6. The grassroots activities under the leading cadres are a long-term and institutionalized work. All districts, counties, and municipal departments and units must attach great importance to it and act proactively. It is necessary to combine the realities, practice and sum up the good practices and good experiences in the activities, and strive to explore the long-term mechanism for establishing the "four solutions and four promotion" activities under the leading cadres.
Second, the activity content
1. Conduct a visit to the forum. It is necessary to go to the village as much as possible, go to the door to understand the situation, solicit opinions, solve problems, capture the first line of information, and master the first-hand information. Focus on understanding the work arrangements of the municipal party committee and the municipal government and the implementation of specific policies and measures of all districts, counties, departments and units, and check whether it conforms to the actual situation at the grassroots level, whether it has been implemented, whether it has achieved the expected results, and what remains during the implementation of the visit. Question, what opinions and suggestions the people have. 2. Participate in production labor. The leading cadres who participated in the investigation of the stagnation point must arrange a certain period of time to enter the rural field, enter the production workshop of the enterprise, enter the grassroots work site, and work with the peasant people, enterprise employees and grassroots cadres to proactively Incorporate into the people, personally feel their hardships and difficulties, understand the practical difficulties they encounter in production and management, and actively help solve them.
3. Experience the people's lives.深入民眾衣食住行等生活的方方面面，做個普通民眾到車站、碼頭去排隊購票、乘坐公共運輸工具，做個普通患者到醫院去問診，做個普通顧客去商場購物，做個普通居民到民眾聚會場所去聊家常，真正把自己的生活融入民眾的生活，從中了解和體驗基層民眾生活狀態、所思所盼和冷暖疾苦。每位領導幹部每個月要開展一次以上各種形式的體驗民眾生活的活動。
4、接待信訪民眾。下基層前，要對點上存在的主要矛盾和問題特別是信訪情況進行了解，做到心中有數，帶著問題、帶著解決問題的誠意下到基層。駐點期間要安排一定時間接待民眾來訪，聽取民眾呼聲，了解民眾訴求，解決民眾問題，化解社會矛盾。對於民眾反映的重點問題親自督辦，組織相關機構和人員具體承辦，確保民眾合理訴求能夠得到及時解決。對於短期內無法解決或按照政策法規不能解決的，也要做好說服解釋，爭取民眾理解。
