First, the job requirements

1. Party A refers to the Ministry of Water Resources or its authorized institution; the competent authority is the Department of International Cooperation and Science and Technology of the Ministry of Water Resources, and the presiding agency is the relevant business department and bureau of the Ministry of Water Resources.
2. Party B refers to the project undertaker or the chief editor unit designated by the standards presiding agency and meeting the national infrastructure pre-payment and financial special requirements.
3. The standard preparation work shall be carried out in accordance with the work procedures and time requirements stipulated in the contract, in accordance with the provisions of the “Administrative Measures on Water Conservancy Standardization Work”. The contents of the work shall be in Appendix II. The technical content of the standard shall comply with the requirements for the preparation of the approved work outline. Submit the approval file that meets the requirements of Party A as the contract mark.
4. The standard publicity training work shall be carried out in accordance with the plan and time requirements stipulated in the contract. The contents of the work shall be in Appendix 2, and Party B shall submit the summary report of the publicity training work meeting the requirements of Party A as the contract target.
5. The standard thematic project shall be implemented in accordance with the work content and time requirements stipulated in the contract. The contents of the work shall be in Appendix 2, and Party B shall submit the results of the special project that meets the requirements of Party A as the contract mark.
6. Party B shall submit the standard preparation work outline, the draft for comments, the draft for review and the draft for approval to Party A according to the time specified in the contract, and announce it to the public through the media such as the Water Resources Science and Technology Information Network.
7. During the execution of the contract, Party B shall report to Party A in writing on the implementation of the previous year's plan and the next year's work plan before April 30 of each year.
8. All parties to the contract shall strengthen the management of project funds. Party B shall strictly abide by the management measures for the investment plan for the previous work of water conservancy, the requirements for the use of funds and the relevant provisions of the national financial and economic system, and shall be earmarked for special purposes.
9. Other requirements.

Second, the obligations and rights of the parties to the contract

1. After the contract takes effect, Party A shall direct Party B to pay the subsidy according to the contract.
2. Party B shall provide project results to Party A in accordance with the contract.
3. When the progress of the standard preparation is delayed for more than one year, if the presiding agency has no justifiable reasons, the competent authority may take measures such as replacing the presiding agency.
4. When the project involves confidentiality issues, the parties to the contract shall perform their confidentiality obligations and assume corresponding responsibilities in accordance with relevant state regulations.
5. Force majeure occurs, making the performance of this contract unnecessary or impossible. With the consent of both parties, this contract can be terminated.
6. When the contract is terminated, Party B shall return the remaining funds in time.

Third, the way to resolve contract disputes

The dispute arising from the execution of this contract shall be settled by negotiation between the parties to the contract. The negotiation was not successful and the parties to the contract agreed to be arbitrated by the Beijing Arbitration Commission.

Five, other

1. This contract shall become effective after it has been signed and sealed by the parties to the contract.
2. Matters not covered in this contract shall be settled by negotiation between the parties to the contract.
