深入開展“平安家庭”建立活動，是廣大人民民眾的迫切願望。當前，倡導美德、崇尚文明、追求和諧已成為家庭建設的主流。但也有少數家庭出現了價值觀念扭曲、道德行為失範、子女教育有誤、老人贍養不周、婚姻穩定下降、鄰裏關系不睦等問題，民眾對建設平安和諧家庭的願望和要求更加迫切。婦女在家庭中有著特殊地位和作用，開展“平安家庭”建立活動，充分發揮婦女在家庭建設中的特殊作用，有利於增強家庭成員的安全防範、懂法守法、文明和諧意識，使家庭更加安全健康、幸福美滿。
二、強化措施，全面落實“平安家庭”建立活動的各項任務
要立足家庭，著眼大局，從民眾最關心、最直接、最現實的利益問題入手，突出重點，強化措施，確保“平安家庭”建立活動更深入、更扎實、更有效。
強化宣傳教育，營造濃厚氛圍。要把開展“平安家庭”建立活動與實施“五五”普法規劃結合起來，面向基層，面向家庭，廣泛開展法製宣傳教育，強化民眾安全防範、學法用法、健康文明、和睦相處、男女平等、依法維權“六個意識”，提高家庭成員特別是婦女的法律貭素，引導她們依法合理有序地表達利益需求，維護自身權益，力爭使每個家庭做到“六防”，即防拐騙、防盜竊、防搶劫、防糾紛、防安全生產事故、防犯罪，實現無暴力、無賭博、無xx、無傳銷、無非法上訪、無違犯交通規則行為等“六無”目標。要加強思想道德教育，深入開展社會主義榮辱觀教育，把社會主義核心價值體系貫穿於宣傳教育工作全過程，引導家庭成員自覺遵守社會公德、職業道德、家庭美德，做到尊老愛幼、男女平等、夫妻和睦、勤儉持家、鄰裏團結，以良好的家風、民風促進社會風氣好轉。要加大“平安家庭”建立活動宣傳力度，通過現場會、觀摩會、平安宣傳一條街、自編自演文藝節目，加強新聞宣傳等多種形式，擴大宣傳規模，營造輿論聲勢，擴大活動覆蓋面和影響力，引導更多的婦女參與建立活動，形成全社會關心、支持、參與建立“平安家庭”的濃厚氛圍。
抓住突出問題，集中力量突破。要抓住影響當前平安和諧的突出問題，集中力量加以解決。一要在預防和化解各種社會矛盾上下功夫。從家庭和社區入手，不斷提高民眾對重大事故和違法犯罪行為的防範意識，消除火災、交通、食品葯品安全等各類事故隱患。要整合社會資源，健全矛盾糾紛排查調處網路和工作機製，充分發揮家庭在預防和化解矛盾糾紛特別是經常性家庭糾紛中的作用，構築起維護穩定的第一道防線。二要在維護民眾生命財產安全上下功夫。堅持以人為本，充分考慮民眾特別是弱勢群體的根本利益，註重從源頭上預防和減少影響家庭平安的因素。要積極協助有關職能部門，嚴厲打擊暴力犯罪、拐賣人口犯罪和搶劫、搶奪、盜竊等多發性犯罪，切實增強人民民眾的安全感。三要在預防未成年人違法犯罪上下功夫。加大未成年人思想道德建設力度，圍繞影響青少年健康成長的突出問題，有重點地搞好對服刑在教人員的子女、有不良行為的閒散青少年、流浪兒童、進城務工人員子女和農村留守兒童等特殊群體的教育管理，深化“雙合格”、“優秀婦女維權崗”、“零家庭暴力村莊”等建立活動，加強志願者隊伍建設，形成幫教網路，把預防未成年人犯罪的各項措施落到實處。
做好民眾工作，吸引民眾參與。婦聯是黨和政府聯系婦女民眾的橋梁和紐帶。各級婦聯組織要堅持民眾路線，認真研究和把握新情勢下婦女民眾工作的特點和規律，善於運用說服教育、示範引導和提供服務等方法，提高組織、宣傳、教育、服務民眾的本領，把婦女民眾工作做深、做細、做實，增強婦女組織的凝聚力。要以解決民眾最關心、最直接、最現實的利益問題為重點，盡心盡力解決民眾生產生活中的實際困難和問題。尤其是就業再就業、社會保障、上學就醫、養老、土地承包、土地徵用、房屋拆遷、環境污染、企業改製、食品葯品安全、涉法涉訴和建設領域拖欠工程款、農民工工資等問題。要大力開展面向弱勢群體和困難家庭的救助活動，使他們共享經濟社會發展成果，從根本上最佳化家庭環境，促進家庭平安。
