The relevant departments and towns of the county government should further increase the publicity of prevention and control of geological disasters, improve the ability of disaster prevention, disaster prevention and disaster avoidance of the whole people, and establish and improve the system of “group detection and prevention” of geological disasters at the county, town, village and community levels. I. Prediction of geological disaster trends in 20XX
Our town is located in the middle section of the Longmenshan tectonic belt. The geology and geomorphology are complex. The Longmenshan pleat belt runs through the town. From the Paleozoic to the Cenozoic and Quaternary strata, most of them are exposed and have magmatic rocks. Due to the influence of human engineering activities and rainfall, in recent years, geological disasters in our town have occurred frequently.

人類工程誘發的地質災害隱患主要是關閉煤礦後,原煤礦採煤巷道附近地帶,重建安置點工程實施地基開挖,道路工程削坡等工程活動,易發生地質災害。
地震活動誘發地質災害預測
根據市地震部門研究結果,5.12汶川8級地震後,龍門山構造帶餘震活動仍處於有起伏的哀減過程中,餘震活動一般將持續3-5年.地震活動對地質災害有著直接影響,地震有加大現有地質災害變形及誘發新的地質災害可能,各村要做好地震誘發地質災害的防治工作.
地質災害類型預測
20XX年全鎮地質災害發生類型以崩塌、滑坡和土石流為主,其次為不穩定斜坡和地面塌陷。地質災害規模以小型為主,其次為中型、大型。
二、主要地質災害隱患點的分布情況及重點防範期
我鎮20XX年共有地質災害隱患點21處。主要分布於我鎮5個村,瓜分其威脅程度級別,主要屬小型和中型。汛期是我鎮地質災害易發期,也是地址災害重點防範期。
我鎮位於龍門山褶皺斷裂帶前山與“四川中台拗”的過渡地帶,褶皺和斷裂較發育,岩石較破碎。人類的採礦工程活動頻繁且歷史遺留問題較多。因此,地質災害發生很頻繁,主要以滑坡和不穩定斜坡為主,每年6—10月雨季屬重點監測和防範期。
三、地質災害威脅的對象及範圍
我鎮地質災害發生範圍為全鎮的6個村,受災害威脅公路及行人5個,農戶28戶,安置點一個31戶114人。
四、地質災害監測點的確定、監測經費、監測人、防災責任人
監測點的選定原則
1、危險性大、穩定性差、成災機率高、災情嚴重;
2、對村莊及重要的居民點人民生命安全構成威脅的;
3、對公路或村民過往村道、通訊、水利、生命線工程等設施構成嚴重威脅的。
切實加強組織領導,層層落實放在責任
1、地質災害關係經濟社會可持續發展,關係到人民生命財產安全。我鎮各村要統一思想,高度重視,增強做好地質災害防治工作的責任意識,進一步落實防災責任,層層落實責任,確保認識到位、責任到位、措施到位。
2、加大地質災害宣傳力度,大力宣傳防治地質災害的目的和地質災害發生的現象等基本常識,增加廣大民眾防災、避災、減災意識,提高防災的積極性和主動性。特別是群測群防內容的宣傳,使民眾掌握正確的躲災方式方法,提高抗災能力和應急搶險的組織能力,減少受災損失。
編制地質災害防治預案、完善應急預案,提高應急搶險能力
各村要健全完善本村內的突發性地質災害應急預案、搶險救援措施,發生險情時啟動應急預案,疏散民眾,開展調查,及時上報。
