措施落實。為切實保證學習效果和精神的貫徹落實，各支部要根據工作實際，採取積極有效的措施，完善健全機制，做到學習有計畫、有內容、有筆記、有體會、有陣地、有檔案，貫徹落實有行動、有力度、有成效。
督促檢查落實。督促檢查是落實的靈魂，也是我黨長期形成的優良工作作風。各支部要樹立督查觀念，強化督查意識，建立督查制度，落實督查責任，使學習宣傳貫徹工作更加富有成效，使精神的貫徹落實更加順利。
