3. Coordinate and solve problems and promote social harmony. Focusing on the most concerned, most direct and most realistic interests of the people, we will work hard, do practical things, and seek practical results, and actively help solve the difficult problems that the people reflect strongly. Various methods such as opening door visits, joint visits, appointment visits, active visits, and case visits are available to facilitate people's letters and visits and maintain social stability. Through conducting grassroots visits under the leadership, we will solve the hot and difficult problems reflected by the people in a timely and effective manner, further establish and improve the expression mechanism of the people's appeals, smooth the channels for people's appeals, safeguard the rights and interests of the people according to laws and regulations, and promote social harmony and stability. After the event is over, the situation of contradictions will be summarized and the follow-up supervision will be done.
4. Strengthen guidance services and promote people's livelihood and water conservancy. Adhere to the construction of key water conservancy projects as an important carrier of the “four basic grassroots, four solutions and four promotion” activities, focusing on the main time, energy and funds on the project. Actively communicate and strive for project indicators, strengthen technical guidance, organize project implementation, and implement post-construction management to bring into play project benefits. Through all-round assistance and coordination, we will form a "four-four-four-promotion" work situation in water conservancy work and continuously promote the new development of water conservancy work.
5. Close the relationship between the party and the masses and strengthen organizational development. Taking the "people's benefits" as the starting point and the foothold of the grassroots level, go deep into the front line to solicit opinions and understand the situation, find out the gaps in their thinking, work, study and style, and constantly improve their ability to perform their duties and services. Expected and most eager to focus on difficult issues, and effectively enhance the unity of the party and the masses, and close the relationship between the party and the masses.廣泛收集民眾意見和建議，制定相應整改措施，切實加強機關作風建設，不斷提升服務基層、服務民眾、服務發展的能力和水平。
Third, the relevant requirements
1. Strengthen organizational leadership.領導幹部要通過蹲點調研、走訪慰問、入戶與民眾同吃同住同勞動等形式，與民眾談心交心，認真聽取基層幹部民眾的意見和建議，悉心體察民情，準確了解民眾所思所憂所盼。副科級以上領導幹部每人至少要掛鈎幫扶一戶困難民眾或計生困難戶，切實把黨和政府的關懷和溫暖送到民眾家裡。
2、開展經驗交流。局機關各股室要及時報送調研成果及活動情況，局黨委將通過座談交流、印發通報和信息等形式，及時匯總通報各單位開展活動的相關情況，擇優推薦上報好的經驗做法。
