Article 4: Rights and obligations of both parties
1. Party A's rights and obligations:

2. Party B's responsibilities, rights and obligations:

Comply with the responsibility requirements of various management regulations and contracts, and implement comprehensive management of the residential property in accordance with the authorization of Party A, ensure the realization of management objectives, economic indicators, and assume corresponding responsibilities, and consciously accept Party A's inspection and supervision;
According to the needs of the large and medium-sized repairs in the residential area, the maintenance plan shall be formulated. After the Party A has reviewed and approved it, it will receive the necessary maintenance funds from the special fund for public facilities;
Accept Party A's supervision and report on the financial accounts in the course of operation and management, submit a financial statement to Party A and the residential district management department every month, and publish a management fee income and expenditure account to all owners' lists every three months;
The public facilities of residential areas shall not occupy and change their functions of use without authorization. If Party B rebuilds and completes the supporting projects in the residential area, it shall report to Party A and relevant departments for approval before implementation;
Party B shall set up management institutions and personnel in this residential area in accordance with the principle of efficiency and precision;
Establish a property management file for this residential area and be responsible for recording the changes in a timely manner;
Responsible for measuring the charging standard for residential area management service fees and providing Party A with measurement standards and basis, strictly in accordance with the charging standards reviewed and approved by Party A, and may not increase the price without authorization;
Have the right to deal with the main property convention and property management rules and regulations in accordance with the provisions of Party A's entrustment and owners' convention;
Transfer all the exclusive houses and related property, all property management files and related materials to Party A upon the expiration of the management period;
Conduct effective community cultural activities and convenience services;
It has the right to choose a franchise company to undertake the special business of residential property management and pay the fees, but it is not allowed to transfer the overall responsibility and benefits of residential property management to other people or units.
Article 5 Property Management Objectives and Economic Indicators
1. Each management indicator implements the standards stipulated by the property administrative department, and requires the residential area to reach the ___ standard within ___ years after the takeover of Party B.

Article 6 Risk Mortgage

4. If the contract cannot be performed due to the fault of Party B, Party B has no right to request the return of the mortgage and shall compensate Party A for economic losses.
Article 7 Awards and Penalties
1. Under the premise that all management objectives and economic indicators are fully completed, if there is any savings in management fees, Party A shall reward Party B with a balance of _____%.
