First, the importance of thinking, strengthen organizational leadership
Since the implementation of the competitive recruitment work, we have always guided the important thinking of the "Three Represents" and the party's personnel and talent work policies, aiming at tapping the creative potential of professional and technical personnel and improving economic and social benefits, in accordance with democracy, openness, fairness, and The principle of competition, merit and classification management, the introduction of competitive incentive mechanism in the process of job title appointment, the implementation of professional and technical job competition appointment system, fully mobilized the enthusiasm, initiative, creativity of the majority of professional and technical personnel, and continuously improve the management of professional and technical personnel The level has comprehensively promoted the construction of the talent team in our town and provided talent guarantee and intellectual support for accelerating the development of various economic and social undertakings in our town. The joint meeting of the party and government members was held many times, and the competition committee composed of the mayor, the party secretary, the organization committee member, the personnel team and five professional and technical personnel was established. Second, strict competition program
(1) Increase the transparency of the competition. In order to more objectively evaluate the actual work level of each professional and technical personnel, we have increased the transparency of our work and adhered to the principle of “four openness”, that is, the establishment of open professional and technical job positions, open employment conditions, open competitive recruitment methods, and the disclosure of professional and technical personnel. (2) Increasing the competitiveness of the competition. In order to completely break the lifelong system of professional and technical positions and the phenomenon of seniority, we highlight the competitiveness of competitive employment. Our competitive work is first evaluated during the term of office, and is not hired if the term of office is unqualified. The results of the democratic evaluation will be announced in a timely manner, and the method of calculating the percentage system will be implemented. If the final score of the competition is less than 60, even if there is an empty post, it cannot be hired. There are intermediate and junior positions in the same unit. Regardless of whether they have obtained the intermediate title, the final score of the competition is from high to low, which forms a good mechanism for personnel to go up and down, and the treatment changes with the position, mobilizing the enthusiasm of the majority of professional and technical personnel.
(3) Increase the seriousness of the competition. Appointment of professional and technical positions, policy-oriented, is related to the vital interests of professional and technical personnel. Therefore, we have established strict work disciplines and strengthened the education of the members of the appointment committee. Any work that is not serious or irresponsible, causes adverse effects or falsification, and deceives the shackles will be seriously investigated. In the case of unreasonably entangled leaders in the appointment work and interfere with the normal work order, the qualifications for competition shall be cancelled, and the competition shall be smoothly implemented.
Third, strict implementation of the implementation
According to the principle of “fixing salary with salary, changing with salary”, according to the actual positions employed by professional and technical personnel, and assessing the payment of wages and benefits, the professional and technical positions of the employees are in line with the treatment.
