In order to implement the Pan-Pearl River Delta Regional Cooperation Framework Agreement, the intellectual property rights protection and management departments of Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou and Yunnan decided to strengthen cooperation and actively promote the comprehensive Pan-Pearl River Delta region. Article 1 The purpose of cooperation is to give full play to the advantages and characteristics of all parties in accordance with the objectives set out in the Pan-Pearl River Delta Regional Cooperation Framework Agreement, strengthen exchanges and cooperation in the field of intellectual property rights, and raise the level of creation, protection, management and use of intellectual property rights. Breaking regional protection, standardizing market economic order, accelerating industrial and technology transfer, increasing investment growth between regions, and promoting the common development of the Pan-Pearl River Delta region.
Article 2 The principle of cooperation involves voluntary participation. The parties cooperate voluntarily and participate in all or part of the cooperation projects of this Agreement.

Article 3 Cooperation requires all parties to actively create conditions for cooperation, implement cooperative measures, broaden areas of cooperation, and improve the efficiency and level of cooperation.
Strengthen communication and coordination, promote complementary advantages, and negotiate and resolve interrelated major intellectual property rights issues.

Article 4 Discussion on cooperation content policy. Coordinate and coordinate the resources and talents of all parties, strengthen research and academic exchanges and cooperation, and study the common problems, difficulties and hot issues and strategic issues faced by the government's intellectual property rights in real time, explore effective solutions and measures, and improve the management of government intellectual property rights. Promotion and training. Increase the promotion and training of intellectual property rights, strengthen the sharing of resources and information in training courses and teaching materials, cultivate intellectual property rights personnel that meet the requirements of regional development, and raise awareness of regional intellectual property rights.
Intermediary and information services. Eliminate regional obstacles, strengthen regulation and management, unify the market access standards and employment discipline of intellectual property intermediary service agencies, improve the professional ethics and service quality of employees; strengthen the exchange and cooperation of intermediary talents, promote the regulation and prosperity of the intermediary market; Cooperation in the field of property rights information and public services, promoting the sharing of information resources and complementary advantages, and effectively improving the level of information services and public information utilization.
Management of intellectual property rights of enterprises and institutions. Establish regular exchanges and study and study mechanisms, timely exchange successful experiences in the management of intellectual property rights of enterprises and institutions, improve the ability and level of enterprises and institutions to use the intellectual property rights system, and enhance the level of regional technological innovation.
Intellectual property rights protection. Article 5 Cooperation Mechanism In order to ensure effective cooperation, the parties agree to establish the following cooperation mechanism.
Establish a joint conference system. The members of the meeting are composed of the provincial-level intellectual property rights coordination agencies and the relevant patent, trademark and copyright management departments. The meeting is held once a year, and the study decides on major issues of cooperation. If necessary, an interim joint meeting can be held. The meeting is convened and presided over by the parties to the agreement, and each session determines the organizer, time and place of the next session. The chairman of the meeting is chaired by the person in charge of the province's intellectual property rights who presided over the meeting.
Establish a liaison system. Each province identifies a focal point responsible for liaison, communication and coordination. The liaison officers should strengthen tracking, implementation and feedback, smooth the information exchange channels of all member units, improve work efficiency, and ensure the smooth completion of various cooperation projects.
Establish a thematic working group system. According to the cooperation projects determined by the annual joint meeting, the corresponding special working groups will be set up to carry out specific special cooperation work. The members of the thematic working group shall be designated by the parties to the agreement, formulate cooperation plans for specific cooperation projects and related matters, propose work measures, implement cooperation matters, and report to the joint meeting on the implementation of the cooperation projects on a regular basis.
Article 6 The Joint Meeting may, subject to the cooperation, modify this Agreement with the consent of more than two-thirds of the members.
Article 7 This Agreement shall be in nine copies, and each party to the signing shall hold one copy, signed in Guangzhou on the _____ year _____ month _____ date, effective from the date of signing.
