Third, the overall idea
通過安全文化建設,形成富有我公司特點的安全文化理念,通過廣泛開展安全文化進車間、進班組、進崗位等各部門,創新安全文化建設模式,樹立安全文化建設典型,使全員的安全知識、安全意識、安全能力、安全素質得到普遍提高,推動本質安全型部門、本質安全型車間、本質安全型班組、本質安全型員工創建。通過學習和借鑑先進的安全管理思想和安全文化理論,結合我公司安全管理實際,經過提煉總結,逐步形成安全文化的價值體系,做到內涵豐富、系統完善、個性鮮明,逐步形成上下同欲、知行合一的安全文化,推動我廠公司健康、和諧發展。
四、主要原則
堅持與上級要求相一致的原則。
堅決貫徹執行國家安監局、省安監局、及上級部門有關安全生產和安全文化建設的方針政策和安排部署,結合我公司的實際情況,建設具有我公司特點的安全文化。
堅持與發展戰略相結合的原則。
安全文化建設要與本公司“更大、更快、更強”的發展要求相適應,與公司安全生產目標相適應,要充分發揮安全文化對安全生產、安全發展的指導、推進作用。
堅持繼承與創新相結合的原則。
要繼承原有的安全文化傳統,結合安全生產的實際情況,借鑑先進的安全文化建設經驗和成果,對本單位現有的安全文化進行挖掘、總結、創新、提煉、提升,打造富有特色的安全文化。
堅持與企業文化相和諧的原則。
安全文化是企業文化的重要組成,要堅持與本公司“安全第一、預防為主、綜合治理”的安全生產方針,為安全文化建設提供了正確的導向,要將安全文化與企業文化相互貫通,構建與企業文化相和諧的安全文化。
堅持依靠員工並服務員工的原則。
安全文化是企業全體員工共同的事,安全文化也是關係全體員工及家屬利益的大事,安全文化建設要依靠全員的參與和支持,要讓全體員工都能分享到安全文化建設的成果。
五、工作目標
總結提鍊形成本公司的安全文化理念,得到廣大員工普遍認同並自覺執行;
全員安全意識和安全技能得到提高,員工安全行為得到規範;
企業安全生產、安全管理基礎更加牢固,與安全相關的制度、規程、標準等得到完善和有效執行;
安全環境和安全氛圍更加最佳化,具有我公司特色的安全文化體系基本形成;
良好的安全生產局面得到保持和鞏固,各項安全生產指標達到先進水平。
六、組織保證
安全生產標準化工作領導小組為安全文化建設領導組
Duties:
統一思想、統一認識,校正觀念、修正偏差,重視安全文化建設。
負責確定安全文化建設工程的實施方案。
創建有利於安全文化工程實施的環境,建立健全獎懲機制、管理機制。
規範環境設施和條件,積極推進標準化建設,強化安全操作意識,努力改善基層職工的生產工作條件和環境,達到規範、安全、標準,減少環境對作業人員的壓抑,從而保證職工上崗及作業精力集中、心情舒暢。
安全科主要負責安全文化建設工作方案的制定、組織、宣傳、培訓、推動、檢查、考核等日常工作。
七、工作內容
挖掘提煉安全文化理念
安全文化的核心內容是安全文化理念,它是企業安全管理工作的行動指南。要充分挖掘廣大員工中關於安全管理的思想、認識、觀念和意識,總結提煉具有本公司特色、特點的、全員認同的安全文化理念、安全標語、警語,及時宣貫與安全文化理念相關的內容,引導全員認同、理解、接受、執行安全文化理念。要大力倡導“以人為本抓安全”的“人本觀”,“一切事故皆可避免”的“預防觀”,“安全源於責任心”的責任觀,“細節決定成敗”的“執行觀”,“安全是最大的節約、事故是最大的浪費”的“價值觀”和“一人安全,全家幸福”的“親情觀”。
總結創新安全文化建設
要創造性地創建安全文化建設,大力倡導安全文化,將安全文化落實到員工日常工作和生活行為中去。
營造濃厚的安全文化氛圍
安全文化建設要涵蓋重點部位、關鍵崗位等,建設具有安全理念、事故案例、安全圖片等內容的安全文化;在重點部位、關鍵崗位設立相應的安全文化理念標語牌、警語牌、親人寄語等。要在有安全危害可能性的生產場所、設備、設施附近,設立體現安全文化理念的安全防護設施、安全標誌等,進行安全文化理念的宣傳。
