Summary of the Work of 2019 in Ganzhou Grain Bureau and Working Arrangement in 2019

The year 2005 was a year of major changes in the grain distribution system. The State Council officially promulgated and implemented the Regulations on the Administration of Grain Circulation. Under the premise of direct food subsidies, the national grain purchase and sale market was liberalized. The state-owned grain enterprises in our province are undergoing further reform of the property rights system on the basis of reducing staff and increasing efficiency. These new reforms have brought new challenges to food work. Under the correct leadership of the municipal party committee, the municipal government and the higher authorities, and with the joint efforts of the cadres and staff of the whole system, the bureau has unswervingly promoted the reform of the grain circulation system, and the work throughout the year has achieved certain results.

So far, the order acquisition has reached 1.034 million tons, and 345% of the provincial tasks have been completed.

6. The reform of the grain enterprises themselves. According to the provincial government's [2004] No. 90 spirit, by the end of October, the eight counties and districts of the city have all formulated the second-step reform plan for grain purchase and sale enterprises, and reported them to the local government for approval, including five counties. The district's reform plan has been approved by the government, and the reform work in the district has been implemented and passed the provincial bureau's acceptance. 91 subordinate enterprises in the city completed the reform of the property rights system, accounting for 76.5% of the total number of attached enterprises. There are 63 affiliated enterprises in the city, a decrease of 47%.

Second, the main work done in 2005:

1. Actively adapt to the new situation of food work and accelerate the transformation of the functions of the organs. The promulgation and implementation of the Regulations on the Administration of Grain Circulation requires the food administrative authority to change its functions. It is changing from "small" to "big". Gradually jump out of the “small grain” of the department, based on the “big grain” of the society, and establish a competitive and orderly grain circulation market and a food emergency response system with strong regulation and guarantee supply in a new way and means. The transition from extensive management to industry guidance is underway. Guiding enterprises to self-discipline and self-improvement is an effective way to establish a modern corporate governance mechanism. Really establish a modern enterprise system, use the system to standardize corporate behavior, enable state-owned grain enterprises to effectively play the role of the market main channel and assume the role of macroscopic regulation and control; strengthen industry guidance and coordination, and jointly build a unified, open, competitive and orderly market. It is undergoing a transition from administrative intervention to legal supervision. Make full use of the powers conferred by the regulations, give full play to the supervision function of the grain circulation market, ensure that grain operators strictly implement national grain quality standards, establish and establish a grain management account, maintain a certain grain inventory, and ensure the implementation of the food emergency mechanism; Investigate and punish the illegal operation of manipulating food prices, bullying and bullying, short and short, doping, fake, shoddy, hoarding, and maintaining and regulating the grain market order. From simple management to service. Focusing on the industrialization of grain production, we will cooperate with the agricultural sector to vigorously promote high-quality foods that are marketable, increase the income of farmers, and increase efficiency of enterprises; give full play to the advantages of rich information resources and provide information services for the correct decision-making of business operations.

2. Firmly grasp the main line of the acquisition work. In response to the liberalization of the purchase and sale market and the increase in the number of acquisitions, the state has set a minimum purchase price, so that state-owned grain purchase and sale enterprises must implement the country's bottom-up purchase price, and face new conditions such as market creation and benefit, giving the city state-owned food. The purchase and sale of purchasing and selling enterprises has brought certain pressures. After several rounds of discussions with the Municipal Agricultural Development Bank and a comprehensive survey of the grain market, the guiding ideology of grain purchase in the city was determined, which laid a solid foundation for this year's grain purchase. Under the joint efforts of the cadres and workers of the city's grain system, through the villages and villages, improve the quality of services, determine reasonable prices, protect the interests of farmers, and fully play the role of the main channel of state-owned grain enterprises in the grain purchase market, and set up a good Corporate image. The purchase volume of purchase and sale enterprises is still stable at the level of normal annual purchases. By the end of November, the total purchase of grain enterprises in the city accounted for nearly one quarter of the total purchases of state-owned grain purchase and sale enterprises in the province.

3. Vigorously carry out grain sales work. In the case that the market is difficult to grasp the grain market, in the case of anti-overload of road transport, transportation costs have risen sharply, and railway transportation capacity is tight, food system cadres and workers have overcome difficulties and vigorously carried out sales work based on the principle of small profits but quick turnover. By the end of October, the cumulative sales of food was 611 million kilograms, and it is estimated that 813 million kilograms of grain can be sold throughout the year.

