I. Review of work last year

Looking back over the past year, we have mainly done the following work:

Adhere to safety first and strengthen safety management

With the goal of creating an intrinsically safe production unit, we will conscientiously implement the “five in place”. Signed safety and fire protection target contract with the unit deputy and the work section, decomposed the safety management objectives, and rigorously assessed and honored on a monthly basis. The total amount of cash for the year was 16,370 yuan, and the cash deduction was 550 yuan. Formulate the "Safety Contract Responsibility System for Production Areas of Coal Washing Plant Cadres" to deepen the implementation of the system of on-site and cadre shifts under the cadres. Strengthen safety propaganda, focus on the promotion of accident cases, and consolidate and improve employees' safety awareness. Actively organize all-person safety training and special safety training. We organized two phases of full-person safety training and one-phase special training on the safe use and protection of gas facilities throughout the year to improve the safety knowledge of employees. In accordance with the "dotted line, step by step, step by step" work ideas, the promotion of "post description, finger dictation", so that the staff's operational behavior is gradually standardized. Strengthen the safety inspection, increase the weekly safety centralized inspection to twice a week, shorten the inspection cycle, and carry out regular safety special inspections, and implement the “Safety Checklist” system during the inspection process. Inspected the content and standards, organized more than 60 safety inspections throughout the year, and identified more than 200 hidden dangers, effectively curbing the occurrence of accidents. Aggravation of assessment and accountability, and the assessment of the section head of the accident responsible person, the cumulative responsibility for the year was 258 person-times, economic assessment of more than 5,000 yuan. With the opportunity of declaring the safety quality standardization demonstration workshop, the safety and quality standardization construction was comprehensively carried out, and in November last year, the safety and quality standardization of the group company was successfully passed.

Strengthen production management to ensure product indicators

In 2019, the production of coal washing plants can be described as difficult and difficult. Affected by the shortage of raw coal market and the company's coke production limit, the coal washing capacity of the coal washing plant plummeted. The amount of raw coal washed into the whole year decreased by 466357 tons compared with the same period of last year, which seriously affected the self-washing coal production. At the same time, due to the unsatisfactory coal quality, the average ash of raw coal increased by 5.91% year-on-year to 31.49%, which made it difficult to improve coal washing yield and control coke quality. Based on this, we earnestly do a good job in the entry of raw coal, and resolutely do not use the raw coal without testing. The test results are not in accordance with the requirements, and the coal quality industry should be analyzed and the production should be guided. Strictly control the various processes of coal washing, continue to strengthen the control and assessment of the indicators of washing and by-products. At the same time, increase the frequency of inspections of petrochemicals, and the number of tests in the class will be increased from one to three times to better guarantee the qualified rate of meteorites. Formulate the “Control Measures and Awards for Coal Water and Coke Ash”, and combine the strict control measures with the incentive policies to improve the fine operation level of employees, stabilize the quality of coke, and reduce the moisture in the coal. Strengthen the management of laboratories, increase the frequency of testing and testing, and timely serve production. This year, only 4,600 related tests were carried out on the North Washing Coal. At the same time, we actively tried to increase the testing facilities, and designed and installed 7#. 8# belt head automatic sampling machine and added laboratory equipment such as horse boiling furnace, balance and oven to improve the quality and accuracy of the test. In addition, by regularly holding quality management meetings, increasing the number of coal testing, standardizing the coal mining system, and optimizing the ratio, the quality of coke has risen sharply.

With the unremitting efforts of all cadres and workers, the output: 1508100 tons of coal into the whole year, 743,345 tons of raw coal, 436,007 tons of clean coal, 21,675 tons of second coal, 201,944 tons of high-ash coal, 37165 Tons, the total yield is 93.74%, of which the comprehensive yield of clean coal reaches 58.65%. Quality: The control of coal containing coal is strong, the monthly average is only 3.9%; the quality of coke is steadily improved, the qualified rate of 80 coke is 94%, and the qualified rate of special coke has risen monthly since taking over the special coking coal room in July. It has been maintained at 100% since September; the moisture in the furnace has decreased month by month. Among them, the type 80 has dropped from 14.3% in January to 12.7% in December, while the special coke has dropped from 13.2% to 12.2%.

Strengthen fine management and control cost

Strictly follow the company's "2019 potential tapping efficiency project and special cost management related measures" and "four quarters of fine cost management activities" and other file requirements, and solidly carry out cost control.

