做好系統節能降耗工作，需要全體幹部職工高度重視，廣泛參與，形成合力。要不斷加大宣傳教育力度，以思想教育為切入點，緊密結合實際，組織幹部職工認真學習國家關於節能降耗的政策規定和有關檔案精神，教育幹部職工從現在做起，從自身做起，從小事做起，節約一度電、一滴水、一升油、一張紙、一支筆、一分錢，自覺養成勤儉節約、珍惜公物的良好習慣，努力使節約意識深入人心，使節約成為廣大幹部職工的自覺行動。
加強監督，強化責任，建立目標評價考核制度。
1、要高度重視機關節能減排工作，強化責任意識，落實節能責任。把做好機關節能減排工作作為文明單位創建的一項有力措施，建立健全資源能源消耗崗位責任制，將資源能源節約責任逐級分解落實到人。在河南局機關事業單位節能工作領導小組的領導下加強監督檢查工作。指定專人負責節能工作的日常監督檢查，確保各項節能措施落實到位。
2、機關及局屬單位實行節能減排工作目標管理責任制。各部門、各單位主要領導是節能減排工作的第一責任人，分管領導是直接責任人。

為進一步加強機關節能減排工作,認真貫徹上級關於機關節能減排指示精神，完成榆山街道XX年機關節能減排目標，結合榆山街道實際，特制訂本方案。
一、節能目標：
1、到2019年年底，實現節電5%
節水5%，節油5%，節煤5%，單位人均能耗降低5個百分點。
2、實現機關節能制度化、標準化、常態化，完善機關節能相關政策配套，建立機關節能的長效機制。

3、抓好節水工作。加強用水設備的日常維護管理，及時檢查更換老化的供水管路及零件;在用水區域應設定節約用水標識，使鎮機關幹部職工養成良好的節水習慣。控制各個閥門、龍頭的出水流量，杜絕“長流水”，切實減少耗水量。
4、做好辦公用房辦公設備的管理。機關人員辦公設定，按照集約高效、配置最佳化、使用合理、兼顧統籌的原則，辦公用房和辦公設備實行責任到人，強化辦公室設備的使用管理。
5、嚴格會議召開和公務接待管理。根據上級要求，鎮機關提倡少開會、開短會，堅決控制會議的次數、時間和規模，能合併的會議儘量合併進行。要嚴格控制公務接待範圍，嚴禁超標準接待和用公款大吃大喝。
6、 做好辦公耗材的採購、使用管理工作。加強辦公用品的使用和管理。規範辦公用品的採購、配備和領取，積極推行無紙化辦公，實行在微機上修改文稿。強化文印耗材管理工作，提倡雙面用紙，降低紙張消耗，減少重複列印、複印次數，注重稿紙、複印紙的再利用。逐步淘汰高耗能的計算機、印表機等辦公設備，大力提倡修舊利廢，延長文印設備的使用壽命。

3、建立與完善機關節能監督檢查制度。街道辦將制定機關節能相關的檢查制度與考核辦法，將機關節能納入年度考核範圍，並結合日常節能檢查，採取日常成績與年度考核相加的方法，科學合理的把節能工作細化、量化。做到人人都是參與者、人人都是考核者，人人身上有責任、人人身上有任務。
