根據《四川省農村勞動力轉移培訓陽光工程項目管理實施細則》規定,實行培訓項目招標制度,縣陽光工程辦公室制定陽光工程項目招標辦法,面向被認定的農村勞動力轉移培訓基地,公開、公平、公正地進行項目招標,擇優確定培訓單位,下達培訓任務。全省20個陽光工程項目實施縣通過嚴格招標,共確定培訓單位89個,其中農業系統20個,開設培訓崗位149個,承擔培訓任務78250人;教育系統49個,開設培訓崗位267個,承擔培訓任務60350人;勞動和社會保障系統11個,開設培訓崗位72個,承擔培訓任務12800人;建設系統1個,開設培訓崗位1個,承擔培訓任務1500人;科技系統1個,開設培訓崗位1個,承擔培訓任務200人;其他系統7個,開設培訓崗位16個,承擔培訓任務6900人。
6、教學計畫。培訓單位根據培訓任務、工種、培訓時間等要求,參照國家職業技能標準,制定詳細、規範、操作性強的教學實施計畫,並報縣陽光工程辦公室審核備案。縣陽光工程辦公室匯總各培訓單位教學實施計畫,編制全縣綜合性的教學計畫,培訓單位按綜合性教學計畫實施。
7、培訓經費。農村勞動力轉移培訓陽光工程實行政府財政資金補助與農民個人分擔相結合。中央補助培訓資金1600萬元。省級財政安排培訓資金1500萬元。市、縣根據地方財力情況安排補助資金。各地嚴格按照財政部、農業部制定的《農村勞動力轉移培訓財政補助資金管理辦法》要求,加強資金使用與監督管理。為確保項目順利實施,省、市、縣三級財政安排了專門的陽光工程項目工作經費。
8、考核發證。學員培訓結束後,由承擔任務的培訓單位發放培訓合格證書。凡自願參加職業技能鑑定的學員,培訓單位積極組織開展職業技能鑑定,頒發職業技能等級鑑定證書。
Fourth, specific measures
1、加強領導,建立組織管理機構。為切實加強對農村勞動力轉移培訓陽光工程的組織領導,省級成立由省農業廳、省財政廳、省教育廳、省勞動和社會保障廳、省科技廳、省建設廳等部門參加的省陽光工程指導小組,在省農業廳設立了陽光工程辦公室。各市、州和20個項目實施縣成立以黨委、政府主要領導任組長,農業、財政、教育、勞動和社會保障、科技、建設等部門負責人參加的陽光工程指導小組,設立陽光工程辦公室。各鄉鎮成立相應機構,確定專人具體負責農村勞動力轉移培訓,確保陽光工程項目順利實施。
2、健全制度,確保項目規範實施。根據《四川省農村勞動力轉移培訓陽光工程項目管理實施細則》和《四川省農村勞動力轉移培訓基地認定辦法》規定,加強農村勞動力轉移培訓制度建設,建立健全培訓項目招投標制度、行政領導責任人制度、項目法人責任制度、陽光工程公示制度、培訓券發放制度、培訓台帳和轉移台帳制度、項目季度報告制度、項目資金管理制度、項目實施監管制度和農村勞動力轉移培訓政策扶持制度。創新農村勞動力轉移培訓考核機制,實行陽光工程目標管理責任制,省陽光工程辦公室與20個項目縣人民政府,縣陽光工程辦公室與鄉鎮和培訓單位層層簽訂培訓任務契約書,明確職責,一級向一級負責,逐級落實責任。
3、強化監管,提高培訓轉移實效。切實加強對項目管理機構和項目培訓機構的監管。重點監督項目資金的使用,確保財政扶持資金足額補助到農民個人;重點監督培訓任務的落實,防止弄虛作假;重點監督項目法人,確保責任落實;重點監督項目管理,確保管理制度落實。省和地方各級陽光工程辦公室採取暗訪等方式,加強項目實施監管,對存在嚴重問題的項目縣實行曝光和通報;組織人員不定期抽查,重點檢查項目的培訓質量和轉移效果;實行項目季度報告制度,了解督促培訓進度;通過四川農民工培訓就業信息網公布各地承擔任務的培訓單位、培訓任務、轉移輸出人數和學員轉移輸出地點,由社會廣泛監督。
4、營造聲勢,加大輿論宣傳引導。通過電視、報紙、網路、廣播、板報、專欄、印發宣傳資料、設立諮詢服務台等多種形式,大力宣傳開展農村勞動力轉移培訓工作的重大意義,形成廣泛的社會影響,提高各級黨委、政府對培訓工作的重視,調動農民參加培訓的自覺性和積極性,為陽光工程項目順利實施營造良好氛圍。加大在中央、省和地方媒體上的宣傳力度,廣泛宣傳各地開展農村勞動力轉移培訓好的機制、模式、經驗和做法。及時向全國陽光工程辦公室、中國農村勞動力轉移培訓網、四川農民工培訓就業信息網報送培訓動態和經驗材料。編髮陽光工程培訓簡報,積極指導各地農村勞動力轉移培訓工作。
5、培育品牌,提高輸出組織化程度。有計畫、有步驟地培育一批具有地方特色的勞務品牌,充分發揮品牌在帶動勞務輸出方面的示範效應,重點培育“川妹子”、“川廚”、“川建工”、“川技工”等一批有影響的勞務品牌。各級政府加強勞務輸出工作領導,充分發揮政府在轉移輸出方面的重要作用,鼓勵地方政府搭建勞務輸出平台,實現集團化和有序化輸出,提高勞務輸出組織化程度。確保培訓人員轉移輸出,強化培訓機構在轉移輸出方面的主體職責,充分運用市場機制,加強和職業介紹機構、用工單位、勞動力市場、勞務經紀人的對接,實行培訓就業一體化,做到招生一批、培訓一批、轉移一批、安置一批,促進農村勞動力轉移,做大做強勞務開發產業。

根據四川省農業廳、四川省財政廳《關於做好20XX年農村勞動力轉移培訓陽光工程實施工作的通知》和成都市財政局、成都市農委《關於做好20XX年農村勞動力轉移培訓陽光工程實施工作的通知》檔案精神,為切實做好陽光工程項目實施工作,結合我縣實際,特制定本實施方案。
