2. 各省級衛生行政部門和中醫藥管理部門要加大督促檢查力度,落實監管責任制和責任追究制。對於不能依法履行監管責任,導致嚴重醫療質量安全事件的,要依法追究責任。
科學設定規劃,強化隊伍建設。
1. 各級衛生行政部門和中醫藥管理部門要根據當地社會經濟和醫療衛生事業發展水平,結合區域衛生規劃和醫療機構設定規劃,科學設定基層醫療機構,完善醫療質量安全標準體系,滿足人民民眾基本醫療服務需求。
2. 各級衛生行政部門和中醫藥管理部門要加強醫療服務監管隊伍建設,充實力量,配齊專業技術和執法工作人員,安排專人負責基層醫療機構監管工作和集中整頓工作。
探索長效機制,強化常態監管。
1. 各級衛生行政部門和中醫藥管理部門要按照標本兼治、綜合治理的原則,指導各地實現常態化、系統化和制度化監管,實現關口前移、重心下沉。要強化與工商、宣傳、公安、藥監等部門的協調配合,建立監管長效機制。
2. 各縣級衛生行政部門和中醫藥管理部門要通過熱線電話、滿意度調查及第三方評價等方式,及時受理和解決人民民眾反映的問題。要依託公立醫療機構和疾控機構,建立基層醫療機構日常巡查制度,對基層醫療機構的巡查每年不得少於2次。
加強教育培訓,營造輿論氛圍。
1. 各級衛生行政部門和中醫藥管理部門要加強醫務人員業務能力培訓和醫德醫風教育。根據實際情況,針對不同對象,制定有針對性的教育培訓方案,落實培訓考核和醫師定期考核工作,逐步完善醫務人員執業檔案。
2. 各級衛生行政部門和中醫藥管理部門要圍繞集中整頓工作主題,營造良好的集中整頓輿論氛圍。利用網路、報刊、廣播、電視等公共媒介,做好人民民眾基層醫療機構衛生宣傳工作。及時報導各地的做法、經驗和典型,樹立和推廣行業標桿。
篇五:道路交通秩序集中整治活動實施方案
根據縣委《關於開展道路交通秩序集中整治活動的實施方案》的要求,為最佳化交通秩序和環境,深入推進平安道托建設,從現在起至11月底,在全鄉範圍內集中開展道路交通秩序集中整治活動。為確保整治活動健康順利有效,特制定本實施方案。

指導思想:以黨的十六大精神和“三個代表”重要思想為指導,以建設平安道托、構建和諧社會為目標,以最佳化道路交通秩序為主要任務,堅持鄉黨委政府統一領導,主管部門具體負責,有關部門密切配合,採取集中治理與長期治理相結合,經濟處罰與說服教育相結合,嚴格執法與文明執法相結合,集中整治道路交通秩序,改善道路行車環境,增強全民交通安全意識,有效遏制交通安全事故,為建設“平安道托”,創造良好的道路交通環境。
整治目標:非法拼改裝車輛、報廢車輛和無牌無證車輛得到徹底消除,超員、超載、超限現象得到有效治理;嚴重交通違法行為得到有效遏制,影響道路交通安全的各類違法犯罪行為和偷逃交通違規行為得到有力打擊;道路交通事故隱患明顯減少,主要道路交通秩序明顯改善,道路交通安全責任制有效落實。通過集中整治,全民交通安全意識明顯增強,全鄉交通秩序規範,交通環境優良,道路安全狀況得到徹底改善。
二、整治重點:
1、無牌無證車輛;2、報廢車、拼改裝車上路;3、農用車、拖拉機違規載人;4、酒後駕駛、疲勞駕駛等違法違規行為;5、超限超載車輛;6、侵害鄉、村公路路產、路權等非法行為。
三、整治階段:
第一階段,宣傳發動、調查摸底;
第二階段,分工負責,集中整治,
第三階段,檢查驗收,總結鞏固,個體措施是:
宣傳發動,營造氛圍。按照“廣泛宣傳,加強配合,統一行動”的整治要求,本著“重點對象有針對性宣傳,重點區域有層次宣傳”的原則,緊緊圍繞建立健康、規範、有序道路交通秩序,不斷創新宣傳形式,營造濃厚的輿論宣傳氛圍,要把宣傳活動貫穿集中整治的全過程,動員各級各部門和廣大幹部民眾積極參與整治工作,確保整治效果。
深入摸排,托清底子。各單位組織力量,按照不漏內部單位,不漏村、不漏戶的要求,進行逐一排查,全面摸清整治的情況,撫清底子,登記造冊,建立檔案,形成系統可靠的基礎資料,為整治工作提供依據。整個摸排工作由鄉黨委統一組織,各職能部門具體負責。調查摸排工作必須嚴格細緻,做到誰摸排誰負責,各單位於5月底前完成摸排工作,並將摸排情況報鄉道路交通秩序整治領導小組辦公室。
分工負責,集中整治。有關部門要按照統一布置,分工負責,制定措施,抓好落實。農機部門要抓好拖拉機違規運營整治,並同公安交警、交通部門抓好分級管理,分工負責,對於在6月30號前未進行全面檢測的農機用車,達不到要求的,一律不準上路。農用車、拖拉機違法載人的,一經發現要立即查扣,該處罰的處罰,對無證駕駛等嚴重違規違章行為要嚴肅查處,對阻礙執行公務及暴力抗法的違法犯罪行為,要依法嚴厲打擊。
綜治辦、司法所、派出所、交管所、農機站等單位抽調精幹力量,組成鄉整治辦公室,制定實施方案,抓好落實,進行共同檢查、聯合執法。
檢查驗收,總結工作。集中整治行動結束後,各單位、各村要向鄉集中整治領導小組寫出驗收申請,進行檢查驗收,對領導不重視、工作不紮實、整治不徹底的進行通報批評,責令限期整頓,並將整改情況納入全年千分制考核。
四、組織領導和工作要求
Strengthen leadership and clarify responsibilities.這次集中整治活動在鄉黨委政府的統一領導下,在鄉道路交通秩序專項整治領導小組的直接指揮下,負責組織實施。
嚴格執法,文明執法。在整個集中整治活動中,所有檢查必須做到主體合法,程式合法,運用法律準確無誤,嚴防公路“三亂”,嚴格執法紀律,規範執法行為,把文明執法貫穿在整個整治活動的全過程。
加強監督,狠抓落實。各部門、各單位要按照整治方案的要求,結合各自實際,制定方案,及時進行督導檢查,及時調度工作開展情況,整治工作結束後要及時匯總,及時上報。
