5、宣講政策形勢。領導幹部要結合工作分工、專業特長,深入基層、社區和民眾中去,採取面對面的現場交流、政策宣講、培訓講座等形式,開展與民眾的互動活動,深入宣傳中央的方針政策和省市委的決策部署,宣傳南京在全省“兩個率先”中帶好頭,爭當“三個第一”的工作部署,積極開展政策解讀、工作指導和為民眾答疑解惑的工作,帶領民眾凝心聚力、共謀發展。

6、幫扶弱勢群體。結合全市開展機關幹部與困難民眾結對幫扶的“牽手行動”,每位領導幹部幫扶一戶以上的困難民眾家庭,及時關心幫扶對象在工作、生活等方面的情況和困難,在精神和物質上給予扶助和支持。

10、完善政策機制。要圍繞“四解四促”活動,根據基層反映的情況,及時修改完善現有的政策措施。根據形勢任務發展,探索出台一批新的政策和制度,增強制度機制的完整性和科學性。根據基層民眾意見,認真組織對現有各項規章制度和地方法規政策進行梳理,清除廢止一批過時的、有礙科學發展的制度檔案,進一步建立健全法規政策體系,促進提高工作效能,推動機關執行力的不斷提升。

三、具體步驟

1、市四套班子領導和市級機關各部門、單位領導班子成員應按照市委市政府兩辦及本檔案要求,提出今年開展領導幹部下基層活動的時間、地點、人員計畫。市委辦公廳、市人大辦公廳、市政府辦公廳、市政協辦公廳和市級機關各部門、單位於7月20日前,將本年度領導幹部下基層活動的計畫安排,報市機關作風建設辦公室。
