貨運源頭單位要認真落實崗位責任制，健全源頭治超工作機構，公開相關制度，做到貨物裝載出場有記錄、進廠有登記、落實制度有記載。積極配合運管機構執法人員開展貨運源頭治超監管工作，為巡查和進駐人員提供必要的工作條件，禁止為無合法經營手續或被列為黑名單的貨運企業、貨運車輛和駕駛員裝載、承運貨物。
強化路面、源頭治超執法聯動，嚴格責任追究。各級運管機構要積極主動與路政管理機構加強聯繫和溝通，建立和健全治超工作聯繫機制。對轄區路面執法查獲並反饋的違規超限超載車輛，凡屬本轄區貨運源頭單位裝載出場的，要嚴格按照責任倒查的程式，按規定對貨運源頭單位進行處理，並移送、抄告有關部門依法查處。違規超限超載車輛屬本轄區的，要將車輛違規信息記錄在車屬貨運企業質量信譽考核檔案中，作為質量信譽考核的重要依據，並責令企業進行整改。對違規超限超載駕駛員按有關規定進行處理。
加大科技投入，提高源頭治超水平。各級運管機構要加大貨運源頭治超科技投入、配備源頭治超辦公設備、工作裝備，要積極探索建立重點貨源單位治超遠程視頻監控系統，車輛管理系統和營業性駕駛員從業資格證管理系統等，實現準確、高效、先進的數位化、可視化、智慧型化、協同化的綜合信息管理。
加強對機動車貨運經營者和維修企業的監管，規範貨運企業和維修企業的經營行為。各級運管機構要重點加強對本轄區內的機動車維修企業的排查工作，對有非法改裝道路運輸車輛嫌疑的機動車維修企業進行重點跟蹤、重點監管，並依法處罰。
要嚴格按照《公路安全保護條例》的規定，加強對道路運輸企業及貨運車輛駕駛人員的管理。
主動接受社會和民眾監督，公開舉報電話和信箱並在市運管處機關、各縣運管站設立舉報信箱。舉報電話：0464-8395202；電子信箱：XXX。
Fourth, the organization
為保證源頭治超工作有效推進，成立七台河市源頭治超工作領導小組。

V. Job responsibilities
各部門在市源頭治超工作領導小組統一組織協調下，各負其責，統一聯動，加強配合。
市工業和信息化委員會：加強對載貨汽車生產、改裝、銷售企業的監督檢查和管理。
市工商行政管理局：對無證照經營的貨源單位和車輛改裝、汽車維修經營者依法進行查處。
市質量技術監督局：對非法改裝、拼裝車輛企業依法進行查處。
市運管處：加強對由市政府批准並向社會公布的礦山、水泥廠、煤場、沙石料場、汽車貨運站、蔬菜集散站等貨運量較大、易發生超限超載的重點貨運源頭單位監督檢查。
市交警支隊：加強機動車輛登記管理，嚴禁違反規定辦理登記業務；配合維護交通部門治超檢測站點的交通秩序；組織交警開展路面執法，配合交通部門引導車輛進入超限檢測站點進行檢測，依法查處超載和非法改裝車輛等違法行為。
Six, the relevant requirements
20XX年10月15日前，分層次對相關人員開展培訓，建立健全轄區貨運源頭單位監管檔案和制度。
20XX年10月31日前，全面完成轄區依法許可的貨運源頭單位公示工作，並確定和公布市、縣巡查和重點派駐監控貨運源頭單位名單，逐級上報省道路運輸管理局。
20XX年11月底前，完成貨運源頭單位巡查和重點單位人員派駐工作，確保超限超載車輛不出場、站。並將源頭單位違規裝載情況通報其相應主管部門或許可部門、依法取締非法裝載源頭。
20XX年12月底前，配合省主管部門組織對我市源頭治超工作進行驗收，檢查源頭治超工作落實情況，發現不認真履行職責或工作不力的單位，要進行責任倒查，追究相關人員的責任。
