打擊非法營運專項行動。積極配合公安等部門開展打擊非法營運專項行動。各鎮政府、街道辦事處、經濟功能區管委會要按照《北京市城市秩序百日整治打防管控一體化專項行動工作方案》部署，積極參與配合打擊非法營運行為。在前期治理工作的基礎上，保持機制不變、力度不減、標準不降，務求達到捷運站口、大型交通樞紐、主要道路無黑車擾序，其他地區非法營運行為明顯減少的目標。
查處新生違法建設。在區違法建設查處工作領導小組辦公室協調指導下，各鎮政府、街道辦事處、經濟功能區管委會要積極組織開展違法建設集中整治專項行動。對新生違法建設必須做到及時發現、及時制止、及時上報、立即拆除，對未及時拆除違法建設的將按照《中共北京市順義區委北京市順義區人民政府關於進一步加強違法建設查處工作的實施意見》追究相關人員責任。要充分發揮聯合執法聯動機制的作用，協力配合，對各類違法建設加大查處、拆除力度。
四、整治工作階段劃分

鞏固成果階段。鞏固在百日整治過程中逐步形成的機制：一是堅持統籌協調，建立定期推進會工作機制；二是強化部門責任和合力機制，針對城市管理問題齊抓共管；三是必須堅持以便民利民為主導的疏堵結合措施；四是落實屬地為主、整合資源、定期牽頭治理的工作機制；五是強化公安、城管、工商、衛生、交通等部門聯合執法模式；六是嚴格落實“定人、定車、定崗、定時、定責”五定製度和實名制等，認真梳理百日整治過程已形成的好做法、好經驗，並在整治過程中認真加以鞏固，建立起長效機制，為環境秩序持續改善奠定基礎。

綜合與專項相結合，全面鋪開整治行動。各級環境秩序百日整治“秋風行動”領導小組要充分發揮統籌協調、指揮調度、檢查指導等作用，適時組織開展全區、本轄區的專項行動。同時，結合“打四黑、除四害”行動、非法營運整治、旅遊秩序整治、食品安全治理等專項行動，合理安排，主動參與，配合做好城市秩序問題專項整治。各鎮政府、街道辦事處、經濟功能區管委會要依據本轄區實際情況，加強研判，組織各職能部門共同參與，有針對性地開展重點點位、重點時段、突出違法行為的區域性、專項性整治行動。繼續全力鞏固全區城市秩序重點點位和環境秩序亂點的治理效果，加大對新生亂點的綜合整治。同時，對“春風行動”建立的五類突出問題基礎台賬，年底前要全部實施銷賬。
創新管理措施，固化完善機制。各鎮政府、街道辦事處、經濟功能區管委會和各有關部門要在充分固化以往重點地區整治所形成的“信息綜合管理平台”、“區域聯動”等成功經驗的基礎上，進一步創新社會管理，力爭形成一套適應我區城市管理的新機制、新模式。一是淡化部門觀念，強化部門合力機制。執法人員首先要切實履行部門管理責任，對職責範圍的違法行為及時查處。對現場發現的不屬於本部門執法許可權的城市管理違法違規問題，要強化責任意識，確保做到第一時間發現、第一時間報告，並開展先期控制，然後移交主責部門。二是要建立定期推進會工作機制。每半月召開不少於一次有關部門參加的整治工作推進會，研判進展，通報情況，會商難點，督辦落實。三是要繼續嚴格落實“定人、定車、定崗、定時、定責”五定製度和實名制。四是繼續強化公安、城管、工商、衛生、交通等部門聯合執法模式，進一步充實聯合執法隊伍，嚴格落實聯勤聯動工作機制，整合執法資源，集中優勢力量，開展高強度、高密度的綜合整治行動。
建管並舉，全面提升城市環境管理水平。一是服務民眾生活。區商務委要結合“菜籃子”工程建設，繼續指導各鎮政府、街道辦事處利用現有資源，加大便民設施建設力度。二是方便民眾出行。區交通局要深入研究民眾出行需求及交通設施的配置情況，集中解決民眾出行難、費用高等問題。三是繼續創建“精品街區”。在前期創建“精品街區”的基礎上，12月15日前，各鎮都要推出1-2條精品街，各街道要推出2-3條精品街和3-5個精品社區。
強化責任落實，嚴格督導考核。各鎮政府、街道辦事處、經濟功能區管委會和各相關部門要依據職責，逐個確定重點工作事項，劃定區域範圍，明確責任，對所確定解決的問題要明確工作標準、工作時限和工作進度。特別是對掛賬重點點位，要徹底整治，確保不反彈。區百日整治“秋風行動”領導小組辦公室要採取明查暗訪等形式，開展持續不斷的督導檢查。同時，邀請社會監督員及廣大市民參與督導檢查，有力促進百日整治行動組織實施。
