堅持因地制宜,科學劃分責任格線單元。鳴鳳縣城共有8個社區,平均每個社區管轄戶籍人口在4000人以上,社區居民結構複雜,社區服務管理難度較大。按照“街巷定界、規模適度、無縫覆蓋、動態調整”的原則,以社區為單位,以200—300戶居民及所轄區域為一個責任網路,將縣城社區劃分成9個格線,成為鎮、社區之下的基本管理單元。在網上對電子地圖同步進行社區格線劃分,組建“數字格線”,將格線內的“人、房、物、事”等各類信息網上全收錄,形成網上網下一致的社區格線。打破舊有體制,組建茅坪場鎮社區管理辦公室,充實完善便民服務中心、綜治維穩信訪中心,組建格線管理中心,在社區對應成立“三個站”,形成以鎮為管理主體、以“三個中心”為服務主體的基層社會服務管理新體制。改變過去城市社區規模過大,管不好、管不到、管不細的狀況,為實現社情全摸清、服務全方位奠定堅實的基礎。
堅持專業培養方向,組建網路員隊伍。根據對參與服務者和被服務者的“雙向要求”,組建有心參與、有能力服務、有需求市場的隊伍,力求讓更多人走進來為民眾服務。堅持高起點、高標準組建格線專業服務隊伍。每個格線配備1名格線員,以選招9名格線員,要求高中以上學歷,35歲以下,每月待遇1000元。在每個格線內設定5名黨員責任崗和若干志願者服務崗位,協助格線員開展工作。把社情民意的收集、矛盾糾紛的調處、安全隱患的排查、特殊人群的幫教、環境衛生的整治、便民措施的落實等社會事務下沉到格線,有格線員隊伍落實。格線員成為格線內社區活動的牽頭人、居民辦事的代理人、政府信息的採集人,居民不出社區就可以享受到便捷、全面的服務,各類問題隱患和信息都可以在第一時間得到採集和處理。
著眼便民利民,拓展格線服務功能。引導建立和培養社區服務組織,全方位開展社區服務。以共青團、婦聯、公會、殘聯為龍頭的樞紐型服務組織,全面覆蓋社區,開展了維權、幫教、文娛等服務。依託社區各自的資源優勢和已有的團隊力量,建立“草根性”的愛好者、特長者、奉獻者隊伍,如矛盾糾紛協調、民間文藝表演、醫療診治服務等各社區特有的專業服務隊,根據大多數居民的意願開展未成年人教育、居家養老、科普宣傳、豐富文化活動等服務。開展應急性服務。通過關注、了解不穩定信息和苗頭性信息,在第一時間掌握社區內的動態,及早介入、宣傳、說服、化解,有效避免矛盾的產生和加劇。開展公共性服務。格線服務隊直接參與社區建設、管理、服務和居民利益相關的工作,對社區公共設施維護、小區停車難等問題進行建言獻策和協力解決,助推社區和諧建設。
四、推進農村社區化,增強農村服務管理能力
劃小服務單元,改革組織設定。改革傳統的鎮村組行政建制模式,撤銷村民小組,按照地域相近、產業趨同、利益共享、規模適度、民眾自願的原則成立農村社區,每個社區有30個左右的農戶組成。社區成立理事會,下設3-5個互助組,設理事長1人,理事2-4人,理事會成員有所在社區農戶海選產生,互助組長一般由社區理事會成員兼任。海選出來的理事會成員和互助組長任期一年,不計報酬,主要由有“雙帶”能力的農村黨員、產業大戶和經營能人擔任。有此建立起“村委會一社區理事會—互助組—基本農戶”新型的農村社區自治組織體系。全縣186個村撤銷村民小組1150個,組建農村社區1511個,理事會成員共4660人,農村社區覆蓋全縣10萬多戶31萬餘人。同時,改革傳統的農村基層黨組織設定模式,在50名以上黨員的村設立黨總支,社區聯合建立黨支部,按照黨員特點、主導產業和社區發展需要成立黨小組,在黨小組內掛牌確立黨員中心戶,建立起村級“黨總支—黨支部—黨小組—黨員中心戶”的功能型黨組織設定模式。從而探索出了村黨組織與村民自治組織雙線建設、四級構架、村域一體的組織服務新模式。
構建服務網路,延伸服務半徑。堅持以方便民眾為原則,依託村委會建立文化科技、治安調解、計畫生育、醫療衛生、證件代辦等服務協會,服務協會網路社區建立理事會、互助組,並對網路的每一層次確立相應的職責和任務,基本做到社區服務“五個不出村”,即小病就診和計生服務不出村、農業技術諮詢不出村、矛盾調解不出村、電信交費不出村、信件郵寄不出村。農村社區理事會在村黨組織、村委會的領導和指導下,組織社區村民充分行使“自我教育、自我管理、自我服務、自我發展”的功能,社區內的一般性事務都可以通過理事會協調解決,同時,每個社區理事長又履行“農村格線員”的職責,負責本社區的信息收集、活動組織、矛盾化解等工作,將社會服務的觸角延伸到每一個農戶。
轉變指導方式,增強服務能力。加強對農村社區工作的指導,注重引導村民參與社會服務管理。在鄉鎮建立由一名黨政領導牽頭、一名聯村幹部、農技和金融企業職工組成的社區工作組聯村,村幹部搭配聯繫社區制度,定期聽取、幫助研究解決社區服務中無法解決的難點問題。改革幹部考核評價方式,出台鎮、村,把幹部的任用和待遇置於社區理事會、黨員、村民代表的評判之下,真正把鎮村兩級幹部融入到農村社區服務之中。同時,建立農村社區保障機制,把原村民小組長的工資、部分鎮級投入合併使用,建立社區服務獎勵基金,實行以獎代補。在社區開展“三級爭創”評選表彰活動,即在村內爭創“十好社區”,在社區內爭創“五好互助組”,在互助組內爭創“五好家庭”,對受表彰的先進給予一定的物質獎勵,激發了村民參與社會服務管理的熱情。許多農村社區村民自覺組織起來調結構、修公路、學技術,幫助村幹部處理日常事務,特別是社區內有了矛盾糾紛,不僅理事會的人及時調解,社區民眾也紛紛出面來“管”,生怕影響社區評比“一票否決”。農村社區化服務管理模式,在一定程度上解決了“基層幹部難當、公益事業難辦、社會治安難管”等社會管理難題,增強了農村服務能力,促進了農村社會和諧穩定。
