突出工作重點。要在全面開展監督檢查的同時,把資金管理使用和項目建設實施作為監督檢查的重要內容,檢查各項資金撥付和配套是否及時、足額到位,管理使用是否合法合規、公開透明,堅決防止滯留、挪用、擠占、截留資金行為的發生,確保資金使用安全有效。要檢查工程項目規劃立項是否符合中央及省、市的規定,工程建設審批和建設程式是否合法合規,招標投標活動是否依法依規進行,工程質量和領導責任制是否落實等。
Strengthen coordination and cooperation.監督檢查領導小組辦公室要切實履行好具體協調落實的責任,相關部門要積極協助、全力配合,按照總體部署和具體安排,認真做好職責範圍內的工作。各檢查組之間也要互通情況、資源共享,努力做到運轉協調、銜接緊密、相互促進。
嚴肅執紀執法。對檢查中發現的苗頭性、傾向性問題,要責令被檢查單位限期糾正;對發現的違紀違法案件線索,要及時移送紀檢監察機關依紀依法查處,確保監督檢查工作取得實際效果。
營造良好氛圍。要通過、政府網站、政務公開欄等多種形式,及時向社會公布加快轉變經濟發展方式政策落實及監督檢查的有關情況,把公開透明原則貫穿於監督檢查工作全過程,保障民眾的知情權和監督權。要加強對網路輿情的收集、研判和處置,對涉及民眾切身利益的重大事項和民眾關心的熱點問題,及時釋疑解惑、澄清是非,積極回應社會關切,為幹事創業營造良好氛圍。
