The Labor Security System Summary and Commendation Conference was held at the decision of the Party Committee of the Economic and Social Affairs Bureau. It mainly studied and implemented the spirit of the provincial and municipal labor security work conferences, reviewed and summarized the labor security work of last year, and commended the advanced departments that made outstanding contributions in the work. Advanced individuals will arrange the deployment of this year's work tasks, mobilize all cadres and workers to further emancipate their minds, invigorate the spirit, advance with the times, develop and innovate, and realize the new development of the labor security cause. I. Seeking truth and being pragmatic, pioneering and innovating, and achieving new results in labor security work in the whole region In 2004, it was a year of innovation and development of labor security in our district. In the past year, under the guidance of the correct leadership of the district committee and the district government and the guidance of the higher-level business departments, we have closely focused on the overall situation of reform, development, and stability in the whole region, and worked hard to implement the important thinking of the "three represents," and continuously deepen the reform of the labor security system. Advancement, innovation, and implementation have made great progress in all aspects of labor security. Some of the work has also been at the forefront of the city, making positive contributions to the reform, development and stability of the region.
Employment and reemployment have achieved remarkable results and the employment situation has remained stable. Since last year, the district committees and district governments have attached great importance to the employment and reemployment work. They have made special emphasis and deployment at major conferences such as the economic work conferences in the district, and formulated and issued the “Decision to Further Strengthen Employment and Reemployment Work”. The government set up a head of the district governor, and the heads of the streets and relevant departments responsible for the employment and reemployment work of the members, signed the responsibility letter for employment reemployment goals. The district committee and the district government attach great importance to the joint efforts of the whole system and the whole system to complete or over-fulfill the tasks assigned to the district at the beginning of the year. First, a community service platform oriented to the grassroots and close to the public was established in eight streets across the district, and a four-level employment service network was established in the city, district, street and residential areas. The second is to conscientiously implement the re-employment preferential policy, and issued the “Re-employment Concession Certificate” for 2,300 laid-off and unemployed persons who meet the policy in the jurisdiction, and coordinate the industrial and commercial and taxation departments to handle the tax reduction and exemption procedures, and the amount of relief is more than 800,000 yuan. The third is to strengthen employment training, entrepreneurship training, "one-stop" employment services and labor export management services, and carry out the "zero unemployment" community pilot work, with a typical drive to promote the work on the surface. Through multi-faceted work measures and the implementation of active employment policies, the employment and reemployment work in our district has been at the forefront of the city. The work of community platform construction and zero-unemployment community pilots has been fully affirmed by provincial and municipal leaders and has become a city-wide employment. The highlight of the work. In 2004, the whole system organized a total of 63 recruitment seminars, providing 3,988 jobs; 3,354 jobs were reemployed in cities and towns, of which 589 were laid-off and unemployed, and 270 were reemployed by 4050. The city issued 124% of the tasks, and the urban unemployment rate was controlled within 3.5%. There were 2,971 net job creations in the region, and 927 new rural laborers were exported, including 297 outside the province and 105 outside the country. The employment growth of the whole district was greater than the unemployment growth, maintaining the stability of the employment situation in the whole region.
Strengthening measures and increasing the collection and payment of social insurance expansion. First, new progress has been made in the expansion of social insurance. We will conscientiously implement the letter of responsibility signed between the city and the district government, increase the amount of enrollment and clearing debts, and increase the number of newly expanded enterprises in the district by 30, and newly enrolled 3,711 insured employees, completing 100.38% of the city's planned projects; The net increase in contributions was 1,897, with 3,541 completed and 186.66% of the plan completed. Second, a new breakthrough was made in the collection of enterprise pension insurance. Adopt administrative, legal, and door-to-door, propaganda policies and other methods to continuously increase the collection, expansion and clearing of social insurance funds. The company collected 31.48 million yuan of old-age insurance premiums, and completed 178.46% of the city's planned projects. The fund collection rate reached 98.02%, an increase of 2.38 percentage points; for 4,327 enterprise retirees, the retirement fee was 25.69 million yuan, and the socialization rate reached 100%. For the first time, the historic breakthrough in pensions has not been reversed since the establishment of the district. Third, the institution's pension insurance has steadily advanced. The endowment insurance for institutions and institutions was 19.648 million yuan, and the fund collection rate reached 99%, an increase of 9%. For the 1,284 retired employees of institutions and institutions, pensions were 18.893 million yuan, an increase of 13% over last year, and the release rate reached 100%. Fourth, rural pension insurance has reached a new level. It received 850,000 yuan of rural endowment insurance, completed 170% of the annual plan, and distributed pensions of 180,000 yuan to 302 insured farmers who arrived at the age. Fifth, medical insurance has been further improved. The medical insurance premium was collected 11.49 million yuan, 104.08% of the city's planned plan was completed; 5.45 million yuan was allocated to the personal account; 2,216 person-times of medical insurance for the insured personnel were issued, and 5,160,500 yuan. Sixth, the role of unemployment insurance has been continuously strengthened. Unemployment insurance premiums were 1.67 million yuan, 105.33% of the city's planned projects were completed, and unemployment benefits of 1.219 million yuan were distributed to 315 unemployed people in enterprises and institutions.
