2、廣泛宣傳動員，營造良好氛圍。採取多種形式，進一步廣泛深入地開展宣傳教育活動，增強幹部職工創建參與意識、文明衛生意識、社會公德意識和遵紀守法意識，努力形成全民動手、齊抓共管的工作格局，提高社會整體文明素質。
3、解決突出問題，健全工作機制。著力解決機關在創建過程中的突出問題和民眾最關心、最直接、最現實的熱點難點問題。積極開展各項專項建設和治理，落實工作責任，建立和完善創建工作的長效機制。
4、強化日常監督，嚴格目標考核。對各科、中心的創建工作實行“一票否決”制度，對工作進展快、任務完成好的科、中心以及個人予以表彰獎勵，並作為評選優秀科室、優秀公務員、先進工作者的重要依據；對不負責任，不能按時完成創建工作任務的將追究科室和人員的責任。
5、完善檔案資料，提高管理水平。認真學習領會關於創建檔案資料收集整理的相關標準和規定，規範建立和完善檔案資料，分門別類反映工作過程、實際效果、經驗體會及日常管理的文字、音像資料，為全面深入地開展創建工作提供完整、詳實的依據。
篇五：商務局雙創工作實施方案
縣委、政府作出了創建省級衛生、文明縣城的重大決定，商務局黨組堅決執行。為積極投入“雙創”活動，確保“雙創”工作突破難點、抓準重點、抓出成效，依照《湖南省衛生城市標準》、《湖南省衛生城市考核命名和監督管理辦法》和《新化縣創建國家衛生縣城責任分解表》精神，結合我局實際，制定新化縣商務局“雙創”工作實施方案。
First, the guiding ideology
以“三個代表”重要思想為指導，以科學發展觀總攬“雙創”工作全局，以建設衛生、文明、和諧新化為目標，按照“統一領導，人人參與，統籌規劃，分步實施、層層落實”的工作思路，堅持依法創建、科學創建、人人創建、和諧創建的基本原則，堅決全面徹底完成縣委、縣政府下達的各項目標任務，以解決單位及單位管轄區突出的衛生問題為重點，增強新化商務人的文明衛生和環保意識為主要內容，在商務局系統開展爭創衛生先進單位、文明模範單位競賽，為完成創建省級衛生、文明縣城各項指標任務，如期實現創建省級衛生文明城市做出貢獻。

三、主要共性任務
商務局系統雙創共性任務主要是在《新化縣創建省級衛生縣城文明縣城實施方案》的基礎上，根據省級衛生文明城市標準及考核指標要求，結合商務局工作實際研究制定的。現就有關主要共性任務及工作內容明確如下：
1、局屬各單位主要領導對“雙創”工作負總責，不斷充實雙創工作機構，並配備專職工作人員，制定切實可行的“雙創”工作實施方案和相應的工作制度，層層分解任務，明確工作進度，一級抓一級，層層落實，保障人員、經費投入。
