5. Implement performance appraisal and evaluation.要發揮未成年人思想道德建設工作測評體系的導向作用，把開展美德陽光學生、美德陽光教師、美德陽光家長、美德陽光學校的評選和宣傳工作，作為全省2019年未成年人思想道德建設工作測評考核的重要內容，要強化未成年人思想道德建設工作的責任追究機制，切實推進未成年人思想道德建設進學校、進社區、進家庭，成為落實中國小學生守則和日常行為規範，推進各級未成年人心理健康指導站建設的有效抓手，促進未成年人思想道德建設工作協調發展。
V. Safeguard measures
明確職責，健全機制。強化制度保障。各級黨委政府要高度重視、加強統一領導，各有關部門要齊抓共管、各負其責，推動美德陽光建設工程的全面展開。強化組織保障。各地要結合建立健全未成年人思想道德建設領導體制和有效的工作機制，建立健全美德陽光建設工程的組織運行機制，切實把美德陽光建設工程的任務落到實處。強化經費保障。各地要按照省文明委的要求，將必要的美德陽光建設工程經費作為未成年人思想道德建設專項經費的重要內容落實到位。
創新載體，擴大影響。著眼於發揮美德陽光工程的導向作用，著眼於滿足未成年人健康成長的需求，拓展工作思路，創新工作載體，實現項目化規劃、工程化推進和效能化考核，提高未成年人思想道德建設工作的質量和水平。主動運用新媒體、新手段，充分發揮現有德育教育陣地的作用，為美德陽光建設工程的順利實施提供良好環境和有利條件。整合各方資源，建立宣傳協調組織和工作機制，把美德陽光建設工程作為20XX年考核評選的重要條件，推動未成年人思想道德建設健康發展。
加強考評，強化責任。根據工程實施方案的要求，明確各單位各部門的責任，建立考核體制和工作推進機制，促進美德陽光建設工程的全面健康協調發展。
落實項目，保障經費。根據建設需要，擬結合落實省委十屆十一次全會決議所確定的全省未成年人思想道德建設工作專項經費，保證項目經費的到位和規範使用。
篇四：陽光工程實施方案
為提高農業科技創新能力和農村勞動力科技文化素質，積極推進現代農業和社會主義新農村建設，達到提高農民的務農技能，促進農業生產發展，增加農民收入的目的，根據按照農業部，《關於組織實施新型農民科技培訓工作的通知》精神，特制定本實施方案。
First, the guiding ideology
按照推進新農村建設的總體要求，圍繞農村經濟發展的中心任務，以培養新農民、服務新農村為己任，改進培訓方式，提升培訓效果，充分發揮市農廣校、農業技術推廣中心農民科技教育培訓主渠道作用，多形式、多層次開展農民科技培訓，為農業和農村經濟發展提供智力支持和人才保證。
Second, the mission objectives
圍繞優勢主導產業，組織科技人員深入生產第一線，對骨幹農民進行集中培訓和面對面、零距離的全程掛戶培訓，通過科技人員直接到戶、良種良法直接到田、技術要領直接到人，培育和造就一批思想觀念新、生產技能好、懂經營、善管理、輻射能力強的骨幹農民，促進新技術、新品種和新成果的推廣套用。在全市12個鄉鎮，選擇基礎條件較好的33個重點行政村，加大培訓力度和培訓規模，每個村培訓專業技術骨幹農民不少於40名，進村技術指導不少15次，全市共培訓和結對掛戶1400名以上骨幹農民，輻射帶動1400名以上一般農民。
Third, the training content
以貼近農民、貼近實際、貼近市場、方便學習、降低成本、靈活高效為原則，圍繞育肥牛、甜粘玉米、綠色水稻、食用菌、五味子栽培、貝母栽培、食用瓜栽培、苗木栽培、大棚蔬菜和地膜花生等12項內容，組織開展實用技術培訓。
Fourth, the main measures
建立組織體系，打牢項目實施基礎
1、建立項目領導小組。成立以分管農業的副市長陳輝擔任組長，市農業、財政、畜牧、水利等相關部門領導為成員的“**市新型農民科技培訓項目”領導小組。領導小組下設辦公室，辦公室設在農業局，具體負責項目建設的宣傳發動、組織協調、監督管理等項工作。各鎮圍繞新型農民培訓工作中心，成立相應的工作班子，分管農業的領導親自抓，農業助理、農業農機服務中心主任具體抓，並明確工作職責，分解目標任務，落實各項工作措施，確保項目順利實施。
