針對棘手的交通運輸安全管理和計程車管理工作，一開始對策不多，對如何儘快遏制重特大道路運輸事故的發生研究不多，實際情況了解得少，“三個深入”即深入實際、深入基層、深入民眾做得不到位，存在憑主觀、憑經驗辦事情、拍腦袋作決策，在解決民眾關注的重點、熱點、難點問題上缺乏科學的發展理念，辦法不多。
在享樂主義方面：以前一直在學校從教，來局裡擔任領導職務後，沒有突出地享樂主義錯誤，未配車配司機，也未報銷過任何開支，繼續沿用前任領導留下的舊辦公家俱和辦公設備，未安排過公款請客吃飯，與任何人沒有金錢和禮品交往，更沒有向組織提出過有關個人利益方面的任何要求。但過去在學院時，工作也有掂輕怕重怕吃苦的現象，如暑假校園維修期間，怕熱怕髒，喜歡坐在辦公室聽匯報，看進度報表，而不願意到現場實地指揮督促施工。尤其是在新校區剛建成的那個階段，學生有喝開水、用餐、洗澡、照明、交通等各方面都遇到了種種困難，我個人在解決這些問題時，由於單位工作程式複雜，解決問題動作慢，民眾有意見。
在奢靡之風方面：在學校工作期間，經常去各地市交通部門講課或檢查安全，也參加一些公務應酬，有超標準接受招待和公款吃喝現象。艱苦奮鬥，勤儉節約的思想意識樹立不牢固，個人去飯店用餐，去商場購物，有時要面子或者怕麻煩，存在浪費現象。
三、主要原因
針對梳理出來的問題，我進行了認真的原因剖析，主要體現在學習缺乏經常性，思想工作缺乏主動性，開展批評和自我批評出現躲閃性。最往深層次挖掘思想根源，主要存在宗旨意識不夠牢，勤政要求不夠嚴，廉政標準不夠高的傾向。需要在實踐活動中按照工作的要求，堅持實事求是、切實可行的原則，立足運管工作實際，加以整改落實。
存在問題的具體原因
1、宗旨意識不夠牢，勤政要求不夠嚴
第一，有一點放鬆。立黨為公，執政為民，老老實實當人民的公僕，是我們每個黨員幹部基本的意識。在這方面，做得不夠好，在學院工作這些年，也算是一個老資格了，對工作墨守成規，一是別人不太願意進言，自己也不太願意聽別人進言。二是大一點的事不想下決心做，小事又不太想做。根據本人的經歷、經驗和能力，如果下死決心，是能夠辦成一二件事的。但年復一年，事與相違，沒有多大的建樹。
第二，有一點自怨。由於在學院工作時間長了，收入低，進步機會少，時不時會有一些怨言。但作為一個黨員，犧牲個人利益，全心全意為人民服務，隨時為黨奉獻一切是個人的誓言，也是工作的精神。在學校工作近三十年，專業學習上、經濟工作上、政治業績上均無大的進展和成績，隨著時間一天一天的過去嗎，雖服從組織指揮，但總覺得安排不妥當，沒有發揮潛力。有時，自負、自怨、不服氣的心理狀態是有的，宗旨意識，即全心全意為人民服務的觀念、為學校拚命工作的精神有時出現波動，工作沒有以前主動，特別是在分管工作的改革力度上做得不夠。
2、開展思想工作缺乏主動性，開展批評出現躲閃性
不足之一：抓思想工作缺乏主動性。做好做通民眾的思想工作，是我們開展工作的必要保障，長期以來，由於歷史原因，民眾中存在一些不理解不講理的現象，確實給我們的工作帶來了極大的麻煩。在做思想工作的過程中，我遭遇過個別民眾的漫罵、恐嚇和告狀，某些工人以告狀為英雄表現，也有個別人喜歡搞“鬧而優則仕”，直接和領導叫板，將自己的觀點強加於領導之上，要求領導辦理不合政策制度的事，而且不達目的誓不罷休。經過多次挫折後，現在本人平時主動找同志們交流思想，解決問題相對少一些，而被動的處理矛盾相對多一些，主要是隨著年歲的增大，惰性也增大。認為少吃鹹魚少口乾，少捅矛盾少是非，尤其是在單位這個封閉守舊的小社會裡，何必搞得那么緊張。實際上還是民眾觀念不太強，江澤民同志指出：“什麼叫政治，從根本說，政治問題主要是對人民民眾的態度問題，同人民民眾的關係問題。”我應該進一步增強宗旨意識，多關心大家，儘可能多為大家多辦一點實事。