3、嚴肅工作紀律。要把“四下基層四解四促”作為“解放思想、力求先行”和創先爭優的一項重要舉措，統籌安排，精心組織。下基層服務期間，做到輕車簡從，不接受宴請，不收受禮品，不違反幹部工作紀律，不影響基層正常工作，不增加基層負擔，樹立親民、務實、清廉的良好形象。
4、認真總結提高。要分類梳理徵集到的意見建議，提出整改措施和方案，並在一定範圍內公開。加強管理與考核，將活動開展情況作為民主評議黨員、各項評選表彰、年終考核的重要內容。將“四下基層四解四促”作為對黨員幹部的基本要求，形成長效機制。
篇五： 四下基層實施方案
為深入學習貫徹黨的十八大精神，落實市委“四下基層”工作部署，現結合我市質監系統工作實際，就全市質監系統推進領導幹部“四下基層”工作制定如下實施方案。
First, the guiding ideology
全市質監系統推進領導幹部“四下基層”工作要按照科學發展觀要求，與深入貫徹黨的十八大精神相結合，與貫徹中央“八項規定”相結合，與實現三明質監事業轉型發展相結合，在圍繞市委、市政府和省質監局黨組中心工作全面履職的過程中深入基層，進一步增強政治意識、大局意識、責任意識，不斷提高政治素質、黨性修養和能力水平，切實實現轉變作風、服務民眾、推動發展，全方位服務開放三明幸福三明工作大局。
Second, the work content
推進信訪接待下基層，聽訴求解矛盾促和諧
1.設立“局情民意懇談日”。規定每個月第二周的周四為“局情民意懇談日”，專門安排一位市局領導進行接訪、約訪活動，主要是與廣大幹部職工談心交流，傾聽質監工作意見建議。
2.開展“聽意見、求評價、解難題”活動。要求全市系統幹部職工在深入轄區企業工作服務的過程中，要主動爭取機會與企業“老總”或“高管層”面對面，重點宣傳解釋檢驗檢測規程及收費、行政執法、生產許可等質監工作政策，對話了解企業需求，“問診”企業最期盼、最渴望的“癥結問題”，徵求外部對質監部門行風政風糾風效能的評價，打造質監服務質量和效率“升級版”，主動化解矛盾，贏得企業的理解和支持。
3.開展“大走訪、大排查”活動。全市系統內部每年至少開展一次全面的大走訪、大排查活動，主動融入社會管理綜合治理工作，並對重大問題由市局領導帶隊進行“帶案下訪、重點約訪、限期回訪”，積極化解內部矛盾糾紛和信訪問題，營造和諧質監。
推進現場辦公下基層，接地氣解難題促落實
4.開展“接地氣”掛鈎聯繫活動。深化市局領導掛鈎聯繫縣級局、局機關科室隊、事業所工作機制，要求市局領導每月至少一次深入基層一線現場辦公，檢查指導，推動工作落實；同時，首次推行市局機關業務科室、事業所掛鈎幫扶縣級局工作制，每個業務科室、事業所掛鈎幫扶一個縣級局，充分發揮各自職能、信息、人員優勢，切實幫助解決基層工作中的實際問題。其中：質量科—永安市局、監督科—大田縣局、食品科—尤溪縣局、特安科—沙縣局、稽查支隊—將樂縣局、計量科—泰寧縣局、標準化科—建寧縣局、質檢所—寧化縣局、計量所—清流縣局、特檢三明分院—明溪縣局。
5.開展特種設備檢驗“一窗式”服務活動。圍繞加強特種設備安全監察與檢驗的配合，協調由省特檢院三明分院向每個縣級局選派1業務骨幹作為該局特種設備安全監察與檢驗工作的聯絡員，為縣級局提供“一窗式”的現場辦公“直通”服務，著力解決安全監察與檢驗工作難題，要求每位聯絡員每兩周要與掛點縣級局分管領導或安全監察員電話聯繫一次，每個月至少要到掛點縣級局走訪一次，每季度要向省特檢院三明分院工作匯報一次，每年要提交一份對掛點縣級局特安工作情況匯報。聯絡員與掛點安排：鄭恩財—清流縣局、明溪縣局，樊繼春—寧化縣局、建寧縣局，汪孝榮—將樂縣局、泰寧縣局，朱賽明—直屬分局，馬方—大田縣局，陳建武—永安市局，張組平—尤溪縣局，曾瀲—沙縣局。
6.開展“一對一”幫扶活動。市局領導和相關業務科、隊、所通過走訪、徵求意見等形式，了解到的基層縣級局需要解決的重點、難點問題，市局將統籌列出工作事項，明確一位責任領導、一個責任單位、一張完成時限表，提供“零距離對接、高質量服務”，確保市、縣工作目標任務落實。
推進調查研究下基層，探思路解瓶頸促轉型
7.明確調研任務在基層。要以福建省人民政府辦公廳《關於印發福建省貫徹實施質量發展綱要20XX年行動計畫的通知》為指導，以品牌、標準化和計量為抓手，緊貼市、縣兩級黨委、政府中心工作，採取上下結合、橫向聯合，綜合運用蹲點調研、現場訪問、專家調查等方法，深入重點項目現場、產業發展一線開展調查研究，為質監工作服務地方經濟社會發展拓寬思路。其中市局領導每年要指導或親自撰寫1篇以上有內容、有分析、有見解的高質量調研報告。
8.確保調研時間在基層。市局領導幹部每年累計下基層指導和調研時間不少於30個工作日，調查研究採取走訪談話、查閱資料、調查實例等方式進行；局機關業務科、隊每年累計下基層一線指導和服務時間不少於60個工作日。同時做好“下基層日記”，記錄基層反映的主要問題及建議、解決措施與辦法、跟蹤落實及回訪情況等。
9.問計調研成效在基層。要結合省、市委和省質監局的工作部署，按照省局兩位主要領導在三明調研時的講話精神，圍繞“轉型發展”主題，分別就質監隊伍建設、質監業務發展、質監作風轉變等舉辦主題徵文、演講比賽、崗位競聘等活動，多角度、多層面問計於全市系統廣大幹部職工，以集思廣益共謀轉型發展。其中：由人教科牽頭舉辦“隊伍建設轉型”的主題徵文、演講比賽、崗位競聘系列活動，辦公室牽頭舉辦“業務工作轉型”的主題徵文活動，監察室牽頭舉辦“幹部作風轉型”的主題徵文活動。
推進宣傳黨的方針政策下基層，轉作風解疑惑促發展
10.開展廉政風險防控“回頭看”。發揮全市質監系統“作風建設年”、“紀律教育月”載體作用，對照此前排查出來的廉政風險防控點，結合省、市質監局“八項規定”實施細則要求和《三明市質量技術監督局工作人員績效考評辦法》，在加大整治庸、懶、散、奢、浮現象的同時，開展全市質監系統廉政風險防控“回頭看”活動，著力解決黨的紀律建設、作風建設和反腐倡廉工作，促進幹部清正、機關清廉、行業清明，為三明質監事業轉型發展提供紀律保證。
11.組織黨課、“道德講堂”系列活動。要抓住深入縣級局、掛包村以及相關企業的有利時機，市局領導帶頭為幹部職工上黨課，宣貫黨的十八大精神，闡述和解讀黨的方針政策和中國特色質檢之路豐富內涵，有針對性地回答基層幹部職工關心的重大理論和現實問題，堅守道路自信、理論自信、制度自信。市局主要領導擬於七一期間上一堂黨課。要切實辦好“道德講堂”，市局機關“道德講堂”要起到示範作用，既要完成省、市文明辦的“規定動作”，又要結合我市質監系統實際，設計一系列“自選動作”，彰顯我市系統“道德講堂”質監特色，形成滿意自信、責任自信。
