County Statistics Bureau 2005 special law enforcement self-examination report

I. Establishment and improvement of the administrative law enforcement responsibility system
1. The Xintong County [2005] No. 4 document issued the "Implementation Plan for the Administrative Law Enforcement Responsibility System of the Xinping County Bureau of Statistics", requiring the overall department, room and team to combine this work function and conscientiously implement it.
2. Established the “Responsibility System for the Chief Executive of the Bureau of Statistics” to clarify the administrative law enforcement responsibilities of the Director, the Director in charge and the person responsible for the regulations.
3. Due to personnel changes, the re-adjustment and enrichment of the “Four-Five” Law Leadership Group of the Xinping County Bureau of Statistics.
4. Established the “Statistical System Work System of the Bureau of Statistics” and the “Regulations and Responsibilities of the Statistics Bureau”.
Second, the implementation of statistical laws and regulations
1. Take various forms and actively carry out publicity and education on statistical and legal systems, and promote statistical laws and regulations to be well known.
Through different forms, the bureau organizes regular statistical laws and regulations to publicize and educate. 3. Increase the intensity of statistical law enforcement inspections to ensure the implementation of statistical laws and regulations.

3. Problems and causes in the implementation of statistical laws and regulations
1. The number of official disturbances and official numbers is increasing, and the difficulties in statistical enforcement are aggravated.
At present, due to the diversification of interests and the assessment of goals, the phenomenon of human interference statistics is more prominent. Although leading cadres at all levels are resentful of statistical falsification, many people are helpless and convergent, such as agricultural production. The industrial growth rate, GDP, per capita income and other statistical indicators have formed a certain degree of false reporting and exaggerated winds, forming a false report in the statistical indicators such as profits and taxes, rural birth population. Since most of these ethos are from leading interference, it brings certain difficulties to statistical law enforcement. It is difficult for the statistical department at the same level to exclude interference and grievances from party and government leaders at the same level, and smoothly carry out statistical law enforcement inspections.
2. The statistical foundation is weak, and the law enforcement has a long way to go.
With the deepening of the economic system reform, the statistical survey objects have changed greatly. Under the influence of this, the part-time statisticians are undocumented. The main reasons for the analysis and the existence of the above problems are as follows: First, some units and government leaders have weak academic and legal concepts, ignoring the legal responsibilities of statistical laws and regulations; second, they are driven by the interest mechanism to count the number of private interests and count the profits. The atmosphere still exists; the third is that statistical reform lags behind economic system reform, and the weak infrastructure is prominent.
Fourth, further improve the concept of statistical law enforcement work
In view of the contradictions and difficulties faced by statistical law enforcement, we analyze the reasons. We believe that it is necessary to gradually solve the problem by further doing a good job in statistical law enforcement.
First of all, we should vigorously publicize statistical laws and regulations, expand the influence and atmosphere of statistical laws, and especially eliminate the dead face of publicity, and truly strengthen the statistical and legal awareness of the leaders and statistical staff who manage statistics, manage statistics according to law, and conduct statistics according to law. Reduce and avoid human interference with statistics and human involvement in violations. The "five-five" law should be used to further improve the statistical law propaganda and education work.
Second, we should also step up law enforcement inspections, severely investigate and deal with statistical violations, and expand the deterrent effect of statistical laws.
Third, it is necessary to revise local statistical regulations and do a good job of supporting regulations in accordance with the requirements of the Punishment Law.
Fourth, with the establishment and implementation of the administrative law enforcement responsibility system as the core, with the focus on strengthening the team of statistical inspectors and standardizing statistical enforcement, we should do a good job in the construction of statistical law enforcement.
