3. Review of the party members' meeting.要提前3天左右把審議事項和實施方案送交全體黨員，讓黨員帶著議題充分了解村民意願。對黨員提出的意見要認真研究，能採納的採納，不能採納的說明原因，並根據黨員提出的意見對方案進行修改完善。對村“兩委”決定實施的重大事項可根據工作需要，隨時召開黨員大會。黨員參加的人數要占全體黨員的2/3以上方可舉行，會議討論通過或決定的事項須經實到會1/2以上的黨員同意方可向村民代表會議或村民會議提交。審議通過後，要充分發揮黨員聯繫民眾、宣傳民眾、動員民眾的作用，深入農戶做好宣傳解釋工作，為村民代表會議決議做好充分準備。
4. Resolutions of village representative meetings or village meetings.要提前召開預備會，認真討論審議，使村民代表充分了解決策的動機、事項和前景。決策通過後，要做好跟蹤問效，如果只有極少數人反對，要進行有針對性的走訪工作，弄清不同意見的原因，做好解釋說明，確保順利實施；如果勉強通過，則要暫緩實施，待經過宣傳解釋，徵得更多支持後再組織實施。村民代表會議參會的村民代表不得少於2/3，且討論通過或決議的事項須經到會村民代表2/3以上通過方可生效。召開村民會議，應當有本村18周歲以上村民的過半數參加，或者有本村2/3以上的戶的代表參加，所作決定應當經到會人員的過半數通過。
5、決議公告。經村民代表會議或村民會議決議通過的事項必須向全體村民公告，廣泛聽取民眾意見，公告時間不少於7天。公告期間，如果發現決議中存在重大問題，或需進行全面修改的，必須重新召開黨員大會、村民代表會議或村民會議，說明情況，表決撤銷或中止決議，待修改完善後重新進入“四議兩公開”工作法決策程式。
6、實施結果公示。決策實施後，定期向黨員、村民代表、村務監督小組、民主理財小組通報決策的執行進度、帳目、預算等，主動接受監督；認真聽取公示過程中的意見和建議，對於在實施過程中遇到的特殊問題需變更方案的，應及時向黨員大會和村民代表會議通報，變化較大的應再次提交村黨總支按“四議兩公開”工作法程式解決。
三、推行“四議兩公開”工作法的步驟
推行“四議兩公開”工作法原則上分為三個階段：
Propaganda mobilization stage
通過板報、宣傳資料、公開欄等多種形式和黨員幹部培訓班，“培養新農民、建設新農村”培訓月活動及開展遠程教育活動等載體，讓廣大黨員民眾儘快了解掌握“四議兩公開”工作法的內容、重要意義及方法，為推行“四議兩公開”工作法奠定思想基礎。
Organizational implementation phase
結合本村實際情況，制定可操作性強的實施方案。組織召開動員會，對包組幹部、村“兩委”班子成員進行業務培訓。建立健全相關抓落實制度，村“兩委”班子正職要發揮領導執行作用，村級重大事項都要按照這一程式決策。在實施過程中，要及時總結工作中的新方法、新措施，力爭通過在農村全面推行黨領導的村級民主自治機制，為我村社會主義新農村建設提供新動力，為發展農村基層民主提供好平台，為改進基層幹部作風和工作方法提供強有力的抓手，切實增強農村基層黨組織的創造力、凝聚力和戰鬥力。