4. Promote the reform of the grain enterprises themselves. All the eight counties and districts have completed the first reform task of reducing the number of employees and establishing a new employment mechanism according to the requirements of the Provincial Government [2003] No. 8 file. A total of 16,218 people were replaced by self-employment. The economic compensation of the employees has been fully realized, and the "three certificates" are fully processed. On this basis, we will actively promote the second step of the reform of the property rights system to further enhance the vitality of enterprises, so that state-owned grain enterprises can continue to play the main channel of grain circulation in the case of market liberalization. The reform of municipal direct enterprises is also steadily advancing. The realization of land and real estate is being prepared, and some enterprise reform plans have been formulated and will be implemented after being approved by the municipal government.

5. Develop grain industrialization operations and enhance the stamina of enterprise development. Taking grain industrialization management as a grain enterprise to enhance competitiveness, play the role of the main channel of state-owned grain enterprises, and stabilize one of the most important jobs to increase farmers' income. In the development of industrialized operation, the grain enterprises have done their work in villages and villages, and have achieved the land in the field, and have achieved the pre-production, mid-production and post-production work, and improved the compliance rate of orders.

6. The investment promotion work has achieved certain results. Merchants from Shanghai, Liaoning and other places have been invited to visit the city to investigate agricultural development projects such as planting and breeding, and transportation and service industries. Due to changes in the national macro-control policy, some projects are currently not implemented. The project of Shanghai Dalong Company and Shanghai Jiaotong University to establish a high-quality pig breeding breeding base has been settled in Xiaogang Village, Fengyang. Under the attention of the Municipal Party Committee and the Municipal Government, the National Spark Program of the Science and Technology Department has been listed and has won the Central Government. The leaders and institutions have fully affirmed that the initial plan is to achieve a scale of 500,000 high-quality pigs per year. The project report has been reported to the Ministry of Finance. After hard work, a Shanghai group holding company intends to invest in high-standard hotels and hotels, and now completes market research. If it is approved by the board of directors, it will sign an investment intention before the end of the year.

7. Actively carry out disaster relief and borrowing food. Last year, the city suffered from floods and high-temperature disasters, and the grain production was reduced. In order to solve the problem of people's food in the disaster areas and maintain the stability of the disaster area, we completed the disaster relief borrowing as a political task. Under the attention and leadership of the party committees and governments at all levels, through investigation and investigation, under the condition of complete procedures, the city has issued 40,883 food certificates, and borrowed a total of 40,215 victims. The population of the grain borrowed was 167,531, and the total grain was 723.2. Ten thousand kilograms.

8. Continue to do a good job in safety production. We have formulated and improved the target measures, assessment contents, and assessment standards for safety production, and adhered to the implementation of safety and production target management systems. The responsibility, tasks, objectives, rewards and punishments for grain storage are decomposed into various units and responsible persons, and safety production is taken as an important indicator for the assessment of the leadership team to ensure the safe storage of grain and oil.

9. Strengthen discipline inspection and supervision, and maintain the integrity and integrity of the food team. Decompose the main tasks of party style and clean government construction and anti-corruption into the leadership team, and clarify the responsibilities, licenses and obligations. Handle cases in a fair manner and investigate and deal with corrupt elements according to law. In coordination with the judicial organs, the criminals of state-owned grain enterprises were seriously investigated and dealt with. Implemented government affairs disclosure, increased work transparency, and accepted social supervision. Promote the building of a clean and efficient cadre team.

10. Overcome difficulties and ensure the supply of military food. Since the end of last year, food prices have risen rapidly, and military-funded enterprises face many difficulties in purchasing, high prices, and tight capital. In response to the situation at the time, the military supply enterprises tried every means to ensure the supply of military food, launched an emergency plan, and placed economic benefits in a secondary position to ensure that the military supply of grain and oil "does not downgrade," "no price increase," and "continuous supply." In-depth exercises of the troops and the local garrison, understand their requirements, sent personnel to the Northeast and other places to organize high-quality grain and oil, in stock, to ensure the needs of the troops.

In 2005, the city's grain work achieved certain results, the grain purchases showed a recovery growth, and the economic benefits hit a record high. However, the benefits of grain enterprises have not been guaranteed to continue to rise, and the possibility of reversal still exists; the grain enterprises themselves The reform is proceeding more intensively and steadily, but the unstable factors still exist, and the phenomenon of workers’ petitions has not been eliminated. The implementation rate of grain industrialization needs to be further improved; the functions of the organs have changed, but they cannot fully adapt to the new situation of food work. Need to wait for questions. All these problems require us to seriously study and work hard to solve them in our future work.

