認真落實“掛村包組連戶”制度。一是副科以上領導幹部每年住村時間不少於20天，結對不少於2戶；其他幹部每年住村時間不少於15天，結對不少於2戶。二是要建立並分發給聯繫民眾《民情聯繫卡》。三是要建立民情登記卡，記錄民眾家庭基本信息、生產生活狀況、反映的事項、需要解決的問題、落實情況以及基層組織和民眾評價。四是幹部直接聯繫民眾，要與民眾同吃、同住、同勞動，開展民情懇談，接待民眾來訪，寫民情日記，撰寫民情報告，收集反映重要民情事項，在此基礎上，每名領導幹部每年要提出1至2條有價值的工作建議，幫助所聯繫的基層單位和民眾解決1至2個實際困難。五是要建立民情台賬，分類梳理困難和問題，定期開展民情分析，按掛鈎聯繫的村組、妥善處理和協調解決民眾反映的問題。
細化聯繫措施，推動工作取得實效
在聯繫和服務民眾工作中，要進一步總結學習實踐科學發展觀和創先爭優活動成果，細化措施、在廣泛動員，精心部署、分類指導，增強聯繫和服務民眾工作的針對性和實效性。重點解決行路難、住房難、就業難、上學難、飲水難、看病難、增收難等民生問題，讓民眾增加對政策的普惠感，提升民眾生活幸福指數。
1. 服務承諾。要結合工作實際，實行公開服務承諾，承諾內容要切合實際、具體可行，履行承諾的情況自覺接受黨組織和民眾的監督。
2. 幫扶民眾。要與困難民眾結成幫扶對子，每年至少為他們辦1至2件實事，既要立足於解決民眾的實際困難，又要幫助他們樹立信心、提高發展能力。
3. 志願活動。全體幹部職工特別是領導幹部要帶頭參加新農村建設、環境保護、希望工程等活動，開展多種形式的便民利民活動，義務參加服務中心工作。
4. 創先爭優。領導幹部要認真落實“掛牌上崗”、“先鋒崗”、“示範視窗”、“責任區”和“辦事公開、服務承諾、首問首辦”等制度，轉變工作作風、拓展服務功能，嚴格依法辦事、提高工作效率。
5. 熱心接待。領導幹部要做好接待民眾工作，對民眾反映的問題，能夠解決的及時解決，受客觀條件限制暫時不能解決的，做好解釋工作，並積極協調有關部門創造條件逐步加以解決。繼續做好領導幹部定期接訪工作，每周固定安排1天的時間，專門接待民眾來訪，聽取民眾意見，及時解決民眾反映的各種困難和問題。
V. Safeguard measures
Strengthen leadership and meticulous organization.管委會成立開展“四群”教育和實行幹部直接聯繫民眾制度工作領導小組，領導小組下設辦公室，切實形成“主要領導親自抓、分管領導具體抓，一級抓一級、層層抓落實”的民眾工作格局。
明確責任，分類指導。結合管委會實際，切實增強開展“四群”教育和實行幹部直接聯繫民眾制度的針對性和實效性。
圍繞中心，強化統籌。開展“四群”教育活動和實行幹部直接聯繫民眾制度，把貫徹落實省第九次黨代會、市第三次黨代會和區三屆一次黨代會精神貫穿始終，緊密結合創先爭優活動和向楊善洲同志學習活動，把轉變工作作風貫穿始終，促進管委會幹部職工深入實際、深入基層、深入民眾，進一步密切黨群幹群關係；把為民眾解決實際問題貫穿始終，堅持上下聯動，正確處理與上級組織和下級組織的關係，不越位、不越權、不添亂；把處理好與推進部門工作的關係貫穿始終，科學謀劃、統籌兼顧，既把幹部直接聯繫民眾工作落到實處，又保證本單位本部門各項工作正常運轉、有序推進，兩不誤、兩促進。
嚴格要求，強化考核。開展“四群”教育、實行幹部直接聯繫民眾制度，必須嚴格工作要求，注重求真務實，加強督查考核。全體幹部職工要輕車簡從，直接到村，不打招呼，不擾民，不層層陪同，堅決防止和克服形式主義；要嚴格自律，不奢侈浪費，住村要自付一伙食費，不增加基層和民眾負擔。要把開展“四群”教育、實行幹部直接聯繫民眾工作納入領導班子和幹部考核內容，採取組織考評與民眾測評相結合的方式進行考評，重點考核深入基層、住村蹲點、直接聯繫和幫助民眾解決實際問題的情況，考評結果作為幹部年終考核的重要依據。
強化宣傳，營造氛圍。要充分運用黑板報、廣播、電視、報紙等媒體和網路，大力宣傳開展“四群”教育、實行幹部直接聯繫民眾制度的重大意義、基本要求、特色做法和工作成效，及時總結、宣傳、推廣管委會的好經驗和好做法。加大宣傳力度，加強正面引導，切加強統籌協調，強化督查考核確保取得實效。
篇五： 四群教育工作實施方案
根據市農業局黨委關於報送《開展民眾觀點民眾路線民眾利益民眾工作教育實行幹部直接聯繫民眾制度進展情況的通知》精神，結合市農科院實際，特制定以下實施方案。
一、 明確“四群教育”和“三深入”活動的目的意義
市農科院於20XX年12月8日認真組織院所黨政工領導班子認真學習省第九次黨代會精神及開展“四群教育”和“三深入”活動，在學習討論中院所領導班子成員一致認為，省第九次黨代會及全省深入實施“兩強一堡”戰略，是全面建設小康社會關鍵時期召開的一次重要會議。省委領導所作《科學發展和諧發展跨越發展，為加快建設面向西南開放重要橋頭堡而奮鬥》的報告，明確提出“深入開展民眾觀點、民眾路線、民眾利益、民眾工作教育“四群教育”,組織黨員幹部實施深入基層、深入民眾、深入實際“三深入”活動，建立幹部直接聯繫民眾制度”，是深入貫徹省第九次黨代會的重要體現，具有現實意義及深遠意義。市農科院要以貫徹落實黨的十七屆六中全會、胡錦濤總書記建黨90周年重要講話及市第十次黨代會精神緊密結合起來，與搶抓橋頭堡建設戰略機遇、創先爭優結合起來，與本職工作結合起來，迅速開展學習貫徹活動。
