Grasp the dike management and gradually realize the shift of the focus of the dike work

After the 1998 flood, the state invested nearly 400 million yuan in the construction of dikes in our district, which not only improved the ability of the Yangtze River embankment to withstand floods, but also comprehensively improved the comprehensive benefits of the Yangtze River embankment. With the end of the construction of large-scale dikes, we timely shifted the focus of dike work from dike construction to dike management. The river channel embankment management section organized the manpower and machinery to eradicate the reeds of the three Bunds in Pazhou, the gauze hats and the Dashu, and deepened and leveled the beaches, completing the earthwork of 20,000 square meters and covering an area of ​​more than 200 square meters. In response to the problems exposed during the operation of farmland water conservancy facilities in 2004 and the people's urgent desire to develop water conservancy projects, we constantly adjust our work ideas, strive for city-level investment, and improve the ability of farmland water conservancy facilities to resist natural disasters and improve me. The development of farmland water conservancy facilities and agricultural economy as the focus, focus on work effectiveness, and use municipal projects to promote the process of farmland water conservancy construction in the region. First, strive for city-level investment of 550,000, implement the first phase of the Zhoujiahe pumping station to improve the drought resistance of the farmland in the region; second, strive for the city bureau to invest 1 million yuan to complete the transformation of the low gate snail of the Dongchengtun farm flood gate At this point, the whole district has completed the transformation of 8 culverts and snails; the third is to strengthen the supervision and promotion of the pumping station, and comprehensively overhaul the 46 sets of sluice pumping stations in the district to ensure the normal operation of the drainage pumping station in the whole district; Under the strong support of the street towns and towns, pay attention to practical results, engage in sweat investment, dredge the backbone ditches in the region, and complete 700,000 cubic meters of internal farmland water conservancy soil, including 400,000 cubic meters of dredging and 100,000 cubic meters of canal and irrigation. To this end, we put safety and service in the first place, pay attention to the daily management and maintenance of drainage facilities, and facilitate the travel of urban residents; pay attention to the monitoring and management of drinking water in the whole district, and improve the quality of drinking water for the people in the district. First, organize manpower and machinery to fully dredge the 64-kilometer drainage network in the urban area to ensure smooth discharge; secondly, strengthen the management of drainage facilities, and 697 inspection wells and 573 gullies on 31 main roads in the city. The management responsibility is to the team and the person; the third is to combine the daily inspection, regular inspection and supervision registration system to form an effective supervision mechanism; the fourth is to formulate the water service 110, the police system, and strictly implement the drainage. The emergency treatment mechanism and accountability system of the well has effectively curbed the occurrence of safety accidents in the well. The fifth is to coordinate the construction of the water supply pipe network and lay a water supply pipe network with a length of 1.9 km and 400 mm to the development zone on schedule to make the smooth operation of the enterprise. The preparatory work in the early stage will create a good investment environment. Increase the propaganda of water regulations, investigate and deal with illegal water activities, and improve the water environment

To raise people's awareness of water laws and regulations is the premise of people-oriented and law-based administration. In order to guide the broad masses of people to abide by water laws, we have always used propaganda water laws as a breakthrough in law-based administration, carried out various forms of water law propaganda, and investigated and publicized water. The violations are organically combined. First, during the “World Water Day” and “China Water Law Propaganda Week”, the district head of the People’s Government of the district issued a TV mobilization speech entitled “Improving the Awareness of Suffering and Realizing Water Management According to Law” on the TV station, and set off the propaganda water regulations in the whole district. Water supply and drainage work should have a new improvement.