Third, the main work arrangements for 2006

1. Continue to study and implement the spirit of the Fourth Plenary Session of the 16th CPC Central Committee, strengthen the study of Marxism, Mao Zedong Thought, Deng Xiaoping Theory and the important thinking of the "Three Represents", persist in taking development as the top priority, and constantly improve the control of the socialist market economy. ability. In combination with the implementation of the spirit of the Fourth Plenary Session of the 16th CPC Central Committee, we will strengthen the building of the party's work style and clean government, adhere to the theory of Deng Xiaoping and the important thinking of the "three represents" to arm party members and cadres, and build a high-ranking cadre team that is good at leading the city's grain work.

2. Adapt to the new situation of food work and pay close attention to grain purchase work. Grain source is the basis for the survival of grain enterprises. The grain reform reform, the liberalization of the grain market, and the increase in the number of acquisition entities have brought certain pressure on the acquisition of state-owned grain enterprises. In order to ensure the safety of funds, the Agricultural Development Bank will issue loans in strict accordance with the bank’s credit principle, and the grain enterprises will receive more loans for the acquisition of funds. For strict restrictions. When the grain market is liberalized and the number of acquisitions increases, state-owned grain enterprises will face more intense competition. In 2006, state-owned grain enterprises should continue to improve their service standards and change their service methods, continue to develop agricultural products, develop order agriculture, fulfill their acquisition commitments, establish a corporate integrity image, and enable farmers to obtain benefits. The purchase price, raising the acquisition funds; through the outsourcing and exporting to expand the grain purchase, give full play to the role of the main channel of grain circulation. Actively coordinate the purchase price of state-owned grain enterprises in the city, not only to protect farmers' income, but also to strive to enhance the competitiveness of enterprises.

3. Carry out industrialized operations and develop order farming. Taking grain industrialization management as one of the main tasks of grain enterprises to carry out business activities, promote the development of leading enterprises in industrialization, promote the adjustment of rural grain planting structure, and enhance the market competitiveness and profitability of grain purchase and sale enterprises and grain and oil processing enterprises. In 2005, the industrialized operation has achieved initial results, and preliminary attempts have been made in increasing the efficiency of enterprises and increasing farmers' income, and achieved remarkable results. In 2006, the city will take the grain industrialization operation as the most effective link for the grain enterprises to improve their efficiency and play the role of the main channel.

4. Deepen the reform of the grain enterprises themselves and complete the work of reducing the staff and increasing efficiency of the municipal units. For those enterprises that have completed the reduction and efficiency improvement reform, they will continue to carry out follow-up reforms and strive to eliminate the unstable factors. Gradually carry out the reform of the enterprise property rights system, carry out the reform of the management mode and the distribution system, so that the enterprise truly becomes the main body of the market economy and enhance the competitiveness of enterprises after the reform of the grain market. According to the requirements of the Provincial Government [2003] No. 8 file, after the approval of the municipal government, the Staff Representative Conference will carry out the reduction of staff and efficiency reforms for the municipal enterprises, and strive to complete this reform task within the year.

5. Create a good environment and expand the scale of investment attraction. We continue to maintain close contact with Shanghai Dalong Company and Shanghai Jiaotong University, which have invested in Xiaogang Village of Fengyang, to provide them with quality services, to let them feel the enthusiasm of the people of Zhangzhou, and feel that Zhangzhou is a hot spot for their investment, and try their best to They do a good job in service and let them expand their investment scale in Zhangzhou as soon as possible. At the same time, with the existing enterprises of the grain system of our city as the link, through the internal introduction and outreach, the scale of investment promotion of the grain system will be further expanded. On this basis, the use of the advantages of the food system outside the customer, through old friends to meet new friends, promote Zhangzhou, broaden the horizon, all-round recruitment of all parts of the country, all industries to visit Zhangzhou, to Yinzhou Xingye.

6. Strengthen system construction and improve the level of scientific grain protection. Adhere to the policy of “preserving prevention and comprehensive prevention and control”, strictly implement the responsibility system for safe food preservation, ensure the safety of chemical prevention drugs, vigorously promote new technologies for scientific grain preservation, improve the level of scientific grain protection, and strive to reduce costs and reduce consumption. .

7. Continue to do a good job in the return of disaster relief food. In accordance with the requirements of the provincial government, we will actively strengthen ties with the county and township governments and use the favorable opportunity of this year's bumper harvest to mobilize grain farmers to actively repay their food.
