4. If the drug addicts leave the community drug-detox site without permission, evade or refuse to accept the test, refuse to report the drug abuse situation and other violations, the help group should promptly warn them and record the situation into the actual performance of the drug addict.
5. If there is a serious violation of the community drug addiction agreement or during the detoxification of the community, if the drug is ingested, injected, or has other illegal or criminal activities, the help group will report to the public security organs and the community drug abuse office in a timely manner.
6. The police station conducts regular and irregular inspections of drug addicts as required, and updates the test results to the drug control personnel dynamic control system.
7. The help group will conduct an assessment every quarter based on the results of previous tests and actual performance. 8. During the community detoxification period, if the immediate family members are dying, dead or have other legitimate reasons to temporarily leave the community drug rehabilitation site, the relatives or their units will write a written guarantee, and the community drug rehabilitation team will approve the report and report to the community for drug rehabilitation. 9. 三、工作步驟和措施

加強組織領導，總結推廣經驗。社區戒毒試點工作的成效如何，直接關係到《禁毒法》能否順利實施，區禁毒委員會要高度重視，切實加強組織領導，落實試點工作方案。通過試點，切實建立起一套政府統一領導、禁毒委員會組織、協調、指導、各相關部門履行法定職責、社會力量廣泛參與的社區戒毒工作機制。
篇五：社區戒毒工作方案
為認真貫徹落實《中華人民共和國禁毒法》，根據《溫州市禁毒委關於印發溫州市貫徹實施<禁毒法>若干問題的解答的通知》精神，結合街道實際，特制訂社區戒毒工作實施方案。
First, the guiding ideology
以黨的XX大精神和科學發展觀為指導，以教育挽救吸毒人員為宗旨；以“以人為本、依法管理、科學戒毒、綜合監護、全程康復”為原則；協調各方力量廣泛參與，實現以社區為基礎，家庭為依託，社區戒毒監護，維持療法康復等多種手段及措施幫助吸毒成癮人員戒除毒癮；通過社會宣傳，引導更多的人形成對毒品的正確認識，儘量消除對吸毒人員的歧視，動員更多的社會成員主動參與到禁毒行動中來，營造良好的社會關愛救助氛圍，創造和諧的社會環境。
二、工作對象
1、對戶籍在本轄區的如下吸毒成癮人員，責令其接受社區戒毒：
查獲的吸毒成癮人員。1查獲的是初次吸毒成癮對象並符合社區戒毒條件的作出治安處罰決定執行治安拘留，治安拘留出所後責令社區戒毒。2查獲的是復吸毒人員不符合強制隔離戒毒的，經過治安拘留脫癮後責令社區戒毒。
主動登記的吸毒成癮人員不符合強制隔離戒毒條件的，則責令社區戒毒。
依法不適用強制隔離戒毒的吸毒成癮人員。1懷孕或者正在哺乳自己不滿1周歲嬰兒的婦女吸毒成癮的，不適用強制隔離戒毒，責令接受社區戒毒。2不滿16周歲的未成年人吸毒成癮的，可以不適用強制隔離戒毒，責令接受社區戒毒。
2、對戶籍在本轄區的如下人員納入社區康復：
目前正在實行社會幫教的吸毒人員。
現正在強制戒毒、勞動教養出所吸毒人員。
三、工作步驟和措施
組織宣傳階段
1、組織分工。社區戒毒工作由街道禁毒辦指導協調；各有關單位要根據本部門職責落實具體措施；各村要結合《禁毒法》和本實施方案及轄區實際，圍繞社區戒毒工作制訂出有效的工作實施方案，負責組織具體實施。
2、宣傳動員。要進一步加強對《禁毒法》的宣傳工作，著重宣傳《禁毒法》的立法宗旨、基本原則、目的及社區戒毒的基本方法等，通過多種形式的宣傳教育，讓人民民眾和社會各界關注《禁毒法》，學習《禁毒法》，遵守《禁毒法》，提高《禁毒法》的社會知曉率，普及毒品預防知識，提高社會成員對毒品的自覺抵禦能力，動員、吸收禁毒志願者主動參與到禁毒工作中來。
全面實施階段
各村、有關單位要按照《禁毒法》及有關檔案的規定，全面開展落實社區戒毒工作。
1、工作銜接
社區戒毒。1對初次被查處的吸毒成癮人員或復吸毒人員不符合強制隔離戒毒的。查獲地縣級以上的公安機關做出治安處罰決定的同時，責令其社區戒毒，同時通知吸毒人員戶籍所在地的公安派出所和街道禁毒工作機構。戶籍所在地的社區戒毒工作小組與吸毒人員及其親屬簽訂《社區戒毒協定書》後，正式將其納入社區戒毒工作。2對主動登記的吸毒成癮人員，符合社區戒毒條件的。戶籍所在地的社區戒毒工作小組與吸毒人員及其親屬簽訂《社區戒毒協定書》後，正式將其納入社區戒毒工作。
社區康復。1對目前正在實行社會幫教的吸毒人員。統一由執行社會幫教的街道辦事處，向區公安分局提供幫教記錄證明，並由區公安分局直接作出《責令社區康複決定書》。戶籍所在地的社區戒毒工作小組與吸毒人員及其親屬簽訂《社區康復協定書》後，正式將其納入社區康復工作。2對被解除強制隔離戒毒的治安拘留及勞動教養出所人員。戶籍所在地的社區戒毒工作小組與吸毒人員及其親屬簽訂《社區康復協定書》後，正式將其納入社區康復工作。
2、幫教談心及尿樣檢測
對接受社區戒毒人員的幫教談心及尿樣檢測，3年內不得少於28次；對接受社區康復人員的幫教談心及尿樣檢測，3年內不得少於12次。
3、嚴重違反社區戒毒協定的處理
吸毒成癮人員有下列情形之一的視為嚴重違反社區戒毒協定，由區公安分局作出強制戒毒的決定。
拒不報告戒毒情況，經兩次書面告誡，拒不改正的。
逃避或者拒絕接受尿樣檢測三次以上的。
擅自離開甌海區域三次以上或者擅自離開累計超過30天的。
經責令改正後又嚴重違反社區戒毒協定其他條款規定的。
4、社區戒毒的解除
接受社區戒毒的人員3年期屆滿，符合解除社區戒毒條件的，社區戒毒工作小組對其作出3年社區戒毒總評估，分別由社區戒毒工作小組、街道社區戒毒領導小組簽署意見後，報區公安分局審批。
Fourth, work requirements
深化認識，加強領導。開展社區戒毒工作是當前我國和諧社會建設的一項重要舉措，是《禁毒法》貫徹實施必須破解的一個重要課題，直接關係到街道禁毒工作的成效鞏固和長遠發展。各村、有關單位要充分認識社區戒毒工作的重要意義，以對禁毒工作高度負責的態度深化認識，加強領導，要成立社區戒毒工作小組，紮實抓好這項工作。