Facing the market, the training and appraisal work has made new progress. Adhere to the market demand-oriented, unified training and employment, vigorously carry out staff training, labor preparation training, re-employment training and entrepreneurship training, comprehensively promote vocational qualification certificates and labor preparation and employment access systems, and vigorously expand the new field of training and appraisal . In 2004, 211 free training for re-employment and 4,360 skills were identified. Through examination, 3,050 professional qualification certificates were obtained, of which 57 were middle and senior professional qualifications. Focus on the management of high-skilled talents. Seven technical workers were organized to participate in the “Yihe Axle Cup” car fitter and the “Four Cotton Cup” textile skill competition organized by the city. The regulation of labor wages has been continuously strengthened, and social insurance management has been further improved. Investigate the situation of unpaid wages of enterprises in the whole district, and timely grasp the situation of enterprises' arrears of wages. The system of arrears reporting was fully implemented in the whole district, which strengthened the auditing and inspection of the payment of wages of enterprises, and standardized the restrictions on the wage arrears of enterprises. By further intensifying labor law enforcement inspections, enterprise reform and restructuring, corporate clearing and the adjustment of the competent authorities, especially through the realization of corporate asset transfers, the establishment of wage reserve households, the establishment of bankrupt enterprise reform special funds, the regulation of enterprise arrears wage statistics and The implementation of the arrears reporting system and other measures have better solved the problem of enterprises’ arrears of wages.
Strengthen management and coordinate the work of labor relations in an orderly manner. In response to the increasingly complicated new situation in labor relations, we have established a tripartite joint meeting system with trade unions and economic and trade departments to increase labor dispute arbitration, supervision and supervision, and promote the harmonious and healthy development of labor relations. Last year, 3,500 labor contracts were certified, and 306 people were dismissed and terminated. More than 40 labor dispute cases were accepted, 39 cases were handled outside the case, and 10 cases were filed, saving more than 600,000 yuan in economic losses for laborers and employers. The reception handled 230 letters from the people, and the rate of closing the case was over 99%. The Mayor handled more than 20 public calls involving labor security, and the satisfaction rate reached 100%, effectively maintaining social stability.
According to law, the level of labor security law enforcement continues to improve. In order to carry out the "Three Peoples" activities in a down-to-earth manner, since the beginning of last year, the lectures on departments and units have been carried out throughout the system, which has further improved the administrative level of cadres and workers. The government has publicized the government affairs , implemented the service commitment system, standardized the service procedures and timeliness of the service hall, and greatly improved the service quality and service level. Focusing on the hot and difficult issues reflected by the workers and staff, the special focus was on the prohibition of the use of child labor, the maintenance of the legitimate rights and interests of women workers and juvenile workers, the wage payment of migrant workers, the labor market and vocational qualification certificates, and a total of more than 290 employers. More than 27,000 laborers were involved, social insurance was paid 1.85 million yuan, and employee wages were repaid 100,000 yuan. More than 35 cases of complaints and complaints were accepted, and the legitimate rights and interests of workers were safeguarded.
The investment promotion work was successfully completed. By adopting measures such as signing responsibility books, task decomposition, strict rewards and punishments, etc., 44 projects were introduced throughout the year, and the actual funds in place were 32.636 million yuan, and the annual index was 131%.
At the same time, the system - wide openness of government affairs , the building of party style and clean government, the building of spiritual civilization and the construction of institutional style have generally been strengthened. Second, recognize the situation, clarify the task, and strive to achieve new breakthroughs in labor security work. Last year's labor security work, we have achieved great results, but there are still many difficulties and problems. With the continuous deepening of economic system reform and institutional reform, the acceleration of urbanization and the aging of the population, the difficulties and problems faced by labor security work are increasing. First, employment pressure has increased. There are problems of employment and reemployment of urban labor, as well as rural labor transfer. The difficulty of employment is increasing. It is a long-term and arduous task to reasonably guide them to transfer to urban and non-agricultural industries. Due to policies, funds and other issues, it is very difficult for difficult groups to re-employ. Second, the coverage of social insurance is still very narrow, and the insurance premiums owed by enterprises are relatively serious. In particular, foreign-funded enterprises and individual and private enterprises have weak awareness of participation in insurance, and they lack strong legal restrictions. Enterprises are reluctant to participate in insurance and owe insurance premiums. The problem is outstanding. Third, the task of coordinating labor relations and safeguarding the legitimate rights and interests of employees has become more and more serious, and the problem of infringement of workers' rights and interests has been prominent. The controversy and petition cases caused by this have increased significantly. Some enterprises have poor labor protection measures, and disputes, petitions, reconsiderations and litigation cases caused by work-related injuries are increasing. In some enterprises, especially the construction industry, the phenomenon of wage arrears for migrant workers is more serious. The law enforcement forces and law enforcement efforts of the labor security supervision agencies cannot meet the needs of the work. The people's people are increasingly demanding labor security work, and labor security work has a long way to go.
