Raise awareness and strengthen leadership.各社區要從保障社區長治久安、鞏固黨的執政地位的高度，從維護改革發展穩定大局、維護廣大民眾根本利益的高度，充分認識新形勢下開展社會治安重點地區排查整治工作的重要性和緊迫性，增強政治意識、大局意識、責任意識和憂患意識，切實把思想認識統一到中央和自治區黨委的決策部署上來。社區主要領導要把搞好排查整治作為認真履行第一責任的具體抓手，親自動手，深入民眾生活困難和社會管理混亂的地方，掌握真實情況，研究整改措施，要積極協調各有關方面，明確分工，落實責任，推動形成齊抓共管的工作局面；排查整治期間，街道社會治安綜合治理重點地區排查整治工作領導小組暨辦公室將建立聯席會議制度，完善情況通報、信息交流等工作機制，協調解決有關問題。
廣泛宣傳，抓好教育。各社區要加強對輿論宣傳工作的領導和協調，重點宣傳開展排查整治工作的重大意義和有關政策，宣傳排查整治鬥爭的重要戰果和典型經驗，宣傳黨和政府堅持不懈的搞好排查整治工作的堅強決心，倡導見義勇為，增強民眾參與排查整治工作的自覺性和積極性，動員民眾檢舉、揭發和指證犯罪，打一場全社會圍剿犯罪分子、排查整治社會治安重點地區的人民戰爭，營造排查整治的濃厚社會氛圍。
強化督查，落實責任。街道綜治辦和督查室要加強排查整治工作的督導檢查，確保取得實效。情況複雜、經反覆整治問題仍得不到解決、效果仍不明顯的，由街道主要領導和包片區負責同志親自包點督辦。凡派駐工作隊和領導幹部包點督辦的地方，做到局面不改、人員不撤、工作不停。對問題嚴重、民眾反映突出的地方，街道社會治安綜合治理重點地區排查整治工作領導小組暨辦公室將採取掛牌整治等有效措施，加大督導推進力度。對排查整治效果仍不明顯的，由街道綜治委掛牌整治。
各社區要嚴格實行社會治安重點地區排查整治工作責任制，特別是責任查究制。對於治安長期混亂，排查工作不深入、不細緻，不徹底，整治措施不力、效果不好，突出治安問題名義及時解決、治安混亂局面沒有明顯改觀的地方，以及弄虛作假、敷衍塞則的社區，街道社會治安綜合治理重點地區排查整治工作領導小組暨辦公室將給予警示，問題嚴重的由街道綜治委實施一票否決。社區領導要按照黨政領導幹部問責制和失職責任追究制的有關規定，嚴肅追究責任。
Strengthen information reporting.社區要根據此方案，結合實際，迅速貫徹落實並及時報告工作進展情況。各社區要在上報文字材料的同時，還應準確填報相關表格。 3月31日前，各社區應全面匯報排查整治工作情況，填報附屬檔案1、附屬檔案2兩張報表。各社區工作總結請於11月5日前報市排查整治領導小組辦公室。
篇三：社會治安重點地區排查整治工作方案
為進一步推進社會治安綜合治理，深化“平安鎮東”建設，切實維護我村社會治安大局穩定，將社會治安重點排查整治工作作為常規性工作來抓，決定在我村範圍內開展社會治安重點地區排查整治工作。現結合我村工作實際，制定本實施方案。
First, the guiding ideology
我村要堅持以科學發展觀為指導，全面貫徹全縣政法工作會議精神，進一步深化“平安梅渚”建設，全面落實社會治安綜合治理各項措施，確保社會治安大局穩定，為全村經濟社會快速健康發展營造良好的社會治安環境。
二、排查整治重點
