各級、各部門及各單位要根據鎮專項整治領導組的總團體部署，成立各專項整治領導組，制訂專項整治實施方案，配齊工作人員，建立專項整治責任制，做好專項整治的全面部署工作。要通過召開會議、發布公告、媒體宣傳等形式，使各單位和所有生產經營單位了解和掌握此次專項整治的重大意義、政策措施、方法步驟和具體要求。
生產經營單位自查自整和鎮政府排查摸底階段
所有生產經營單位都要自查本單位存在的事故隱患和問題，制訂整改方案，採取有效措施進行全面整改。各生產經營單位要將自查自整情況報告鎮政府專項整治領導組辦公室。
分類整治階段
鎮專項整治領導組按照縣要求的檢查工作方式進行分類整治，並按本方案要求公布和簽字上報。
“回頭看”再檢查及總結階段
為鞏固安全生產專項整治成果，確保取得實效，鎮各行業專項整治領導組要組織聯合檢查工作組對全鎮再進行交叉檢查，重點是跟蹤抽查無證無照非法生產經營單位取締關閉的落實情況；證照不全停產整頓的生產經營單位的整改情況和存在重大事故隱患的整改情況等。同時，鎮各行業專項整治領導組要對本行業為期一年的專項整治情況進行全面總結。鎮專項整治領導組將適時召開全鎮重點行業和領域安全生產專項整治總結表彰大會，對在專項整治工作中組織認真、成效顯著的各行業專項整治工作組、各單位及先進個人給與表彰獎勵；對組織工作不認真、走過場或在專項整治中依然發生較大事故的部門、單位給與通報批評，對問題突出的地方和單位責令延長專項整治期限，並追究有關負責人的責任。
專項整治的具體時間安排，由鎮各行業專項整治領導組自行確定。
Seven, work requirements
Strengthen leadership and implement responsibilities.各行業要站在黨委領導、政府負責、企業整改、社會參與的高度，深刻理解此次專項整治工作的意義。要在黨委的領導下，加強對安全生產工作的領導，認真組織好此次重點行業和領域的安全生產專項整治工作。各行業的行政一把手是本行政區域安全生產專項整治工作的第一責任人，班子各成員要具體組織好所分管行業和領域的安全生產專項整治工作。要通過層層簽訂專項整治目標責任書，把專項整治各項具體工作落實到各部門及各單位直到人頭上。各行業要組織指導本行政區做好排查摸底工作，並根據鎮專項整治領導組組織的專項整治檢查工作組。同時，要積極支持配合鎮各行業專項整治工作組的本行政區的整治檢查工作。
各類生產經營單位要落實專項整治的主體責任，法人代表要認真履行安全生產第一責任人的責任，要認真組織，周密安排，制訂本單位及所屬企業和單位專項整治工作方案，層層簽訂專項整治目標責任書，把專項整治工作落實到車間班組及每個崗位，對發現的問題和隱患要立即整改，一時難以整改的要制訂整改措施方案和應急預案，按時整改。對於生產經營單位存在重大隱患的要及時報告鎮政府。
規範檢查，嚴格執法。鎮各行業專項整治領導組要制訂嚴密的專項整治工作方案，建立專項整治責任制，落實專項整治負責人和各個參與者的責任。要建立完善的專項整治工作制度和工作程式，規範專項整治檢查工作。在深入基層檢查之前，鎮各行業專項整治領導組要組織所有參與整治檢查的工作人員進行不少於一周時間的黨紀政紀、法律法規和業務知識培訓。通過培訓，使每個工作人員進一步學習黨的方針政策、黨紀政紀和安全生產法律法規，提高政策水平和約束能力，進一步掌握整治檢查的程式、內容、範圍，做到政治上堅定，業務上過硬。聘請的專家和專業技術人員要從專業技術角度對生產經營單位的安全生產狀況，做出客觀準確的評價，查找各類重大事故隱患和問題，充分發揮專家和專業技術人員應有的作用。
在檢查期間，要嚴格檢查程式。檢查工作組要將檢查結果形成書面檢查反饋意見告知被檢查單位，發現重大事故隱患和問題或違法行為時，要向被檢查單位下達整改通知等執法文書，並責成其主管部門和當地政府督辦。按照縣委、縣政府的有關安全生產事前問責和事後問責相結合的要求，對於生產經營單位整治不認真，敷衍塞責的，要提請有關部門追究相關責任人的責任，造成嚴重後果的移交法務部門追究其刑事責任。對於不認真組織專項整治工作的一些村、部門，存在應當關閉取締的非法生產經營單位而未徹底取締的、應停產停業整頓而未依法停產停業或檢查後仍然發生事故的，要建議監察部門追究單位領導人的責任；對鎮聯動檢查工作組的檢查中，工作不負責任，不認真履職，造成嚴重後果的，要追究相關檢查人員的責任。
廣泛宣傳，完善舉報機制。各村、各部門要充分利用電視、網際網路等媒體，加大對專項整治工作的宣傳力度，通過各種途徑廣泛宣傳開展安全生產專項整治的重大意義。要主動邀請有磁新聞媒體參與，加大輿論監督力度，對開展專項整治工作的好做法、好經驗要廣泛推廣，對專項整治工作認真，組織得力，成效顯著的單位要大張旗鼓地進行表揚，對專項整治工作認識不到位、工作不認真、整治工作走過場的單位要矛以公開曝光。
鎮專項整治領導組要進一步完善民眾舉報受理工作機制，確定舉報受理機構，制定舉報受理工作程式和舉報獎勵制度，確定舉報受理機構，制定舉報受理工作程式和舉報獎勵制度，設立舉報電話、電子信箱等，明確舉報受理負責人和工作人員，保證24小時有人受理。要嚴肅舉報紀律，做到有報必查，屬實必獎，並做好舉報人的保密工作。要建立受理舉報監督機制，各級、各部門要定期向上級政府和部門報告舉報受理情況，並及時向社會公布。
統籌安排，保障投入。要高度重視此次專項整治工作，並從人力、物力、財力等方面進行統籌安排。各級、各部門要根據工作需要，抽調本部門有關負責人和業務骨幹，並聘請專家和相關專業技術人員，切實把專項整治檢查工作人員配足配強。對檢查工作所需裝備要配足配齊，對所需資金要認真核算確保到位，保障此次專項整治工作順利開展。鎮專項整治領導組開展整治檢查工作所需經費由鎮財政列支。
嚴格要求，勤政廉潔。要加強對專項整治有關工作人員的廉政教育，嚴格細化廉政紀律，健全廉政監督機制。各級專項整治工作所需經費由本級財政列支，不得向基層政府、部門和生產經營單位攤派。在專項整治中，工作人員不得收受任何單位和個人的禮金、禮卷和禮物等，一經發現，要嚴肅追究有關人員的責任。
搞好總結，及時上報。鎮專項整治領導組要及時掌握各個行業專項整治的進展情況，及時總結工作經驗和做法。各行業專項整治領導組要於每月5日前，將上月本行業專項整治情況匯總上報鎮專項整治工作領導組辦公室。專項整治結束後10日內，鎮專項整治領導組要按照要求認真做好總結，並及時上報。