In terms of energy consumption and consumption: the establishment of an energy-saving and consumption-reducing management organization, and the introduction of the “Implementation Plan for Energy Consumption of Coal Washing Plants”, “Standards for Testing and Competition of Energy Consumption in Coal Washing Plants”, and “Self-checking System for Coal Washing Plants” to ensure energy conservation Work is carried out in depth. Strengthen energy-saving missions and raise awareness of conservation. We will do a good job in controlling the four indicators of electric water, gas and oil. In the whole year, we will achieve 807 hours of peak avoidance production, 9.74 degrees of electricity consumption per ton of washed raw coal, 16.6 degrees of electricity consumption per ton of clean coal, and 5.01 degree of coal consumption per ton. Basically eliminate the phenomenon of long flowing water and long light.

In terms of material cost management: implement the quantitative allocation of material fees and the pre-assessment system for material use, clarify the amount of work materials, resolutely put an end to the issuance of non-production materials, and prohibit total overspending and waste. Establish materials in and out of the account, clear the time, quantity and time, quantity and use of materials, and it is strictly forbidden to be vague. Strengthen equipment management, develop equipment failure rate and accident rate assessment system, ensure equipment integrity rate, reduce equipment failure rate and accident rate, extend overhaul period, and reduce overhaul costs. Implement a “resource sharing” mechanism for office equipment and facilities to reduce consumables. Vigorously carry out repairs and wastes, improve the utilization rate of materials, and save more than 100,000 yuan in material costs throughout the year. According to statistics, the annual auxiliary materials of the coal washing plant occurred 774,200 yuan, a decrease of 105,800 yuan over the plan.

Do a good job in vocational education and improve the quality of employees

Vigorously implement the strategy of developing enterprises through science and technology and strengthening enterprises with talents, and strengthen the construction of talent teams. Requirements; In terms of production, there are gap fluctuations in the control of various indicators, and the production technology management system is still not perfect; in terms of personnel management, the work responsibility and business level of some employees and management personnel need to be further strengthened and improved.

The situation facing: From the company's work report and the information collected by various media, in 2019, the financial crisis will not disappear, but will further spread and seriously impact the real economy. In this regard, we have seen from the company's operating situation since September last year. The specific performance of our factory is that the situation of tight coal is increasing, the situation of coal quality decline is not relieved temporarily, the requirements for safe production are more stringent, and the various costs are further compressed. At the same time, there are still many undetermined resistance factors. These problems will cause certain difficulties for our work.

Safety should be arranged as the first work of the undergraduate and the working sections. Strictly grasp the control of process indicators to ensure the quality of production

Strengthen process management and optimize production operations. The process is the key to the level of production efficiency and the quality of the products. Only when the production process is effectively controlled and management measures are in place will the production capacity be improved and the quality guaranteed. We must start from the source, start from the foundation, pay attention to every link of the production process, improve every detail, so that every employee of the whole factory can enhance the subjective initiative of doing their own work and reduce the impact of human factors on production.

Grasp the control of washing and selection indicators, and consolidate and improve the yield of clean coal. Due to the tight supply and demand relationship in the raw coal market, the production of self-cleaning clean coal cannot be guaranteed. It is precisely because of this consideration that the company will no longer evaluate the production of clean coal in our factory this year, but the comprehensive yield of coal washing must reach 56%. This requires us to continue to do a good job in the analysis and testing of raw coal, to grasp the coal quality parameters in a timely manner; to strengthen the management of key positions, to prevent operational loopholes. And each coal washing production section should also strengthen the links between the sections, and gather the wisdom of everyone to find an effective way to improve the yield.

Reduce the coal content of the vermiculite and reduce the loss of clean coal. Last year, we achieved good results in the control of coal-containing coal-bearing indicators, but there are still intermittent fluctuations, and the mean and minimum of the meteorite monthly average is 0.5 percentage points. This year, the company's requirements for coal containing vermiculite are still: coal content ≤ 4%, pass rate ≥ 85%. After two years of exploration, we should be confident in the completion of this indicator, but we should not only be satisfied with it. We must seriously explore and self-pressurize on this basis to ensure that the qualification rate is stable at 100% and strive to The coal content of vermiculite is reduced to 3.5% or lower, and the loss of clean coal is reduced, which is an effective way to improve the coal washing yield. At the same time, it is necessary to increase the control of coal ash and coal ash, and further improve the qualification rate on the basis of ensuring the requirements of the company's process indicators, and strive to maintain 100%.

Strict quality control and stable coke ash. With the fiercer competition in the coke market, high-quality products are powerful weapons for enterprises to compete, occupy the market, win customers and gain benefits. This year, the company's requirements for the process parameters of coal and coke are: the qualified rate of coal fineness is ≥85%, of which 80-75% of 80 type, 85-95% of special coke; the accuracy of coal blending is ≥90% The coke ash qualified rate is 100%, wherein the secondary coke ash stability rate is >95%; the coke sulfur content is ≤0.5%. Managers at all levels and the majority of coal preparation workers should pay more attention to and strengthen quality management. Based on the existing coal quality status, the coke quality assurance rate and stability rate should be taken as an important task at present, and further supervision and management should be strengthened. Effective measures to maintain the quality brand of Tianhong.

