1.對民爆物品生產銷售企業重點排查的內容：
是否超出生產許可的品種、產量進行生產、銷售；
是否違反安全技術規程生產作業，存在逾時、超產、超員、超量的“四超”及違法建設、違法生產、違法經營的“三違法”行為；
產品質量和包裝是否符合法律法規規定及相關標準；
是否超出購買許可的品種、數量銷售民爆物品；
是否向沒有取得民爆物品生產、銷售、購買許可的單位銷售民爆物品；
是否按規定備案和經審批進出口民爆物品；
2.對煙花爆竹生產經營企業重點排查內容
是否持有安監部門核發的《煙花爆竹安全生產許可證》、《煙花爆竹經營許可證》，並按照許可證載明的產品種類生產經營；
產品藥量是否超過GB10631規定的最大允許藥量；
產品銷售包裝和運輸包裝是否符合GB10631規定的要求，並張貼流向登記標籤。是否有包裝標誌不符合要求和未張貼流向登記標籤的產品出廠銷售；
產品藥量、級別、類別標註是否與實際不符，特別是有無將危險等級高的專業燃放產品標註為低危險等級產品；
是否違規將本企業產品標註為其他企業產品冒牌銷售，或購買其他企業產品標註本企業名稱貼牌銷售；
是否將生產的產品信息按要求錄入全國煙花爆竹流向管理信息系統；
是否違規向零售企業及個人銷售產品；
是否違規銷售、購買煙火藥和含藥的煙花爆竹半成品；
是否違規採購、銷售包裝標誌不符合規定和未張貼流向登記標籤的產品。
是否違規經營禮花彈等A級產品；
是否違規銷售非法、超標、偽劣、假冒煙花爆竹。
3.對運輸環節重點排查內容
是否持有《運輸許可證》，駕駛員、押運員是否持證上崗；
危險物品專用運輸車是否符合安全規定要求；
運輸的危險物品品種、數量是否與《運輸許可證》載明的品種、數量相符；
性質相牴觸的危險物品是否分車運輸；
運輸危險物品車輛是否按照公安機關指定的線路停放、行駛；
裝載劇毒化學品容器罐槽的質量是否符合標準。
4.對儲存環節重點排查內容：
危爆物品倉庫值守人員是否符合規定要求，是否持證上崗；
危爆物品倉庫內外部安全距離是否達到規定要求，門窗、屋頂及地面是否符合安全要求；
儲存危爆物品品種、數量是否與核定品種、數量相符，性質相牴觸的爆破器材是否分庫存放；
危爆物品出入庫登記制度是否健全，出入庫車輛、人員和危爆物品收存發放檢查、登記是否完整，致使賬物不符；
危爆物品倉庫防雷設施是否經有關部門檢驗合格；
危爆物品倉庫有無具有聯網報警功能的入侵報警、視頻監控等技術手段的防範系統；
危爆物品倉庫消防設施配備是否落實，通訊設備配備是否完好；
危爆物品倉庫圍牆及鐵絲網的結構和高度是否符合標準；
危爆物品倉庫犬防措施是否落實。
5.對使用環節重點排查內容：
使用單位各種證件是否齊全有效，爆破作業是否屬於合法的生產活動，專職爆破員、安全員是否持證上崗；
爆炸物品領用、發放登記制度是否健全；
