以鄧小平理論和“三個代表”重要思想為指導，認真貫徹落實科學發展觀和社會主義榮辱觀，緊緊圍繞全區工作大局，以建設一支“政治過硬、廉潔奉公、作風優良、文明禮儀、服務規範、勤政務實、大膽創新”的高素質隊伍為載體，以推進交通重點項目建設和交通系統建設為中心，以全面實現省級文明單位創建要求為目標，切實使全體幹部職工的思想觀念有新的轉變，道德素質和思想作風有新的提升，交通發展水平有新的提高，整個行業呈現出朝氣蓬勃、積極向上的精神面貌，樹立“高效、廉潔、務實、文明”的交通新形象。
Second, create a goal
通過創建省級文明單位活動，彰顯交通對外新形象，改進幹部職工隊伍工作作風，實現區交通局工作創優、人際和諧、環境整潔、風清氣正目標。
領導班子好。局領導班子講學習、講政治、講正氣、講團結；以身作則、依法行政、勤政廉潔；能積極創建“四好”班子；中心組學習制度化；始終堅持物質文明建設和精神文明建設兩手抓，兩手硬。
單位風氣好。全局以服務人民，奉獻崗位為宗旨，建立健全各項規章制度，做到內部管理嚴格有序，服務態度熱忱文明，服務技能精湛嫻熟，服務設施齊備完善，服務效能改進提高，服務質量民眾滿意。
辦公環境好。辦公秩序井然；辦公區域環境乾淨整潔、綠化美觀。
Good work performance.搶抓機遇，整合職能，理順體制，努力實施綜合交通戰略，全面完成區委、區政府和市交委下達的工作任務，確保市、區年度目標考核先進單位。
思想文化建設好。幹部職工思想道德和科學文化素養好、移風易俗，幹部職工的思想道德和科學文化素質不斷提高。
綜合治理好。全局上下廉潔勤政，無計畫外生育，無重大案件、無重大安全責任事故、無聚眾賭博和封建迷信等不良現象發生。
創建效果好。創建活動豐富多彩、形式多樣，做到經常化、制度化；省級文明單位成功創建。
三、創建措施及責任分工
加強組織領導，完善工作制度。為使創建活動有組織、有秩序地進行，成立由局黨組書記、局長任組長，黨組成員、副局長任副組長，各科，所、隊負責人任成員的創建領導小組。領導小組下設辦公室，在局黨組的領導下開展工作，具體負責創建日常工作，制定創建工作計畫，做好組織發動，開展創建檢查督查，及時總結創建工作。並把各項工作指標分解到各科室及個人。在抓落實上狠下功夫，一是在制度上抓落實，二是在創建活動上抓落實，三是在人力物力的投入上抓落實。完善制度，把創建工作納入制度化。按照省級文明單位創建要求，結合我局實際，制定幹部職工道德行為規範；修訂並完善我局文明科室、文明單位、優秀職工和五好家庭的評選標準和辦法，並認真組織評選。

加強領導班子建設，積極爭創“四好”班子。加強領導班子的政治理論學習，堅持中心組理論學習制度化、常態化，不斷提高領導幹部駕馭複雜局面的能力和科學決策能力；認真貫徹民主集中制原則，堅持重大事項集體研究、集體決策，班子成員自覺貫徹執行黨組的決議、決定，維護班子的集體形象；開好班子民主生活會，堅持批評和自我批評，不斷糾正自身與班子存在的問題。廣泛開展交心談心，切實達到溝通思想、促進工作的目的，確保民主生活會質量；嚴格按照“從嚴執政、提高效率、轉變作風、加強建設”的十六字要求，自覺加強領導幹部的黨性修養鍛鍊，淨化心靈，弘揚蓬勃朝氣、昂揚銳氣和浩然正氣，努力把領導班子建設成為與時俱進、開拓創新、勤政務實、高效廉潔的領導集體、以良好的精神狀態，鍛鍊隊伍、帶好隊伍，實現精神文明建設的理論和實踐創新，開創新形勢下交通工作的新局面。

加強政治理論學習，提高廣大幹部職工的政策理論素養。組織幹部職工認真學習科學發展觀和十七大精神等內容，切實加強和推進精神文明建設。通過學習，使全體幹部職工進一步明確開展省級文明單位創建活動是提高幹部隊伍素質，培養有理想、有道德、有文化、有紀律的職工隊伍的需要，是促進我局物質文明和精神文明建設的需要。通過學習，使廣大幹部職工準確掌握國家法律法規方針政策，並牢固樹立正確的世界觀、人生觀和價值觀，正確處理國家利益、集體利益和個人利益的關係，增強依法行政的使命感和責任感。

加強和改進黨的建設，鞏固廉政建設成果。深入學習、貫徹《中國共產黨黨員領導幹部廉潔從政若干準則》，充分認識黨風建設的重要性、緊迫性、長期性和艱巨性，把思想作風建設擺在第一位，把主要精力放到改善服務上，全方位地為行政、為基層服務。繼續抓好黨風廉政建設，鞏固提高文明創建成果。加強黨風廉政教育，以貫徹落實教育、懲防體系為主線，開展“廉政交通”課題調研，推進交通廉政文化建設，完善黨風廉政建設責任制、廉潔自律承諾制，健全廉政談話制、幹部監督聯繫制，加強對黨員領導幹部八小時之外活動的監督。特別要認真貫徹落實重點工程紀檢監察制，完善和落實工程招投標制。以此增強黨員幹部的廉潔自律意識，提高嚴格執行黨紀政紀的自覺性。

加強基層黨組織建設，實現組織創新。鞏固擴大保持共產黨員先進性教育活動成果，不斷加強黨的組織建設，增強黨組織的戰鬥力、凝聚力、向心力，充分發揮黨員在交通行業的先鋒模範作用，積極探索在交通行業非公企業中建立黨組織的工作方法，為行業管理和企業發展壯大提供組織保障。按照黨章的要求，嚴把入黨關，確保黨員隊伍純潔。加強入黨積極分子的培養和教育，及時吸收合格人才到黨內來，不斷壯大黨員隊伍；建立健全黨的理論學習、民主決策、聯繫民眾、黨內監督等各項工作制度，積極推行黨組織工作目標管理，加強對基層黨建工作的評估、檢查和指導，把先進性教育活動中建立起的長效機制落到實處。

積極開展創建工作，實現交通各項工作目標。積極開展創建活動，把創建工作同交通各項業務工作結合起來，與推進重點項目建設結合起來，與解決民眾關心的熱點、難點及遺留問題結合起來，與幹部隊伍建設結合起來，與規範化服務型機關建設先創優活動結合起來，與黨風廉政建設、反腐倡廉結合起來。促進交通各項工作又好又快開展，確保各項工作目標順利實現。

加強職工教育培訓，努力提高幹部職工政策水平和業務能力。本著學以致用，提高行政能力的培訓原則，加強職工適應性培訓與學歷教育。重點加強業務工作涉及的政策法規培訓，提高依法行政的政策水平；加強交通業務知識培訓，提高廣大職工業務能力；加強技術更新知識培訓，提高技術人員的技術能力；切實鼓勵支持在職學歷教育，提高幹部職工文化水平，為交通事業的持續發展提供堅強的智力支持。
