The concept of rules and the concept and characteristics of rules of writing

Rules and codes and systems are normative and official documents formulated by the state's leading organs and functional departments in accordance with the spirit of the Constitution and other relevant laws and regulations. Among them, the rules are normative documents that state organs, people's organizations, enterprises and institutions have established in order to carry out management or carry out certain official activities, and require relevant personnel to abide by them.

The rules apply to the specification and behavioral norms of a specific management work within a certain range to ensure the normal operation of the work. For example, the "Swimming Rules" are designed to strengthen the management of swimming pools. All swimmers must abide by the relevant regulations. Another example is the “Traffic Rules”, which are formulated for the purpose of strengthening traffic management and ensuring traffic safety. Pedestrians and vehicles must follow these rules. Managers should use these rules as the basis for traffic management.

The rules have the following characteristics:

1. Targeted. The formulation of rules is highly targeted. It is an operation regulation formulated for a management work or a public service activity in accordance with the provisions of relevant laws and regulations, and its content must be legal and cannot be arbitrary.

2. Operability. The rules and regulations must be thorough, detailed and specific, and can be directly implemented. There is no need to formulate implementation rules to ensure their implementation.

The structure, content, and writing of rules

The rule consists of a header, a body and a tail.

Title: It consists of the cause and the language, such as the "Urban Public Transport Vehicle and Boat Ride Rules" and "Computer Room Safety Management Rules". Some are composed of the issuing authorities, the cause and the language, such as the "XXXX City Workers' Games Participation Rules".

The time and basis for the issuance: written under the heading, some indicate the year, month, date and meeting name passed by the rules in brackets; some indicate the year, month, date and authority of the approval and publication, and some indicate Year, month, date and institution.

The body of the rule consists of general rules, sub-rules and by-laws. The general rule is about the guiding ideology, reasons, and basis of formulating rules. The sub-rule is a normative project, which is the substantive content of the rules and the basis for the execution.

There are two main forms of the body of the rule: there are two ways to express this form: one is the clause, the full text is based on the sequence bar; the second is the chapter style, the full text is divided into several chapters, the first chapter is the general rule, the last chapter is Supplementary rules, the middle is the public.