重點區域：我村要重點排查具有黑社會性質有組織犯罪或惡勢力犯罪嚴重的區域；城鄉結合部、等流動人口聚居區；刑事案件上升、治安案件高發、“兩搶一盜”等侵財性案件多發的區域；拐賣婦女兒童犯罪案件多發區域；“法輪功”等邪教活動和非法宗教活動突出的區域；治安複雜的村組、村巷；黃賭毒等社會醜惡現象突出的區域；網咖、遊戲廳、歌舞廳、髮廊等高危重點人員經常出入的區域；涉槍涉爆問題突出的區域；危險化學品生產、經營、儲存、運輸領域；無照經營、欺行霸市、強攬工程、非法阻撓施工、制售假冒偽劣商品及黑市交易等問題突出的區域；製販假證、假幣、假髮票、非法傳銷等問題突出的區域；強買強賣、強討強要等問題屢治不絕的區域；工業園區、公路沿線、企業、重點工程建設等周邊治安不好的地區；交通秩序混亂、事故多發的路段；盜割輸電電線、電纜以及通訊設施現象嚴重的區域；學校周邊治安混亂的區域；存在重大消防隱患的區域；其他民眾和新聞媒體反映強烈的區域。
重點行業：廢品收購站點、棋牌室、二手手機、車輛等行業。
重點場所：網咖、遊戲廳、髮廊等娛樂休閒場所；集貿市場、車站、旅遊景點等公共場所；中小旅館、出租房屋等。
重點人群：容易造成社會危害的刑釋解教人員、監外執行人員、吸毒人員、肇事肇禍精神病人、攜帶愛滋病毒的違法犯罪人員、“法輪功”等邪教人員、流動人口中的高危人員和閒散青少年等。
Third, the work steps
深入排查階段。
一是結合實際，制定方案。我村委會要結合實際制定排查整治工作方案。
二是深入動員，充分發動各級各部門和廣大人民民眾積極參與排查整治工作。我村委會要我村個村民組組長、黨小組組長、黨員深入開展大排查活動，了解掌握治安混亂地區和突出治安問題，查找社會治安綜合治理工作中的薄弱環節；要組織召開政法幹警、人大代表、政協委員和社會各界民眾參加的座談會、情況通報會、徵求意見會，廣泛聽取社會各方面的意見和民眾反映。我村委要向社會公布舉報電話、信箱，組織發動民眾檢舉揭發違法犯罪行為，舉報治安混亂地區和突出治安問題。對民眾舉報的我村社會治安重點地區和突出問題，要認真登記梳理。
三是認真分析，深入排查。我村委會要深入分析社會治安形勢，組織機關、團體、企事業單位、廠礦、學校和民眾自治組織，認真排查治安亂點、突出治安問題和安全隱患，真正把治安混亂的區域、部位、場所搞清楚，把影響民眾安全感的突出治安問題搞清楚，把導致治安狀況混亂的原因搞清楚。村包片幹部、民警、維穩綜治辦工作人員，要走村入戶，逐村、逐戶的摸排調查，一片一片檢查指導，一個單位一個單位地督促落實，切實把影響社會治安的突出問題和隱患漏洞摸準查清，不留死角和空白。要加強對重點人群的排查，對“法輪功”等邪教人員、社區矯正人員、吸毒人員、刑釋解教人員和社區閒散青少年、流動人口中的的高危人員等重點人員集中進行排查摸底，逐一落實教育和防範措施，最大限度地預防和減少違法犯罪。
四是及時上報排查結果。排查結束後，我村委會要認真填寫《社會治安重點地區排查整治情況呈報表》，每季度末將《社會治安重點地區排查整治情況呈報表》匯總上報鎮維穩綜治辦。我村委會都要列出社會治安問題突出的重點地區，不得消極應付和隱瞞不報。
Centralized remediation stage.
一是狠抓集中整治。對於排查出的社會治安混亂的重點地區，要全部登記造冊，按照問題的性質和管轄許可權，逐一分析研究，逐一制定整治方案，逐一落實牽頭部門、責任單位和責任人，逐一明確整治目標、措施和期限。要堅持邊排查邊治理和滾動排查、滾動治理，切實做到哪裡治安混亂就重點整治哪裡，哪些治安問題突出就重點整治哪些重點問題。要堅持多管齊下，標本兼治，限期改變面貌、堵塞漏洞、消除隱患。對情況複雜，經反覆整治，問題仍得不到解決、效果仍不明顯的，要查明原因，分清責任，必要時要掛牌督辦，組織強有力的工作組，進駐亂點，蹲點整治。特別是對治安混亂的重點地區和長期沒有解決的突出治安問題，我村委會的主要負責同志和有關部門的主要負責同志要親自動手，包點督辦，做到局面不改、人員不撤、工作不停，確保實現“由亂到治”。
