The self-inspection is now reported as follows:
1. Unify thinking and raise awareness
After the city hospital deployed the law enforcement inspection, the hospital immediately convened the party group meeting, the middle-level cadre meeting, and the hospital police meeting. They carefully studied the spirit of the instructions of the higher authorities, unified the thoughts, and improved their understanding. It is unanimously held that this law enforcement inspection is an important stage of centralized education and rectification. Self-examination is an important part of it. It is to identify and correct problems and deficiencies in its law enforcement activities in a timely manner, sum up lessons and lessons, promote fair justice, strict law enforcement, and promote the future. The law enforcement work is of great significance. We must pay great attention to the idea of ​​unifying our thoughts to the provincial and municipal courts. At the same time, according to the objective reality of our hospital's efforts to create a national model procuratorate, we must adhere to the high starting point and high standards, and regard the five key issues identified by the city hospital as the lowest line, and meet the requirements of the "three represents". Let the people feel amiable and trustworthy, let the criminals feel sorrowful and fearful as the ruler for our self-examination.
Second, strengthen leadership and meticulous organization
The self-inspection of the law enforcement, the party group of the hospital attached great importance. The Law Enforcement Inspection Office, with the Deputy Prosecutor General XX as the director, the Deputy Procurator-General XXX, and the Discipline Inspection Team Leader XXX as the deputy director, was established, and the research office was designated to be responsible for the key coordination of the supervision department; The schedule has established the guiding ideology, scope, method steps and specific requirements for law enforcement inspection; convened the mobilization meeting of the law enforcement inspection, the meeting of the law enforcement inspection office and the law enforcement inspection work coordination meeting, and the law enforcement inspection work All steps have been carefully arranged, implemented, supervised and inspected. The responsible persons of the relevant business departments also acted as the first responsible person for the self-examination of the undergraduate department in accordance with the requirements of the hospital and the actual work of the department, and acted actively and conscientiously.
Third, seize the key, seriously self-examination
Starting from July 16th, our hospital carefully compared the central government's "two lines of revenue and expenditure" regulations, the "four bans" of the Central Political and Legal Committee, the "Nine Cards Dead Rules", the "Six Rules" and the Provincial Institutes Six rules are absolutely not allowed, and actively focus on the scope of the city park, strictly follow the "four clear" requirements, and adopt the method of self-inspection of case-handling police officers, cross-inspection of department interiors, and law enforcement inspection offices. Conducted a comprehensive, thorough and serious self-examination of law enforcement. A total of 931 cases were investigated and 40 key cases were written. On the basis of self-examination, we also adopted the establishment of a report letter box, the publication of a report phone, the issuance of a letter of request, the convening of a symposium, a visit to the door, especially to the case of the case to return the case, and the use of our hospital has been online. Advantages, adopting the novel form of online reporting, carry out the opening and rectification, and consciously accept the supervision of the people. At present, this work is underway. Two symposiums have been held, 101 letters have been sent, 75 have been recovered, 16 people have been visited, and 10 cases have been returned. Through self-examination and opening and rectification, our overall evaluation of self-examination of law enforcement in our hospital is: the number of cases is relatively large, the quality of cases is relatively good, the efficiency of handling cases is relatively high, and the level of handling cases is much better than that of previous years. Five key issues. However, the standards required by the "three represents" thinking have left the people's people feels amiable, trustworthy, and let the criminals feel sorrowful and fearful. There is still a certain gap between the standards of the National Model Procuratorate, and there are some individual police officers and cases. Problems and deficiencies, namely: the overall quality of the police in the whole hospital is away from the high standards of the party and the people, and there is still a certain gap in the development requirements of the procuratorial undertakings; the individual police officers are not clear in their work, the methods are not flexible, and they cannot correctly understand the spirit of the superiors. In combination with the actual work, passive coping, initiative, planning, forward-looking, and poor creativity; individual police work style is not solid, floating on the surface, can not sink; individual police officers in poor mental state, a first-class awareness is not strong, The work has been over and over, the performance is not outstanding, the level is not going, the record is less sloppy when the case is handled, and the terminology is not standardized; the individual police officers attach importance to handling the case and despise the theoretical study and experience summary, so that the case can be found, the experience can not be obtained. Emphasis on the number of cases handled, neglecting the quality of case handling, so that a very small number of cases have been withdrawn and not litigated; very few police officers have loose discipline, late to leave early, even to handle cases with oral English, attitude is not calm and so on. The specific situation is:
1. Investigate the work of corruption and bribery cases. Since January 2004, a total of 108 cases of corruption and bribery crimes have been investigated, 96 persons have been transferred and prosecuted, 75 people have been prosecuted, the rate of prosecution has been 69.4%, 66 cases have been decided after prosecution, 66 cases have been guilty, 100% of guilty verdicts have been awarded, and the penalty has been imposed. 21 cases, 4 cases were not prosecuted, and 3 cases were withdrawn. The cases that are not subject to litigation are: The specific circumstances of the above cases can be found in the case description. The reasons and responsibilities for the case of dismissal and non-action are not only the strictness of the court but also the decision-making factors of the superior. In addition, there are no cases in which cases are not established, acquitted, overstepped, and time-limited. However, there are also the following types of problems: First, there are fewer cases of actual punishment; second, the time for individual cases to be settled is long; third, the amount of individual cases is large when the case is filed, and it is reduced when the case is closed. The main reason for the above problems lies in the one-sided pursuit of the number of cases and the case rate. Then there is the phenomenon that individual case handlers have unspoken words and borrowed vehicles from the case in the process of handling a small number of cases. The reason is that the quality of individual police officers is not high and the style is not too hard.
