Medical Assistance Service Agreement


The International Emergency Rescue Center of the Ministry of Health is a non-profit enterprise under the direct leadership of the Ministry of Health. It is commissioned by the Medical Affairs Department of the Ministry of Health to form an international emergency rescue network, organize and coordinate national foreign-related medical rescue work, and cooperate with domestic and foreign insurance companies. Provide medical assistance services to Hong Kong, Macao and Taiwan compatriots and foreigners in mainland China.
It is recommended by the health departments of all provinces, autonomous regions, and municipalities directly under the Central Government. Party A reviews and recognizes online hospitals that undertake foreign medical rescue missions.
Based on the principle of equality, mutual benefit, and the principle of equality and mutual benefit, the two sides agreed to cooperate to carry out the deposit-free medical rescue service for the above-mentioned commercial insurance customers through friendly consultation. In order to clarify the duties and tasks of both parties, this Agreement is signed.

Chapter 1 Party A's duties and tasks

1. Assisting the Medical and Health Department of the Ministry of Health to determine Party B as the International Emergency Rescue Center Network Hospital of the Ministry of Health, and to issue the network hospital identification card and certificate to Party B.
2. Organize and coordinate Party B to carry out timely and convenient deposit-free medical rescue services in mainland China, and provide Party B with relevant information such as the situation of Party A's established partnership.
3. Set up a 24-hour service call center, keep the telephone and fax unobstructed, and notify Party B if there is any change.
4. Provide Party B with the “Working Manual of the International Emergency Rescue Center Network Hospital of the Ministry of Health” and the “Partnership Cooperation Insurance Card” issued by Party A.
5. Commitment to guarantee the patient's rescue and hospitalization free of charge and the responsibility for settlement of the repayment process to Party B. In time, the basic information and the amount of the guarantee for the injured patient who went to Party B to seek medical treatment shall be notified to Party B by fax. After receiving the list of medical expenses for injured patients provided by Party B, pay the relevant fees to Party B. See the Workbook for details.
6. Organize Party B management personnel and medical personnel to participate in professional study, training and international emergency rescue academic exchange activities at home and abroad.

Chapter II Party B's duties and tasks

1. To undertake the deposit-free treatment for injured patients who have issued guarantees for Party A, strictly implement the Work Manual formulated by Party A, and assist Party A to confirm the identity of the injured patients. Party B shall not arbitrarily refuse to provide medical rescue services for injured patients.
2. Instruct the person to be responsible for providing timely and convenient medical rescue services to the injured patients, and provide Party A with the names, telephone numbers and faxes of the responsible person and contact person. When there is a change, notify Party A in writing.
3. Hang up the "Ministry of International Emergency Rescue Center Network Hospital" sign in a conspicuous position, and hang the "Unexpected First Aid Medical Insurance Card" posters provided by Party A in eye-catching positions such as the emergency room, special medical department and toll collection office.
4. Implement the rescue work according to the scope of responsibility and the medical rescue service process determined in the “Workbook” provided by Party A, and perform the accounting settlement procedures.
5. When the injured patient does not contact the call center of Party A and directly visits the doctor, Party B should contact the call center of Party A at the same time as the patient's rescue work, and confirm the identity of the injured patient and the payment procedures. 6. Assist Party A to provide transfer and other medical rescue services for injured patients.

Chapter III Agreement Effective and Others


1. This Agreement is made in two copies, each party holding one copy, valid for ____ years, from ____________________ to ____________________.
2. Matters not covered in this Agreement. A memorandum may be signed after friendly negotiation between the two parties. The Memorandum shall have the same effect as this Agreement.
3. During the validity period, if one party wants to terminate the agreement, it shall notify the other party in writing three months in advance and finally obtain the written confirmation from the other party.