強化基層組織，夯實建立根基。堅持重心下移，把抓基層、打基礎作為建立活動的根本措施來抓，夯實基層基礎。大力加強基層黨組織建設，充分發揮基層黨組織推動發展、促進和諧、凝聚人心的作用。強化村居自治組織建設，組織村居民委員會積極協助黨委、政府做好公共服務、社會管理、維護穩定工作。加強鎮街婦聯、村居婦代會建設，切實發揮在“平安家庭”建設中的特殊作用，積極為廣大婦女提供服務、反映需求、規範行為，促進和諧。切實加強鎮街綜治辦、信訪辦、法庭、派出所、司法所等基層維穩機構建設，發揮好在基層平安建設中的骨幹作用。堅持警力下沉，在力量配置、工作措施、經費保障上向社區、村莊傾斜，力爭把矛盾和問題解決在基層，消除在萌芽狀態。
三、加強領導，確保“平安家庭”建立活動取得實效
開展“平安家庭”建立活動，關鍵在領導，根本在落實。各級要高度重視，精心組織，狠抓落實，建立長效機製，確保建立活動取得實效。
一要擺上位置。各級各部門要自覺把“平安家庭”建立活動納入本單位平安建設整體規劃，與平安建設工作同部署、同落實、同考核、同表彰。黨政主要領導和分管負責同志對建立活動要親自部署，經常聽取工作匯報，及時研究解決工作中遇到的實際困難和問題。要“捨得花錢搞建立”，“捨得拿人保平安”，從人力、物力、財力上給予支持，確保建立活動健康發展。
二要抓好典型。目前，“平安家庭”建立活動發展還不夠平衡。要加強分類指導，堅持以點帶面，特別要加大對先進典型的發現、培養和宣傳力度，及時總結推廣他們的好經驗、好做法，帶動面上建立活動的開展，提高活動整體水準。
三要嚴格考核。市婦聯、市綜治辦要根據平安高密建設的整體要求，建立健全“平安家庭”建立考核辦法，加大考核力度，促進活動深化。要抓好評比表彰，對活動中涌現出來的先進單位和“平安家庭”標兵，大張旗鼓地進行宣傳表彰，使建立活動學有榜樣，趕有目標。
四要齊抓共管。“平安家庭”建立活動是一項系統工程，需要各級各部門和全社會共同參與。要健全完善建立工作的長效機製，形成黨委、政府統一領導，綜治辦組織協調，婦聯組織牽頭，有關部門共同參與的工作格局。綜治部門要把活動納入平安建設內容，發揮好協調督查作用，確保活動穩步推進。婦聯組織要切實履行好牽頭職責，加強對建立工作的組織指導。公檢法司等部門要結合各自職能，積極予以配合支持，為建立活動保駕護航。新聞宣傳部門要採取多種形式，加強對建立活動的宣傳，努力提供良好的輿論支持。其他部門也要密切配合，通力協作，共同推動“平安家庭”建立活動扎實有效開展。
同志們，開展“平安家庭”建立活動，關繫到社會穩定，關繫到民眾安居樂業，責任重大，意義深遠。讓我們在市委、市政府的堅強領導下，開拓進取，扎實工作，不斷把“平安家庭”建立活動引向深入，為建設富強和諧高密做出新的更大貢獻！

尊敬的老師們，親愛的同學們，大家好！
今天，我演講的題目是《平安建設進校園》。
我知道，同學們大多會吟唱《祝你平安》、《好人一生平安》等祈禱順利、祈禱平安的歌曲；我相信，同學們都曾用“平安、健康、幸福、順利”等吉祥詞語對父母、親戚、同學、朋友表達過良好的祝願。是的，安全重於泰山，它歷來都是個人、家庭、集體、社會最基本的生命線，更是維系個人生活和集體穩定的最重要的保障線。 當前，學生中相繼出現了不少因思想、心理、行為上的偏差而引發的傷亡事件，暴露出了當前學生在思想上、心理上和行為上具有普遍的安全隱患。一個個觸目驚心、血淚交織的悲劇不能不叫人扼腕嘆息、心有餘悸，也更對我們敲響了安全的警鍾。
“生命”，一個多麽鮮活的詞語；“平安”，一個多麽古老的話題；“幸福”一個多麽美妙的境界。同學們：一人平安，全家幸福；生命至上，平安為天；平安構築了我們美好的家園，成為連線親朋好友的紐帶。在平安的問題上，來不得半點麻痹和僥幸，我們必須要防範在先、警惕在前，必須要警于思，合於規、慎於行；必須要樹立高度的安全意識，人人講安全，時時講安全，事事講安全；必須要築起思想、行為和生命的安全長城。