Strengthen drying management to ensure water quality. Controlling the moisture in the furnace coal is beneficial to optimize the quality of coke and shorten the coking time. The two drying systems are doing a good job in managing the employees and equipment, improving the responsibility of the operators, and ensuring the operational efficiency of the equipment. At the same time, they must actively use their brains to dewater the pile and determine the drying cylinder according to the moisture of the clean coal. The amount of the method, etc., effectively reduces the moisture in the coal. The coal preparation section should also strengthen the connection with the drying section to provide conditions for the orderly work of drying to ensure that the moisture of the 80-type and special coke coals are controlled below 14% and 13%, respectively.

Increase the frequency of testing and improve the quality of testing. The test plays an extremely important role in the production process of coal washing and coal blending, and is an "eye" that effectively guides production. Last year, the laboratory did a lot of work, but in order to achieve the smooth implementation of various indicators, the workload of the laboratory can only increase and can not be reduced. All laboratory personnel must be responsible for the responsibility of the company, strictly follow the deployment in the factory, strengthen their own learning and improve the operation level, and carefully do the sampling and sample preparation work, timely and accurate reporting to the dispatch and related posts. Test the situation, it is strictly prohibited to falsify.

Do a good job in equipment maintenance and create conditions for production. Production is inseparable from equipment, but if the equipment often fails or the efficiency does not work, the production cannot be normalized. It is necessary to strengthen the management of maintenance personnel, and enhance their awareness and technical level of active maintenance through strict assessment and mutual learning. It is necessary to regularly maintain the equipment, deal with the problems of the equipment in time, and reduce the failure rate and accident rate. It is necessary to focus on the actual production, actively carry out technical research, give full play to the operational efficiency of equipment, continuously improve the technological content of equipment, and serve efficient production.

Strict cost control to maximize benefits

In the enterprise development strategy, cost control is in an extremely important position and is one of the key strategies for enterprises to win in the competition. Effective cost control management is a problem that every enterprise must pay attention to. Grasping it can drive the overall situation. Last year, we did a lot of fruitful work in cost management. This year, in order to ensure effective cost reduction, the company changed the assessment mode, which is reflected in two aspects: from the total amount of assessment to the assessment of unit consumption. Take power consumption as an example. In the past, we used coal to save electricity and use coal to clean coal, so as to ensure that the total monthly electricity consumption is not exceeded. According to the company's new assessment plan, as long as the consumption of raw coal and tons of coal consumption is reduced. If the electricity exceeds 9.5 degrees and 5 degrees, it will be assessed. Increase the proportion of cost in wages. The company's economic responsibility system stipulates that cost indicators account for 50% of the total wages. That is to say, if we want to ensure wage income, we must continue to maintain and deepen the fine cost management work, and effectively reduce costs and increase efficiency.

It is necessary to combine the development of the “Safety and Benefit Management Year” activities, strengthen the cost education for employees, and fully realize that saving a penny is to ensure a penny of wage income, thereby constraining behavior and fostering a solid sense of cost management.

Strict cost assessment. In the fourth quarter assessment measures, we will further improve and refine the cost assessment regulations, increase the proportion of costs in the salary assessment of the construction section, and ensure that the cost is not over-expended by strict assessment.

Control energy consumption indicators. Continue to earnestly carry out energy management in accordance with the "Implementation Plan for Energy Consumption of Coal Washing Plants", "Standards for Energy Inspection of Coal Washing Plants and Competition Standards" and "Self-checking System for Coal Washing Plants", and strengthen water and electricity oils and Control of the medicament. It is necessary to strengthen production coordination, pay close attention to efficient production, eliminate empty machine operation and underload driving, and carefully organize peak production. To use a large amount of carbon black tail gas for drying, reduce the amount of gas used. It is necessary to manage the inventory of oil and chemicals, and resolutely eliminate losses and reduce wear and tear. It is necessary to strengthen the management of the forklift trucks, so that it can be used without the use of forklifts and strictly check the efficiency to maximize the effectiveness.

Do a good job in material cost management. It is necessary to reasonably allocate material cost indicators in light of the actual situation, and it is strictly forbidden to rush to material. It is necessary to further implement the material cost approval system, earnestly do a good job in cost assessment, adhere to quotas, and prohibit over-expenditure.
