In June 2002, approved by the Provincial Science and Technology Department, the Provincial Intellectual Property Office and the Provincial Environmental Protection Bureau, our district was identified as a pilot demonstration area for the province's intellectual property management system and environmental construction. In order to conscientiously implement the spirit of the state, provinces and cities on the in-depth development of intellectual property rights, give full play to the role of intellectual property rights system in the development of high-tech industries, promote the development of intellectual property rights in high-tech zones, and improve corporate autonomy. Innovation and market competitiveness, Foshan High-tech Zone Management Committee has included the work of carrying out intellectual property rights into one of the key tasks, and the relevant departments, leaders and personnel of the designated commission are specifically responsible for the development of intellectual property rights with the Municipal Intellectual Property Office and the relevant patent offices of the city. In the past two years, the region has 284 patents, including 16 invention patents, 102 utility model patents, 166 panel design patents, and 20 trademarks. At present, there are 30 enterprises in charge of intellectual property rights work leaders and staff, accounting for 44%, 35 enterprises with science and technology reward system, accounting for 52%; 8 enterprises with special funds for intellectual property rights, accounting for 12%. Companies that have better intellectual property rights work include: Guangdong Kelong Group Co., Ltd., Foshan Rifeng Enterprise Co., Ltd., Foshan Special Medical Catheter Co., Ltd., Foshan Henglitai Machinery Co., Ltd., Piaggio Motorcycle Enterprise Co., Ltd., etc. .

First, the work summary

From June 2002 to June 2003, the focus of our work on intellectual property rights was to strengthen publicity and training and implement the organizational management system. The main tasks were as follows:

1. Formulated the overall work plan and plan for the intellectual property rights of Foshan High-tech Zone, and formulated the implementation plan for the first phase of publicity training.

According to the overall plan, our district strives to achieve the following objectives in the in-depth development of intellectual property rights within three years:

Comprehensively improve the awareness of intellectual property protection in high-tech zones and enterprises in the region, establish a more perfect intellectual property management system and promote the operational mechanism of technological innovation;

Strengthen the construction of patent information systems and service systems, promote the use of patent information and patent strategies, and gradually establish a system of intellectual property rights protection;

Increasing the possession of intellectual property rights, especially invention patents and the benefits of its implementation, has significantly increased the proportion of high-tech products and industries with independent intellectual property rights in our district, and has improved the technological innovation capability and market competitiveness of enterprises in the region.

2. Initially implemented the organizational management system.

The management committee has clearly defined departments, leaders and relevant personnel.

Starting from high-tech enterprises, large and medium-sized enterprises, and enterprises with high technological content and development potential, we will gradually guide and urge enterprises to establish a smart property management structure. Nearly 30 companies in the region have implemented smart property management institutions, clearly in charge of leaders, and staff.

3. Publicity and training work.

The Management Committee has repeatedly invited relevant experts and scholars from the province to give lectures in advance to strengthen learning and raise awareness;

The management committee specially sent people to the Provincial Intellectual Property Office for professional study and training to improve the level of specialization;

Free dissemination of relevant publicity and study materials to enterprises in the region;

Co-sponsored the “Remembrance of 4.26 World Intellectual Property Day Forum” with the Municipal Intellectual Property Office;

On June 24-25, 2003, the Municipal Intellectual Property Office jointly held the “Foshan High-tech Zone Enterprise Patent Worker Training Course”.

Through in-depth development of intellectual property rights, all members of the management committee, corporate leaders, scientific and technological personnel and patent workers have enhanced their knowledge of intellectual property rights and raised their awareness. Most corporate leaders have strengthened their awareness of the protection of intellectual property rights and began to truly understand and value patent work, placing patent work in an important position.

Second, the difficulties, problems or suggestions

The intensity of publicity and training work should be further strengthened, and the awareness and initiative of business leaders, relevant competent personnel and scientific and technological personnel on intellectual property rights work should be further improved. Our protection system for intellectual property rights should be further improved, and the intensity of cracking down on infringement should be further strengthened.

Third, the use of provincial special funds

At present, the province's funds for the intellectual property work part have been used for more than 20,000 yuan according to the plan, mainly for the propaganda and training of intellectual property rights.