不足之二：開展批評出現躲閃性。“切實開展批評和自我批評，勇於揭露和糾正工作中的缺點、錯誤，堅決同消極腐敗現象作鬥爭。”這既是黨員履行的義務，又是中國共產黨的三大法寶之一。客觀地講，現階段的幹部能做好自我批評的就算不錯了，積極拿起思想鬥爭武器的更是鳳毛麟角，誰都知道，得罪人沒有什麼好處，“官本位”和“小幫派”還是大有市場。不然的話，人人敢於鬥爭，也不會出現這么多貪官。但是，作為真正的共產黨人要敢於，而且善於運用“批評”這個思想鬥爭武器。本人為人陽光友善、平易近人、心直口快、待人不設防，過去也得罪過一點人。如前所述，隨著時間的推移，年紀大了，惰性多了，銳角變圓了，有時故意迴避矛盾，只願意種種責任田，管管份內事，一般說得過去就算了。因此，這幾年，只要沒有明顯的大問題和工作上的重大失誤，我一般保持緘默，能繞的就繞，能躲得就躲。雖然也講幾句，大多是輕描淡寫，躲躲閃閃。嚴格地講，小問題天長日久就會變成大問題，甚至影響工作的開展。
總的來說工作上尚未盡如人意，現在工作沒有很大的改觀，道路運輸安全生產形勢不容樂觀，下一步必須講黨風修養，樹良好作風，才能促道路運輸科學發展。願和廣大職工同志們一起不斷努力工作，開創新的局面。
3、學習缺乏經常性，廉政標準不夠高。
嚴格地說，本人的言行舉止，還沒有達到盡善盡美的境地，特作警示如下：
警示之一：“有關家國書常讀，無意身心事莫為”。作為一個農家子弟的我，從農村到大學，再到教師，再到走上領導崗位，又長期從事教育和研究工作，經常發表講話和演講，如果不讀書那是假的。但是，我作為領導幹部，特別是在思想政治工作方面，系統學習馬列主義、毛澤東思想、鄧小平理論是不夠的。平時，看財經、科研、專業、文藝類書多，看馬列一類書少；寫一般文章多，寫馬列心得少；研究精美語言、句子多，研究馬列哲言、警句少。今後一定要在這方面下功夫。
警示之二：有時吃喝不拘小節。這些年來，我雖然沒有大的過失，但平時參與應酬的機會也不少，儘管本人很不願意喝酒，也經常臉紅脖子粗，這與幹部的形象，有點不太相配。蘇東坡的名句“酒色財氣四堵牆，人人都在裡面藏；誰能跳出圈外頭，不活百歲壽也長。”酒還是少喝一點為好，對黨風、對身體都有利。喝酒成風會嚴重影響黨員幹部的形象，一定要警鐘長鳴，防微杜漸。
存在問題的思想原因
上述在思想、工作、作風上暴露的一些問題和不足之處，雖說不嚴重，有些是一些通“病”，但不能小視，要正視，引起足夠的重視，作為基層黨組織的主要負責人更應該重視。上述的突出問題，除了一些客觀原因，並作了一般的分析外，主要是主觀世界改造不夠，認識不夠，主要有以下幾點：
首先，馬列主義水平不夠高。沒有比較好的與時俱進，運用馬列主義、毛澤東思想、鄧小平理論、“三個代表”重要思想，以及科學發展觀，去認識、去辨別、去理解改革開放，社會主義市場經濟大潮中湧現的新問題、新情況，結合本單位的實際，有的還要及時解決。
第二，黨性意識有點弱化。一是“先鋒隊”的作用有時沒有引起足夠的認識。固步自封，沒有堅持共產黨人的先進性。二是黨員幹部的先鋒模範帶頭作用發揮得不夠充分。只要常抓思想政治工作，才能統一認識，統一思想，統一行動，才能發揮戰鬥堡壘作用。思想政治工作不到位，說明黨性觀念不夠強。
