I. Main work completed in 2004
1. Zhaotong City Agricultural Ring Station was successfully established under the meticulous organization of the provincial station. Two comrades from the city participated in the “Provincial Agricultural Environmental Monitoring System Construction Training Course” organized by the provincial station from March 19 to 21, 2004. After earnestly studying, the comrades made a comprehensive report on the arrangement of the provincial station on the agricultural ring work to the leaders of the Municipal Agriculture Bureau and the municipal government. Leaders at all levels have further understanding of the importance, necessity and specific work of the agricultural ring work. With the care and support of the municipal party committee and the municipal government, the Municipal Agricultural Bureau actively carried out various tasks for the construction of the station, and approved the establishment of the Zhaotong City Agricultural Ring Station on April 9, 2004. The head of the city's agricultural ring station was concurrently appointed by the director of the Municipal Agricultural Science and Technology Institute, and the technical cadres of the relevant professional departments set up the agricultural ring station.

2. Drafted "Opinions on Accelerating the Development of Green and Pollution-free Agricultural Products in Our City"
Based on the relevant archives, the requirements of provincial stations, and the actual situation of agricultural production and sales in Zhaotong City, I drafted the Opinions on Accelerating the Development of Green and Pollution-free Agricultural Products in Our City. The Opinions further emphasized the development of green. The importance and necessity of pollution-free agricultural products, put forward the general idea of ​​developing green pollution-free agricultural products in our city; it is recommended to establish a sound organization, clarify the work responsibilities of our station; and put forward the key work of developing green and pollution-free agricultural products in our city. The "Opinions" have been sent to the relevant departments as official documents of the municipal government. The "Opinions" have been issued, which has made the work direction of the Agricultural Ring Station clear, and there are laws to follow, which greatly promoted the work of our station.

3. Technical Training Work Although the existing personnel of Zhaotong City Agricultural Ring Station have studied related majors, they have not conducted relevant analysis and testing work since the work, and the testing technology is urgently needed for training. With the care and help of the provincial station, the two comrades of our station went to the provincial station in June 2004 to train the agricultural pesticide residue detection technology. During the one-month training, the teachers of the provincial station taught and taught me carefully. The two comrades who participated in the training humbly studied, successfully completed the learning task, and obtained the “Job Certificate” for the testing work, which made a technical reserve for the future testing work.

4. The decoration of the testing room has been completed, and the main analytical instruments have been purchased.
In October 2004, the strict stationmaster and the deputy stationmaster of the provincial station visited the Zhaotong guidance work and further implemented the renovation fund of the inspection room of the city's agricultural ring station. With the care and support of the provincial station, I studied and borrowed the provincial station and The advanced experience of Qujing City Agricultural Ring Station has been reconstructed and renovated. The laboratory has been completed and can be delivered after acceptance. The main testing instruments have purchased 721 spectrophotometer, drying oven, incubator, distilled water, oscillator, analytical balance, electronic scale, acidity meter, homogenizer, pesticide residue measuring instrument and other instruments, the rest of the instruments and drugs In the future work, we will purchase them according to the needs of the work.

Second, the current problems
1. The legal and regulatory propaganda is not a new field in the agricultural ring field. The staff of our station have not fully grasped relevant laws and regulations, and have not publicized to all levels of departments, agricultural products operators, producers and consumers, and the public awareness of environmental protection. Brand awareness is not strong.
2. The work of the Agricultural Ring Station has yet to be further regulated. Law enforcement officers and employees must further train our station to be a newly established monitoring station. Some staff members do not have a comprehensive understanding of the agricultural ring work. The agricultural ring work needs further regulation. The testing technology has only been trained in organic analysis, and further training is needed in inorganic analysis and law enforcement. The "Job Certificate" and "Enforcement Certificate" will be obtained as soon as possible.
3, insufficient funds, sample delivery, sampling, monitoring and distribution without transportation, testing also need to purchase equipment to establish the station, the provincial station and Zhaotong City Agricultural Bureau gave great help, allocated a certain amount of funds, all the funds allocated for testing Room decoration and purchase of testing equipment, there is an urgent need to purchase samples, sampling vehicles and follow-up instruments.

Third, the 2005 work plan to achieve pollution-free production is an effective way to improve the quality and safety of agricultural products in our city, improve market competitiveness, and increase farmers' income. Establish and improve the access system for agricultural products and strengthen the management of labels
In 2005, the main agricultural products entering the city should be tested, and the access identification management should be gradually implemented. It is forbidden to enter the market of the city if the pesticide residue exceeds the standard, so as to ensure that the citizens use the “reliable agricultural products”. We will carry out production environment assessment and monitoring of agricultural products produced in our city. This year, we plan to build 30 to 35 monitoring points in the city, and the monitoring area is 300,000 mu. We will strive to implement pollution-free production in the monitoring area and have signs listed. According to the needs of the festival, the quality of major agricultural products entering the main market will be tested on a quarterly basis.
Do a good job in the pollution-free declaration and certification of characteristic agricultural products
In 2005, it is necessary to realize more than five pollution-free declarations for apples, potatoes and vegetables, and conduct pollution-free production guidance for enterprises in the main producing areas of special agricultural products, so as to help them to carry out pollution-free production base certification or product certification when conditions are ripe. This year, in Ludian County, 1000 acres of black soybeans were certified for pollution-free work.
