五、整治步驟
此次整治工作為期半年，分兩個階段進行，第一階段為迎檢整治階段，第二階段為長效管理階段。
迎檢整治階段
1、宣傳動員
召開全市動員大會，各區、開發區、街辦和有關單位對其轄區範圍內的主次幹道、背街小巷、小區、單位庭院等全域範圍進行自查摸底，制定工作方案。同時，進行廣泛動員和宣傳，使市民積極支持和配合整治工作。
2、全面整治
各責任單位全面啟動7項整治任務，將每項任務採取包點的方式，按照要求逐一整治到位；各督辦單位對整治情況進行督辦，確保按時、保質、高效完成整治任務。
3、檢查驗收
領導小組組織專班對各區、開發區、街辦整治情況進行全面驗收評比，並排名公示。
長效管理階段
完成城市格線化管理工作，各責任單位落實好專人、專班轉入常態化管理；各業主單位切實落實“門前四包，庭院達標”制度。通過制定城市管理獎懲辦法，建立和完善公安保障、物業化管理體系，繼續鞏固整治成果，不斷提高管理效果，使管理工作上台階。
六、相關要求
Strengthen leadership and strengthen responsibilities.各區、開發區、街辦為本轄區整治任務的責任主體，要充分認識此次整治工作的重要性、緊迫性，要把整治工作納入重要議事日程，作為近段時間的頭等工作要務來抓。要制定可行性、操作性、實效性強的工作方案，採取倒排工期的方式落實工作任務，明確主要領導親自抓、分管領導直接抓、責任人員具體抓的責任落實機制，做到“一級抓一級，層層抓落實”。
輿論引導，營造氛圍。各區、開發區、街辦要積極宣傳相關法律、法規及整治工作的意義，報紙、電視、電台、網站等公眾媒體要充分發揮主流輿論的引導作用，大力宣傳造勢，形成家喻戶曉、全社會共同關注、全民積極參與整治工作，投身城市管理的良好氛圍，要將宣傳工作貫穿於此次整治活動的始終，推動整治工作的順利實施。
加大投入，全面整改。各區、開發區、街辦要做到經費保障、人員保障、執法保障，對整治工作要加大經費投入，如，立面翻新、市容疏導場所建設、市政基礎設施建設等，對存在的問題要及時處理，堅決服從工作專班的督辦和指導。
創新試點，長效管理。各區、開發區、街辦要在本轄區內分別選擇一個社區啟動城市格線化管理試點，通過劃分單元格線，確定格線督導員、格線長、綜管員、協管員，建立城市管理數位化平台，規範格線運行流程和格線管理制度，高效率處理格線事件，實現城市管理的精細化、信息化、規範化、長效化。要積極探索“大城管”在我市的模式，建立長效機制，提升城市整體管理水平。
篇五： 城管綜合整治方案
為進一步加強城市管理，迅速提升城市形象和品位，增強城市核心競爭力，推進我市經濟社會發展，創建整潔、優美、文明、有序的城市環境，經支隊研究，決定在城區範圍內開展城市管理綜合整治。現根據省住建廳鄂建文[20XX]94號檔案和市委辦公室、市政府辦公室荊辦明電[20XX]20號通知精神，按照《城市容貌標準》、《中華人民共和國城鄉規劃法》、《湖北省城市市容和環境衛生管理條例》等有關法律法規的規定，制定如下實施方案。

三、整治時間和步驟
整治時間為20XX年6月23日至12月31日，分三個階段進行：
1、宣傳教育階段
通過發放各類通知書和宣傳車宣傳等方式，向廣大市民、沿街經營戶進行廣泛宣傳，通過告知教育，督促自行整改，提高市民對城管工作的理解和支持，積極營造“人民城市人民管，管好城市為人民”的良好城管氛圍。
2、整治實施階段
大隊統一領導、統一組織、統一部署、統一協調，集中人員、集中時間、集中力量進行整治，整治時間為7：30—21：30。
本次整治分八個組，人員組成安排如下：
第一組為機動大隊整治組，負責對中天街、工商街、府前街區域的整治。
第二組為龍泉大隊整治組，負責龍泉大隊區域的整治。
第三組為泉口大隊整治組，負責泉口大隊區域的整治。
第四組為白廟大隊整治組，負責白廟大隊區域的整治。
第五組為開發區大隊整治組，負責開發區大隊區域的整治。
第六組為機動小組，負責空擋時段監管以及協助配合其他各組整治工作。
第七組為規劃查處組，負責對主要區域的違法建設情況進行調查摸底，控制新建違法苗頭，查處已建違法建設。
第八組為整治督察組，負責整治期間檢查工作落實情況，發現問題，及時督促糾正。
3、鞏固提高階段
集中整治後，各大隊要按各自職責加強日常管理，建立巡查機制，落實管理責任，對整治中存在的突出問題要進行認真研究分析，正確處理整治與疏導的關係，鞏固集中整治成果，建立長效管理機制。
