要加強與市商務局和其他單位之間的溝通交流，及時向市商務局上報本單位“六五”普法工作進展情況，反映“六五”普法中存在的問題。
8、進一步落實法制宣傳教育的經費保障。各縣商務主管部門應積極為落實全市商務系統“六五”普法工作方案、開展法制宣傳教育和依法行政工作創造條件，在人員、時間、經費等方面給予充分保障，保證“六五”普法工作正常開展.
