圍繞“城市升級引領轉型發展、共建共享幸福順德”的戰略目標,堅持“政府引導、職能部門監管、市場化運作”的原則,採取“階段覆蓋、試點推行”的操作模式,按步驟、有重點地推進本區社會誠信體系建設。依託人民銀行現有的徵信系統,組建區級資信評估營運主體,開發運營本區的企業信用信息系統,完善涵蓋企業關鍵信用信息的可查詢功能,探索建立面向個人的信用信息系統,提升對信用行為協同監管的力度,建立覆蓋全區的信用信息徵集與評價系統。支持本區金融市場參與者間的信用信息對接,推進區域性金融服務平台的有機整合,強化社會建設、公共服務、金融創新的針對性、協同性,為產業轉型升級搭建有效的信用信息支撐平台,為深化社會體制綜合改革提供有效支撐。
Second, the work objectives
短期目標。
力爭在20XX年3月底前,完成順德區企業信用信息系統的搭建工作,並交付相關職能部門使用,投入試運營階段。具體分為四個階段進行:
一是籌備階段。制訂企業信用信息系統建設計畫;出台《順德區社會誠信體系建設工作方案》;
二是開發階段。採取市場化運作模式,組建信用信息系統的開發及營運主體,明確建設模式,編寫需求分析報告,初步搭建企業信用信息系統框架;
三是調試階段。企業信用信息系統開發及編程基本完成,對系統進行交付使用前的安全性、穩定性調試;
四是試運營階段。完成企業信用信息系統的基礎數據導入,在部分職能部門間建立信用信息的聯合徵集和查詢功能的試運作,系統修改完善和投入試運營。
中長期目標。
進一步完善企業信用信息系統的運作,力爭三年內體現企業信用信息管理、誠信提升的成效,完成面向企業的信用信息系統,並在此基礎上初步搭建面向個人的信用信息系統。通過建立和完善企業、個人信用系統,逐步擴大全區社會誠信體系的覆蓋層面,力爭五年內實現全區信用信息系統全覆蓋,建立面向社會的信用信息徵集與評價系統。在此基礎上,利用已經建立起來的信用系統,搭建政府、金融機構、企業以及個人為服務對象的區域性的金融服務平台,爭取成為服務全省企業的省級企業信用信息系統建設試點,最終實現本區企業、個人信用管理水平和政府的公信力提升,提升公共服務效能,最佳化全區信用環境。
