Comprehensively clean up the dead wood in the whole district, vigorously strengthen the quarantine law enforcement and prevention of Monochamus alternatus, and block the natural and artificial transmission of pine wood nematode disease.
Specific targets: 3-4 months and September-October, a comprehensive survey of pine forests in the region will be carried out to eliminate hidden dangers and ensure that hidden dangers are not missed. Focus on the monitoring points of pine forests around Wenli Village in Shantou Town, and conduct regular investigations to ensure that no new epidemics will occur. In the vicinity of the region, traffic areas, scenic areas, pine products production and use units, construction sites, warehouses, towns, timber distribution centers, mobile communication stations, television transmitters, high-voltage line towers, cable lines, optical cable lines and high-voltage lines, etc. Songlin is an important prevention point, regularly inspecting and monitoring, eliminating hidden dangers, taking preventive measures and avoiding immune situations. V. Prevention and control measures
At present, our district has removed the pine wood nematode disease epidemic point in Shantou Town, and has not found any new epidemic points. It mainly adopts key monitoring to eliminate hidden dangers and preventive measures. The specific measures are as follows:
Carefully test the census. According to the technical rules of the census of the Sen inspection object, the township is used as a unit, and a comprehensive survey is conducted according to the small class of Songlin resources. The dead trees are found, sampling, separation and identification are carried out, and the etiology, distribution range, occurrence area and number of dead trees are identified, and the distribution of the occurrence area is drawn. Figure.
1. Epidemiological survey
In March-April and September-October, all township and village organizations organized a comprehensive investigation of pine forests. 3、檢測方法
主要採用打孔流膠法。在每個固定樣地，選標準木松樹3株，在其胸高部位打一個1厘米左右孔至皮下，2-3天后觀察松脂流量，大量溢出為正常；流出2滴左右為可能感病；流出1滴左右為基本感病，松脂不流出僅在洞內，或在洞內滴狀凝結為感病，同時取樣進一步室內鏡鑒確認。
松墨天牛防治。對預防區和重點監控區實施松墨天牛防治，降低松墨天牛的蟲口密度，嚴防疫情發生。
1、設定誘木誘殺松墨天牛
在重點監控區內及松墨天牛發生林區，根據地形地勢，選擇適當地段，於4月份左右的天牛羽化期，對誘木離地面約50厘米處進行換剝皮，使松樹慢慢枯死，以引誘天牛成蟲飛來產卵，並於秋季對餌木檢測天牛誘集情況，同時及時伐除誘木，並集中燒毀，以減少林間松墨天牛種群密度。