1、 編制《村汛期地質災害防禦民眾轉移預案》。各村應組織編制《民眾轉移預案》。內容包括:汛期地質災害危險區域範圍和轉移對象;組織機構及職責分工;應急回響;轉移工作地實施,包括應急發布信號、轉移路線及臨時安置場所或者安全地帶;保障措施,包括生活安置及供給、醫療防疫、 治安保衛等。
2、修訂突發地質災害應急預案
各村應結合“5.12”地震後本村防災實際情況,組織修訂原突發地質災害應急預案。
明確責任,建立制度,增強應急反應能力
各村均應建立地質災害防治值班制度、巡查制度,建立主管領導責任制,加強監測。鎮政府對村簽訂防災避災責任書,每個地質災害隱患點要簽定地質災害防治和監測責任書,明確監測單位和責任人;建立和完善“明白卡”制度,隱患點“雙卡”要發放到村、社及受災戶;作好汛期地質災害應急調查準備,建立健全災情速報制, 確保災情及時準確上報。一旦發生重大地質災害,半小時內應報鎮地質災害防治領導小組。

加強汛期巡迴檢查工作,各村應有專人負責,定期檢查,定期上報。
地質災害防治工作地具體措施
1、落實值班制度。在汛期,各村要實行24小時值班;強降雨時,按照防汛抗旱指揮部的部署,各村實行雙人值班。
2、 開展汛前檢查。20XX年4月中、下旬各村應開展完成轄區內地質災害隱患巡查、排查工作。巡查、排查工作可分兩步進行:第一步由各村開展巡查、排查工作, 並對各隱患點提出初步防治方案及治理措施。巡查、排查工作內容為:本村已掌握的地址災害隱患和近期新增地質災害隱患兩類,包括地點、範圍、規模、活動情況、災害類型、受災農戶等。巡查、排查情況應及時上報鎮人民政府。第二步:由鎮人民政府根據各村巡查、排查情況,在汛期到來前對活動強烈、危害性大的隱患點通知所在村實地核查,並進一步落實防治措施,把災害可能帶來的損失降低到最小。
3、開展險情巡查。各村要組織人員加強對地址災害重點地區的巡查,對已劃定的地質災害重點地區要予以公告,設定明顯警示標誌,確定預警信號和撤離路線;根據險情變化及時組織民眾轉移避讓或者採取排險防治措施。情況緊急時,應強行組織避災疏散。
4、地質災害重點地區包括:已出現開裂、變形等地質災害活動跡象、極有可能危害人民民眾生命財產安全的地址災害隱患點和未出現開裂、變形等地址災害活動跡象、在暴雨等作用下容易發生地質災害、需要實施人員轉移的高陡邊坡、山邊河邊、低洼地帶、礦山等危險區域。
5、 建立健全防災減災群測群防網路,做好救災減災工作。在開展地質災害防治工作中,各村要發動民眾,建立健全防災減災群測群防網路。有條件的可採取群專結合方法,聘請專家指導防災、避災工作;沒有條件的也要充分調動受災民眾的積極性和警覺性,採用一些簡要辦法對隱患點進行監測和簡易防治措施。各村要加強地質災害防治知識宣傳普及工作,做到家喻戶曉,以增強民眾防災躲災意識。汛期到來時,根據實際情況,對受地質災害威脅嚴重的農戶,要做好思想工作,儘快落實搬遷,沒有能力搬遷的主要勸其投親靠友,或者由各村安排臨時居住地,進行一地暫住。
6、切實做好受地質災害威脅民眾避險搬遷安置工作。根據省、成都市、彭州市有關地勘單位排查和補充調查成果以及今年省、成都市、彭州市下達給我市受地質災害威脅農戶的防災避險搬遷安置計畫,各村要在農戶自願的基礎上,按照輕重緩急,合力利用資金,加大搬遷力度,及時搬遷安置受威脅民眾。
7、實施地質災害氣象預警預報回響機制。地質災害氣象預警預報由弱到強依次分為一級、二級、三級、四級、五級五個登記。一旦出現三級、四級、五級預警時就要及時發出預警預報,並依照防災責任制的規定,逐級將有關信息迅速通知到地址災害危險點的防災責任人、監測人和區域內受威脅的村民。
當地質災害氣象預警預報為三級時,鎮人民政府應按照《年度防治方案》部署防災工作;村防災責任人應適時組織對隱患點和危險區域的監測和防範。發現險情應立即報告,鎮人民政府,應及時採取防災避險措施。
當地質災害氣象預警預報為四級時,鎮人民政府、村委會防災責任人組織對隱患點和危險區域進行巡查;防災責任人、監測人應加強隱患點和危險區域的監測和防範。鎮人民政府及時啟動《民眾轉移預案》,適時組織民眾轉移避讓。
當地質災害氣象預警預報為五級時,鎮人民政府及時啟動《民眾轉移預案》,立即組織受威脅的民眾轉移,並對其它區域進行巡查和防範,派出應急小分隊或者住村幹部指導防災抗災救災工作。
汛期地質災害轉移對象:易發生地質災害的山坡、邊坡建築物內的民眾;易發生土石流山溝及溝口地帶的民眾;已查明的地址災害隱患點的民眾;其它在汛期易發生地質災害可能造成人員傷亡的地帶的民眾。
各村應對所選定的避險場所和避險路線進行安全性評估,確保避險場所和避險路線萬無一失。