While seeing problems and contradictions, we must also see the favorable conditions and development opportunities for this year. The central, provincial and municipal party committees and governments attach great importance to employment and social security work. The 16th National Congress of the Communist Party of China regards "full employment in society and relatively sound social security system" as an important indicator for building a well-off society in an all-round way. The "Decision" of the Third Plenary Session of the 16th CPC Central Committee called for the expansion of employment to be placed in a more prominent position in economic and social development, the implementation of a positive employment policy, and efforts to improve the entrepreneurial and employment environment. The Central Economic Work Conference pointed out that employment is the basis of people's livelihood and is also the policy of the country. We must pay close attention to improving various social security systems and establish and improve a social security system that is compatible with China's economic development level. In particular, the central government proposed to establish a comprehensive, coordinated and sustainable development concept, and to direct the attention of leaders at all levels to pay more attention to expanding employment and improving the social security system. These measures have pointed out the direction for us to do a good job in employment and social security, and provided a strong political guarantee. The goal and working ideas of the "supernormal, leaping development, and the creation of a new Kuiwen in three years" put forward by the district committee and the district government, firmly grasping the first priority of development, once again emancipating the mind, starting a business, and accelerating development New craze. At the same time, with the development of the economy and the deepening of reforms, the social security system will be more sound. Third, clear tasks, highlight key points, and comprehensively promote various labor security work
In 2005, the guiding ideology of labor security work in the whole district was guided by the important thinking of the "Three Represents" and the spirit of the 16th National Congress of the Communist Party of China and the Third Plenary Session of the 16th Central Committee, in accordance with the deployment of the National, Provincial and Municipal Labor and Social Security Work Conferences. The District Economic Work Conference requires that economic construction be the center, continue to consolidate two guarantees, increase employment and reemployment efforts, accelerate the pace of reform of the social security system, earnestly safeguard the legitimate rights and interests of workers, and coordinate the promotion of the overall development of the labor security cause. It provides a strong guarantee for sustained, rapid, healthy development and overall social progress in the region.
Open up employment opportunities and do everything possible to expand employment and re-employment. Employment is the foundation of people's livelihood. In the face of the new employment situation and heavy employment tasks, we must further enhance our sense of urgency and responsibility and take effective measures to ensure that this year's employment and reemployment work is effective. The goal of this year's employment is to increase the number of new urban employment and employment in the region by 2,700, and the urban registered unemployment rate is controlled within 3.5%. First, earnestly implement policies and support re-employment. The central and provincial policies of the employment and reemployment work have been promulgated, and the district committees and district governments have also formulated specific implementation measures. We must continue to rely on the community to adopt a method of building a table and building a card to further understand the basic situation of the "four types of personnel", implement dynamic management, do a good job in employment training and guidance, and promote full employment. Continue to implement the departmental joint meeting system and accountability system for re-employment preferential policies, and effectively implement the ten major policies such as tax and fee reduction, small loans, and social security subsidies for laid-off and unemployed workers. Continue to do a good job in the review and issuance of the "Re-employment Concession Certificate", and actively coordinate the finance, industry and commerce, taxation departments to reduce taxes and fees, so that the policy is implemented. The second is to standardize the platform construction and promote community employment. We must do a good job in the standardization of various street community platforms, do a good job in the “zero unemployment” community pilot, and guide each street to complete the pilot of 2-3 communities by the end of April to promote full employment in the community. The third is to optimize the employment environment and promote re-employment. We must firmly grasp the opportunity of vigorously developing community service industry, private economy and export-oriented economy in our district, guide laid-off and unemployed people to the community and small and medium-sized enterprises to work, and develop high-efficiency aquaculture and planting in the suburbs. We must vigorously develop public welfare jobs in the field of public goods and services, continue to carry out re-employment assistance operations, and help a group of "4050" personnel and double-offers and special hard-working unemployed people to achieve re-employment. It is necessary to adapt to the changing employment needs of enterprises and employment methods, effectively change the employment concept of laid-off workers, and encourage flexible work through part-time, temporary, seasonal, and flexible work.