2、建立市鎮兩級培訓體系。建立市級講師團。從市級挑選具有中級以上職稱、勤奮敬業、業務精良的同志組成市級講師團，負責對各鎮的師資培訓和骨幹農民為主要對象的重點班培訓。
建立鎮級技術指導組。各鎮從農技人員中選擇具有一定技術水平、推廣實踐經驗的人員組成技術指導團，每鎮4-6人。負責對本鎮農民進行普及性培訓，並進村入戶對骨幹農民、一般農民進行巡迴指導，實行分片負責。
成立教學班，明確班主任。從市級講師團成員中選擇具有較強工作責任心和較高農業技術水平、熟悉農業推廣工作和了解農民需求的農業科技人員擔任教學班班主任。班主任按教學計畫認真組織好培訓，做好教務管理、學員管理等項工作，及時發放培訓教材，做好教學日誌、考勤記錄。同時兼任巡迴技術指導員，在生產關鍵時刻深入田頭巡迴指導。
科學制定實施方案，嚴格按序時進度實施
根據農作物生長周期，結合農時季節、農村生產安排培訓內容，保證培訓內容具有相對連續性和適應性、實用性。承擔項目培訓的農廣校和農業技術推廣中心按照項目實施方案，明確優勢主導產業培訓的時間，內容、次數、地點和教師，使進村培訓指導工作各個環節按進度進行。
創新培訓形式，提高培訓效果
按照一鄉一業、一村一品的產業發展模式，通過深入農村，把急需的農業知識送到農民手中。整個培訓工作採取“五個一”培訓模式，即為骨幹農民發放一張專家諮詢卡、一本培訓記錄薄、一張明白紙、一本技術資料、一份專業技術生產光碟。在培訓方式上要堅持做到“五個結合”，即集中培訓與分散培訓、巡迴指導相結合；室內與田間地頭相結合；請進來與派下去相結合；教師授課與現場示範相結合；傳統方法與現代手段相結合。
1、編印培訓教材。市農廣校、農業技術推廣中心要按照培訓內容編制科普性、實用性和針對性很強的培訓教材，從田間準備，播種期，生長期、成熟期等不同生育階段的管理技術，病蟲草害綜合防治技術，不同栽培方式高產栽培技術，編寫技術手冊、明白紙等培訓資料，發放到人，做到人手一冊。
2、採取多種培訓方式。針對培訓對象的文化水平、接受能力、培訓內容以及地域分布等不同情況。一是多形式開展培訓。在“五個一”培訓模式的基礎上，根據新型農民科技培訓的要求，採取集中辦班、專題講座、進村入戶、發放資料等多種培訓形式，做到集中與分散相結合、現代化教學手段與傳統方法相結合、項目培訓與送科技下鄉活動相結合，在各鎮建立試驗示範基地，作為現場培訓指導農民的試驗田，由單純指導農民變為帶著農民乾的新方式。二是多渠道開展培訓。培訓過程中，除利用確定的技術人員進行培訓指導外，繼續開展農技110諮詢服務幫助農民解疑釋難，利用市電視台《農業科技之窗》欄目，介紹新品種、新技術，及時解決農民在生產過程中遇到的技術難題，以提高培訓效果，擴大培訓的輻射面。
明確責任，加強新型農民科技培訓項目的管理
1、建立各項規章制度。制訂《講師團成員工作守則》、《班主任工作守則》等管理規則。市項目領導小組辦公室負責農民培訓工程工作督導、管理、檢查、考核等工作，協調解決在培訓工作存的問題。
2、設立專職教師和聯繫戶。市農廣校、農業技術推廣中心要在每個村設專職培訓教師1名，充分發揮專兼職教師的作用，讓農民學懂、學會、學透，提高農民教育培訓質量。並在村里建立3-5個聯繫戶，向農民發放技術明白紙和有關資料，組織講座和播放技術光碟，結合農時進行現場培訓和技術指導。
3、規範管理，完善培訓檔案。“新型農民培訓”項目實行聯繫教師負責制，每次進村培訓指導活動都要有詳實的受訓農民登記表、培訓內容、指導老師簽字、培訓現場照片，保留第一手培訓資料，健全檔案，以備檢查驗收。
4、建立信息報告制度。培訓基地、實施鄉鎮和村設專職聯繫人1名，定期上報市新型農民培訓活動進度、及時反饋培訓效果、推薦學用科技示範戶、典型戶。
5、建立講師團成員評價考核制度。通過評價和考核，聽取骨幹農民及一般農民及相關人員的意見和建議，及時發現和解決問題，對培訓項目實施工作得力的先進單位、優秀班主任、優秀教師給予表彰獎勵；對工作開展不力的，將給予通報批評，限期整改，確保20XX--20XX年新型農民科技培訓項目的順利實施。