2. Check the work situation of the case. A total of 19 cases were investigated and investigated, 16 persons were transferred and prosecuted, 5 people were prosecuted, the rate of prosecution was 26%, 4 cases were decided after prosecution, 4 cases were guilty, 100% were guilty, and 4 cases were convicted. There is no case. Licensing, dismissal, non-litigation, acquittal, overstepping, and time-limited cases. But there are two types of problems: First, there is a case of double standing. The reason is the idea of ​​one-sided pursuit of the number of cases handled. This situation no longer appears after the unified standards of the city in 2001. Second, the individual cases have not been dealt with after the return of the second division. The main reason is that the investigation department and the examination and prosecution department have differences in understanding, and there is no consensus. It is also related to the lack of work.
3. Review the status of the arrest work. A total of 246 354 arrested cases were arrested by the public security organs. 319 people were arrested after examination and approval, and 26 cases were not arrested. The arrest rate was 92.5%. After the arrest, 4 persons were compulsory, and 283 people have been indicted. 279 people have been sentenced. The actual penalty was 262, and the penalty rate was 93.9%. No cases of non-accusation, no acquittal, and ineffective supervision of the case; 58 cases involving 58 persons arrested by the self-reporting department, and 55 persons were arrested, all cases were arrested, the arrest rate was 100%, and the compulsory measures were changed after the arrest. The reasons and responsibilities for not complaining are not only strict in the court but also in decision-making at higher levels. However, there were still cases of arrests, especially after the arrest of self-investigation cases, and a small number of defendants failed to convict. The objective reason is that some criminal suspects are outsiders, and there are no conditions for bail pending trial, or some cases are relatively thin. The suspects have the possibility of compiling, destroying the crime, and interfering with the witness’s testimony. During the review, the lawsuit was made to ensure the smooth progress of the lawsuit. The arrest decision; subjective reason is that there is a vague understanding of the three conditions of arrest, over-emphasizing the conditions of arrest of "the evidence proves the facts of the crime", and the other two conditions are not fully paid attention to.
4. Review the work of the prosecution. A total of 304 428 persons were examined and prosecuted by the public security organs, 270 cases were prosecuted, and the prosecution rate was 89%. 263 people were sentenced to 345, 345 were guilty, 100% were guilty, and 1 was not prosecuted. No complaints, no guilty, no complaints against the lawsuit, and time limit issues; a total of 98 cases of 102 cases of investigation and prosecution transferred by the self-reporting department, 72 cases of 74 cases were prosecuted, the rate of prosecution was 73%, 65 cases were judged 67, guilty verdict 67 people, the guilty verdict rate is 100%, and 5 cases are not prosecuted. 5. Complaints about the work of the appeal. There are no criminal complaints, petitions, cases that are accepted but not accepted, the corrections are not corrected, the cases of overstepping, repeated petitions, and criminal compensation are not compensated for the damage to the legitimate rights and interests of the informants.
6. Seizure of money and materials management work. A total of 8986863.18 yuan was seized and 497 pieces of stolen goods were handed over, of which 33,746,396.64 yuan was transferred and transferred to the court, 29 were stolen goods; 276,182.14 yuan was remitted, 285 were stolen goods; 2,850,399.39 yuan were in stock, and 183 were stolen goods. In the past few years, the collection, distribution and deposit of seized funds and materials have been managed by the financial department of the hospital. The financial personnel have conscientiously fulfilled the relevant provisions on seizure management, and the procedures are complete, and there is no violation of the seizure management regulations. At the same time, strictly abide by the management regulations of the two lines of revenue and expenditure, there is no case of interception, misappropriation or private separation of money and materials, and there is no such phenomenon that the money is stored in private and the money of the unit is illegally occupied.
7. Work of the People's Bank of China and the Supervisory Office. After self-examination, there was no problem of lax enforcement and injustice.