5、宣講政策形勢。領導幹部要結合工作分工、專業特長，深入基層、社區和民眾中去，採取面對面的現場交流、政策宣講、培訓講座等形式，開展與民眾的互動活動，深入宣傳中央的方針政策和省市委的決策部署，宣傳南京在全省“兩個率先”中帶好頭，爭當“三個第一”的工作部署，積極開展政策解讀、工作指導和為民眾答疑解惑的工作，帶領民眾凝心聚力、共謀發展。
6、幫扶弱勢群體。結合全市開展機關幹部與困難民眾結對幫扶的“牽手行動”，每位領導幹部幫扶一戶以上的困難民眾家庭，及時關心幫扶對象在工作、生活等方面的情況和困難，在精神和物質上給予扶助和支持。
7、維護社會穩定。加大歷史遺留問題的解決力度，指導和幫助基層排查信訪、宗教、安全、治安等方面的突出問題，協助抓好社會矛盾糾紛化解、社會治安綜合治理、基層黨組織建設以及基層精神文明建設，切實把矛盾解決在基層、解決在萌芽狀態，更高層面推進和諧南京、平安南京建設。
8、推動實事落實。圍繞民生收入、生態環境、農村現代化等發展短板和薄弱指標，根據分管工作和部門職能出實招、辦實事、求實效。認真落實市委、市政府制定的惠民實事和為民辦實事工程，領導幹部帶頭組織制定和實施為民眾、為企業辦實事計畫，全力辦好民眾熱盼的住房難、看病難、出行難、就業難、就學難等方面的實事項目，以辦實事工作的推進水平，檢驗領導幹部下基層活動的成果。
9、形成調研成果。圍繞如何做好新形勢下民眾工作、如何提升機關在解決民生問題的執行能力、如何帶動和促進基層發展等重點，開展調研活動，形成調研報告。其中駐點住戶的要單獨形成書面報告，重點匯報民眾所想、所盼，反映熱點問題及解決辦法建議。調研報告要符合南京發展實際、貼合基層工作實際，在體現出理論性、前瞻性的同時，也要具有針對性、實踐性和可操作性。每名領導幹部每年撰寫一篇以上的相關調研報告。
10、完善政策機制。要圍繞“四解四促”活動，根據基層反映的情況，及時修改完善現有的政策措施。根據形勢任務發展，探索出台一批新的政策和制度，增強制度機制的完整性和科學性。根據基層民眾意見，認真組織對現有各項規章制度和地方法規政策進行梳理，清除廢止一批過時的、有礙科學發展的制度檔案，進一步建立健全法規政策體系，促進提高工作效能，推動機關執行力的不斷提升。
三、具體步驟
1、市四套班子領導和市級機關各部門、單位領導班子成員應按照市委市政府兩辦及本檔案要求，提出今年開展領導幹部下基層活動的時間、地點、人員計畫。市委辦公廳、市人大辦公廳、市政府辦公廳、市政協辦公廳和市級機關各部門、單位於7月20日前，將本年度領導幹部下基層活動的計畫安排，報市機關作風建設辦公室。
2、各區縣根據本方案要求，制定本區縣的領導幹部下基層活動實施方案和計畫安排，7月20日前報市機關作風建設辦公室，並組織落實好相關活動。
3、市機關作風建設辦公室匯總活動計畫，做好有關服務工作。
4、7月下旬開始，市四套班子領導和市級機關各部門、單位領導班子成員開展下基層活動。
5、市機關作風建設辦公室和各區縣機關作風建設辦公室及時了解、反映活動進展情況，加強綜合協調，定抓好檢查督辦，推動活動健康開展。
6、各區縣、各部門、各單位每半年向市機關作風建設辦公室作出領導幹部下基層的情況報告，上報相關報表。市機關作風建設辦公室每半年向報市委、市政府和市機關作風和行業作風建設工作領導小組報告全市領導幹部下基層活動情況。

1、市機關作風建設辦公室負責面上工作指導、保障和協調，幫助督促相關部門完善和落實活動方案。各區縣、各部門、各單位作風辦或相應工作機構負責本地區、本機關下基層活動的具體組織協調和檢查督辦工作。
2、市委辦公廳、市人大辦公廳、市政府辦公廳和市政協辦公廳分別負責市委常委、市人大領導、副市長及市政協領導的下基層的時間、地點、人員的組織協調工作及宣傳報導的扎口把關。
3、市委宣傳部負責活動宣傳報導的統籌安排，市機關作風建設辦公室做好有關配合工作。
4、各區縣和市級機關各部門、單位負有向市機關作風建設辦公室報告領導幹部下基層情況之責。市機關作風建設辦公室將以專報、簡報、通報等形式，反映和交流領導幹部下基層活動動態。
5、各級領導幹部要及時詳細地做好下基層調研、駐點、體驗民眾生活的情況小結及發現問題的匯總匯報。各區縣和市級機關各部門、單位要做好領導幹部下基層情況的資料收集、登記、整理工作，完善資料台帳備查。
篇五： 幹部下基層實施方案
為貫徹落實XX年中央1號檔案，切實抓好保持共產黨員先進性教育活動，大力改進幹部作風，促進經濟發展，根據縣委黨員下基層活動的安排，我局特制定黨員幹部下基層活動實施方案。
一、活動時間：XX年3月
二、工作任務：
1、深入宣傳貫徹中央1號檔案精神。局屬x個支部黨員分別下到xx鎮的xxx、xxx、xxx、xxx村，進村入戶，開展政策宣傳，使檔案精神深入人心，同時關心民眾的生產生活問題，幫助制定增收計畫，排查化解各類矛盾，促進農村穩定及和諧社會建設。
2、每個支部要所到村辦一件力所能及的實事。辦實事要根據所到村的實際情況及本支部能力來定，所辦實事要民眾看得見、摸得著。
