Accelerate the establishment of energy-saving technical service system
Accelerate the implementation of contract energy management, and focus on supporting specialized energy-saving service companies to provide one-stop services for diagnosis, design, financing, transformation and operation management for enterprises and party and government office buildings, public facilities and schools. Cultivate and promote the development of energy-saving service industry. 120 energy-saving service companies were formed during the year. 六、強化節能減排責任
建立強有力的節能減排領導協調機制
成立由市長任組長、相關副市長任副組長的上海市節能減排工作領導小組,市有關部門主要負責同志為領導小組成員。

加強能源統計和計量等基礎性工作

深化能源資源價格改革,進一步提高能源資源價格,推進燃氣、水、電力價格改革。對冶金等高耗能行業中的落後企業,加大實行差別電價的力度,對列入淘汰類的劣勢行業和企業實行差別化價格。實施累進加價措施,對新增項目超出節能審查核定水平部分,以及既有項目超過能耗定額部分,實行累進加價。運用價格手段,加強電力需求側管理。完善水價改革方案,建立促進節水的價格機制,推行階梯式水價,合理提高各類用水價格。按照補償治理成本的原則,逐步提高排污收費標準。
實施脫硫電廠優先上網和有利於煙氣脫硫的電價政策。適時出台居民生活垃圾收費政策。
加大節能減排投入力度
市、區縣兩級政府在財政預算中安排一定資金,採用補助、獎勵等方式,支持節能減排重點工程、高效節能產品和節能新機制推廣、節能管理能力建設和污染減排監管體系建設等。進一步發揮政府各項節能減排專項資金的作用,重點用於支持節能技術改造、淘汰落後生產能力、建築交通節能、可再生能源開發等。制定能源專項資金管理辦法。進一步加大財政基本建設投資向節能、環保和資源綜合利用項目的傾斜力度。“十一五”期間,全市環保投入保持在相當於同期全市生產總值3%的水平。政府環保投入重點支持主要污染物減排工程和環保監管能力建設。健全水資源使用、保護和其他敏感生態區域保護的支持政策,探索污染排放總量有償使用和排污權交易,研究徵收生態環境補償費的措施。吸引和鼓勵企業、社會增加對節能減排的投入。

鼓勵和引導金融機構加大對循環經濟、環境保護及節能減排技術改造項目的信貸支持,優先為符合條件的節能減排項目、循環經濟項目提供直接融資服務。推動金融、節能、環保、徵信等部門建立環境信息通報制度,將企業節能、環保信息納入企業徵信系統。
八、加強立法和標準建設
進一步加強地方性法規、政府規章和規範性檔案的制定工作
按照法定程式,加快《上海市節約能源條例》、《上海市實施〈中華人民共和國大氣污染防治法〉辦法》、民用建築節能、廢舊家用電器回收處理管理、固定資產投資項目節能評估和審查管理、環保設施運營監督管理、排污許可、畜禽養殖污染防治、城市排水和污水管理等方面規定的修訂及制定。抓緊完成節能監察管理、重點用能單位節能管理、節約用電管理等方面規章和規範性檔案的制定及修訂。開展上海市工業區環境管理辦法、飲用水源保護條例等的立法調研。
完善節能和環保標準
抓緊制定和完善主要耗能產品、大型公共建築能耗限額標準和各類民用建築能耗標準定額。嚴格執行國家已頒布的有關產品能效標準,重點對汽車、空調、冰櫃、風機、水泵等節能潛力大、適用面廣的用能產品,加快實施能效標識制度,加強能效標識監督檢查。對國家尚未制定出台能耗標準的行業和能效標準的產品,由市有關部門加快制定地方性標準。加快制定鋼鐵、石化和化工行業污染物排放等一批地方環境技術規範和標準。
加強節能減排執法監督檢查
強化對重點耗能企業和污染源的日常監督檢查,對違反節能環保法律法規的單位公開曝光,依法查處。對年耗能5萬噸標準煤以上的重點耗能單位,實施遠程監控。對新建項目的審批及項目設計、建設、驗收和運行等環節加強節能監察。以工業區污水治理為重點,加大對超標排放水污染物、嚴重污染水環境違法行為的查處力度;嚴格實施限期治理和試生產期間污染管理的有關規定。積極推進環保執法專項行動,重點組織開展直排河道污染源專項執法檢查,對煙囪冒黑煙進行專項整治,繼續開展清理整頓不法排污企業,保障民眾健康和水源地保護專項執法行動,組織開展醫療廢物專項執法檢查,並繼續曝光典型環境違法行為,公布違法企業名單,有效打擊不法排污企業。建立節能環保執法責任追究制度。