2、松墨天牛羽化初期，在松墨天牛發生林區內噴灑噻蟲啉進行防治，並在林中施放施放腫腿蜂進行生物防治，以有效防治松墨天牛，降低松材線蟲病的自然傳播風險。20XX年訂購白僵菌粉炮20000粒，計畫訂購噻蟲啉微膠囊粉劑0.75噸。
全面清理松枯死木。
在3月前和10月後，即松墨天牛成蟲羽化前，在預防區、重點監控區內清理疑似感病木、衰弱木、受壓木、風折木、旱死木、當年枯死或已經萎蔫的側枝以及各種人為亂砍濫伐的松樹枝、乾及伐樁等，所有伐除的松木及直徑超過1厘米的枝條均須做燒毀處理，並應在松墨天牛成蟲羽化前完成，在操作允許的條件下，伐樁高度不得超過5厘米。
加強檢疫檢查。加強松木檢疫工作，從運輸、加工、使用等環節加強松木管理，嚴防松材線蟲病的人為傳播。森防站加大檢疫執法的力度，加強對流通領域的監管，嚴防松材線蟲病隨人為活動傳播。區城建、交通、民政、科技、廣電、工商、旅遊、電力、通信、郵政等部門要加強與林業部門的協作，在各自職責範圍內做好松木管理等松材線蟲病防控相關工作。
一是嚴禁從松材線蟲病發生區調入松苗、松木及其製品。
二是調運松科植物及其製品必須持有調入地森林植物檢疫機構出具的《檢疫要求書》和調出地森林植物檢疫機構出具的《植物檢疫證書》和除害合格證書。
三是如發現來自疫區“無檢疫證和無熱處理標記”的針葉樹原木、木材及其製品，一律依法扣留封存，及時採取隔離、退回或銷毀措施。
四是森檢單位要加強對木材加工廠，特別是木製包裝材料、木製品加工廠和木材集散地監管，及時查驗《檢疫要求書》和《植物檢疫證書》，按照要求進行全面復檢。
六、年度除治經費概算與管理
除治與監控投資概算
按照莆田市秀嶼區20XX年度松材線蟲病防控工作計畫，秀嶼區松材線蟲病防控投資預算共為66.22萬元，主要由以下部分構成：
1、全區疫情普查經費4.29萬元
疫情全面普查費:1.29萬元
[60643畝+19885畝]×0.08元/畝×2次=1.29萬元。
標本採集費用：300×100元/份=3萬元
2、枯死木採伐處理費28.8萬元。
2019年全區松枯死木按3600株計3600株×80元/株=28.8萬元；
3、伐樁處理和枝椏清理費1.85萬元。
伐樁處理費0.6萬元。
枝椏清理費1.25萬元
4、疫木監管費4萬元
包括採伐山場的管理，運輸過程的管理，疫木的安全管理及作業區的協同管理,林業公安的出警協助管理費。
5、設定誘木費用5萬元
包括餌木藥劑、監管，按500株計算，100元/株，500株×100元/株=5萬元。
6、松墨天牛生物防治費6萬元
在原疫情發生區周邊及枯死木分布區套用白僵菌粉炮、噻蟲啉等生化製劑防治松墨天牛計1500畝，平均防治成本按40元/畝計。
7、巡查監測費2.28萬元
原發生除治區1727畝×0.08元/畝×10次=0.14萬元。
重點監控區14265畝×0.08元/畝×10次=1.14萬元。
監測預防區64536畝×0.08元/畝×2次=1萬元。
8、2019年原發生除治區林分改造費用10萬元
9、設計、督查、驗收費1萬元。
10、會議、總結費1萬元。
11、其它不可預見費2萬元。
經費籌措來源
松材線蟲病除治與監控是一項防災救災工程，必須多渠道多層次籌集資金，才能確保經費的投入，保障除治工作的順利開展。由於我區財政困難，今年區財政擬計畫投入30萬元，爭取省、市補助30萬元。
資金使用管理
設立松材線蟲病除治與監控專戶, 實行專戶管理，加強資金的使用監督，杜絕挪用擠占防治救災資金，確保資金專款專用。
七、工作舉措
加強組織領導，落實目標責任制。成立松材線蟲病預防應急指揮部，區政府分管領導擔任總指揮，組織領導轄區內松材線蟲病預防應急工作，決定有關重大事項。根據職能，各部門職責如下：
林業部門。災情發生後，林業主管部門要迅速核實災情，做好災情的監測、預報，開展調查研究，做好防治前期準備工作;要立即組織專家對災情進行危險性綜合評估，提出是否啟動應急預案的建議；診斷災情，提出劃定疫區、隔離區和保護區，道路檢疫檢查站封鎖意見，並參與組織實施；組織應急救災隊伍，對人員進行培訓；監督、指導對疫區內疫木的伐除、疫木除害處理和疫點周圍媒介昆蟲的防治工作；建立應急物資儲備庫，及時提供救災設備、藥劑、藥械及其它物資的供應；評估災情和處置效果，提出資金使用計畫。
發改、財政部門。負責安排基礎設施建設和應急處置資金，保證防治經費及時、足額到位，監督預防及除治經費的管理和使用。
交通、電信、郵電、電力、移動和聯通部門。負責協助林業部門，對出入境的疫木及包裝箱等可能攜帶災情的材料，嚴格進行查驗；協助檢疫人員對貨物進行檢疫工作，防止災情擴散、蔓延。
公安、森林派出所、工商部門。協助做好疫區封鎖、疫木產品的除害處理和銷毀，禁止疫木非法交易，配合林業部門加強對木材經營、加工單位的監督管理。
農業、水利部門。協助做好轄區內林業有害生物的監測、除治工作。
確保資金投入，嚴格資金管理。各鄉鎮和林業部門要安排一定的松材線蟲病防控資金，確保資金投入。加強對松材線蟲病防控經費使用的管理，建立有效的資金使用管理和監督制度。
加強技術指導，提高科學防治水平。區林業部門要認真做好基層監測和防治人員的技術培訓工作，特別是做好鄉鎮和村級監測員、護林員的培訓。儘快對各種行之有效的防治技術進行組裝配套。
